5 The Escalating Problem in Ohio Ohio Drug Overdose Data Report 2016 In 2016, unintentional drug overdoses caused the deaths of 4,050 Ohio residents, a 32.8 percent increase compared to 2015 when there were 3,050 overdose deaths. The number of cocaine-related overdose deaths rose significantly, 61.9%, from 2015 to Of those 2016 cocainerelated overdose deaths, 80.2 percent also involved an opiate, and 55.8 percent involved fentanyl and related opiates in particular. The number of overdose deaths involving heroin remained relatively flat with 1,444 overdose deaths in 2016 compared to 1,424 in

9 How Science Has Revolutionized the Understanding of Drug Addiction When science began to study addictive behavior, individuals were thought to be lacking in willpower and morally flawed. Those views shaped society's responses to drug abuse, treating it as a moral failing rather than a health problem. This led to punitive rather than preventative and therapeutic actions. Groundbreaking discoveries about the brain have revolutionized our understanding of drug addiction, enabling us to respond effectively to the problem. 8

An opiate is a narcotic pain reliever / analgesic When used correctly they are the absolute best pain reliever However Opiate drugs are both physically and psychologically addictive when used in high doses for a long period of time. The misuse of opiates is associated with a high risk of accidental drug overdose. 10

22 Ohio Department of Health August 2017 Fentanyl, Carfentanil and Cocaine Drive Increase in Drug Overdose Deaths in 2016 Promising progress fewest prescription opioid overdose deaths since 2009 Opioid prescribing in Ohio declined for a fourth consecutive year in 2016, according to the State of Ohio Board of Pharmacy. Between 2012 and 2016, the total number of opioids dispensed to Ohio patients decreased by 162 million doses or 20.4 percent. 21

30 Medical Marijuana Valid state ID cards will be issued by the State of Ohio Board of Pharmacy (no later than September 2018). Federal law prohibits doctors prescribing marijuana. Instead, patients must obtain a recommendation from a certified physician. 29

32 Dispensaries State Board of Pharmacy may award up to 60 dispensary licenses. Number of dispensaries per region (see next slide) A retail dispensary is prohibited from being located within 500 feet of a school, church, public library, public playground, public park or community addiction services provider Cities, villages and townships may adopt additional regulations to prohibit or limit the number of retail dispensaries. Application fee is $5,000 Biennial fee is $70,000 31

37 Impact on Employers An employer need not accommodate an employee s use of medical marijuana Does NOT prohibit an employer from refusing to hire, discharging, or taking an adverse employment action because of a person s use of medical marijuana An employee whose injury was the result of being intoxicated or under the influence of marijuana is not eligible for workers compensation Drugs covered by BWC are limited to those that are approved by the United States Food and Drug Administration. Marijuana has not been approved by the FDA and remains a Schedule I illegal drug under federal law 36
