10 Terrifying Report On Prison Gangs in Florida From a Lifer Who s Seen It All By: Charles Norman Two young men recently asked me, What gang are you in? I m in a one-man gang, I said. The Norman gang. I am an old-timer. The fact that I have survived over 36 years in Florida s worst prisons without compromising my principles is a matter of awe to other prisoners, most of whom weren t even born when I began serving this wrongful LIFE sentence. I ve learned a lot about gangs without even trying.

12 According to the Us Bureau of Justice Statistics (BJS), 2,220,300 adults were incarcerated in the US federal and state prisons, and county jails in about 0.91% of adults (1 in 110) in the U.S resident population. Additionally, 4,751,400 adults in 2013 (1 in 51) were on probation or parole.

13 I was talking to a physician colleague of mine the other day and he was quite interested in what I was doing and in correctional medicine in general. Like most people (it seems), he had no idea what the difference is between jails and prisons, and what the practice of medicine is like in two settings. While the term Correctional Medicine encompasses medicine practiced in both jails and prisons, the actual practice of medicine in the two settings can be as different as that of an emergency department and a nursing home.

14 The U.S. Correctional System Federal and state criminal justice systems most commonly use the term corrections as the replacement for penology when referring to the network of agencies that supervise individuals in a state of incarceration, rehabilitation, parole or probation. Accordingly, the term correctional facility, has become the substitute to penal institution.

15 The difference between Jails and Prisons: - Jails are containment areas for suspected offenders who are awaiting trial or sentencing. The individuals in Jails are not necessarily guilty of crime. - Prisons are established for convicted felons. These institutions are maintained for both punishment and reform. Prisons have several security classifications (High, Medium, Low, Minimum) that corresponds to the seriousness of the crime of which they were convicted, or their intent and capacity to harm others.

18 Lester Holt reported on NBC Nightly News (7/31) that a startling new report from federal health officials shows that in 2015, nearly 92 million American adults used a prescription opioid. More than 11 million reported misusing opioids, and nearly two million said they were addicted. Anne Thompson added that almost half of those who misuse opioids get them from family and friends.

19 Reuters (7/31) reports the study, published in the Annals of the Internal Medicine, estimated that about 38 percent of U.S adults were prescribed an opioid in 2015, about five percent of US adults were misusing opioids, and about one percent of adults had an opioid use disorder. Study coauthor and National Institute on Drug Abuse deputy director Dr. Wilson Compton said, A very large proportion and large number of adults use these medications in a given year. He added, I was still a bit surprised that 38 percent or 92 million people used prescription opioids in 2015.

20 New Specialty Certification for Correctional Physicians The Certified Correctional Health Professional board of trustees is pleased to announce its newest specialty certification: CCHP-P. The CCHP- Physician credential recognizes expertise among physicians practicing in the specialized field of correctional health care. Years in making, this specialty program was spearheaded by a task force comprised of 11 leading experts in correctional medicine. This team worked diligently to define the domain of knowledge unique to practicing in a correctional environment, and then to develop an examination that would accurately measure a candidate s mastery of that knowledge.
