1 2017 Social Service Funding Application - Special Alcohol Funds Applications for 2017 funding must be complete and submitted electronically to the City Manager s Office at ctoomay@lawrenceks.org by 5:00 pm on Tuesday May 31, Applications received after the deadline or not following the attached format will not be reviewed by the Social Service Funding Advisory Board. General Information: Each year, the City Commission considers requests for the allocation of dollars to a number of agencies that provide services benefiting the Lawrence community. These funds are to be used pursuant City Charter Ordinance 33, which states, Moneys in the special alcohol and drugs programs fund shall be expended on such programs, services, equipment, personnel, and capital expenditures as the governing body may from time to time determine is in the best interest of the public to address one or more of the following: (a) Prevention of alcoholism and drug abuse, including but not limited to education, counseling, public informational efforts and related activities; or (b) Alcohol and drug detoxification efforts and related activities; or (c) Intervention in alcohol and drug abuse or treatment of persons who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers; or (d) Law enforcement, prosecution, court activities and programs, or portions thereof, related to apprehending, prosecuting, adjudicating or monitoring individuals who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers, including individuals who are or may be charged with violating laws related to alcohol or drug use; or (e) Education, counseling, public information efforts, and related and associated activities related to preventing drug abuse and alcohol abuse, including but not limited to efforts to encourage healthy youth and family development and related efforts which include as a partial element drug abuse and alcohol abuse education, counseling, or public information efforts; or (f) Programs, activities, or efforts related to preventing or intervening in drug abuse and alcohol abuse, including programs, activities, or efforts for which drug abuse and alcohol abuse prevention or intervention comprises a partial element of the complete program, activity or effort; or (g) Any program, activity, or effort, or a portion thereof, that the governing body determines seeks to discourage, prevent, intervene, or address issues related to alcohol or drug abuse. The appropriation of funds by the governing body for such a program, activity, or effort shall be conclusive of compliance with provisions of this ordinance, and separate findings shall not be required. Applications will be reviewed by the Social Service Funding Advisory Board at meetings held June 7 from 8:30 to 12:30. Applicants are asked to make a contact person available by phone during this time in case questions arise. Following their review, the Advisory Board will forward recommendations for funding to the City Commission. Recommendations will be based upon the following criteria: availability of city funds the need demonstrated through the agency s application the stated objectives of the applicant s program alignment of the program with City Charter Ordinance 33 the efforts to collaborate and avoid duplication of service demonstrated through the application outcomes that move program participants from total dependency toward measurable levels of independence ability to measure progress toward the program objectives and the City Commission Goals past performance by the agency in adhering to funding guidelines (as appropriate) The final decision regarding funding will be made by the City Commission when they adopt the Annual Operating and Capital Improvement Budget in August. Other Information. Collaboration and/or coordination between organizations is highly recommended and multi-agency proposals to address an identified community problem are encouraged. Programs should have research based effective strategies or promising approaches. All programs must have goals with measurable outcomes. Please note that funds will be disbursed according to the following schedule unless otherwise agreed to in writing: o First half of funds will not be disbursed before April 1 o Second half of funds will not be disbursed before October 1 The budget picture from the Kansas Legislature continues to create uncertainty as to the status of the local portion of the alcohol liquor tax. If the Legislature decides to eliminate or reduce the local portion of this tax, it will impact the City s ability to fund programs. The City of Lawrence is proceeding with the Request for Proposal process and accepting applications for the alcohol tax revenues with the understanding that funding levels are potentially subject to reductions by the State Legislature. APPLICANT INFORMATION Drug and Alcohol Court Services Officer Primary Contact Information (must be available by phone June 7 from 8:30 to 12:30.) REQUEST INFORMATION The criteria for each application questions are explained below. A. Amount of funds requested from the City for calendar year 2017: $ 57, B. Provide a brief description of the program. Douglas County Court Services provided clients with services consistent with City Charter Ordinance 33(d): Law enforcement, prosecution, court activities, and programs, or portions thereof, related to apprehending, prosecuting, adjudicating or monitoring individuals who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers, including individuals who are or may be charged with violating laws related to alcohol or drug use. Court Services Officers are responsible for adult and juvenile supervision in misdemeanor and felony probation cases. They regularly perform drug screens, meet with offenders in the office and community and make sure all conditions imposed by the court are being followed. Court Services Officers also research and write pre-sentence investigation reports which aid the court in determining the sentence a defendant receives. They may also supervise individuals pretrial to ensure compliance with bond requirements. CSOs in Douglas County generally supervise a caseload off 100 probation clients as well as being responsible for four to seven Presentence Investigation reports at any given time. In addition to keeping appointments with clients in office, officers also spend time in the field visiting clients at home and meeting with treatment providers as a part of multidisciplinary cooperation. Court Services Officers primary role of service is accountability to the court and the court process. As soon as possible after conviction, the court shall order the Court Services Officer to prepare a Presentence Investigation Report (PSI) and risk needs assessment. Currently, per Kansas legislative mandate, Douglas County Court Services utilizes the Level of Service Inventory Revised (LSI-R ). The Level of Service Inventory Revised (LSI-R ) is a quantitative survey of offender attributes and their situations relevant to level of supervision and treatment decisions. Designed for ages 16 and older, the LSI R helps predict parole outcome, success in correctional halfway houses, institutional misconducts, and recidivism. The 54 items are based on legal requirements and include relevant factors needed for making decisions about risk and treatment. The LSI R Manual explains the use of the LSI R and summarizes research studies on its reliability and validity. Once sentencing occurs, Court Services Officers may then take the role of supervision and monitoring of the supervision plan set forth by the court. Court Services Officers may find themselves acting as a facilitator, monitor, enforcer, community partner, counselor and service provider. Due to the numbers of drug and alcohol cases there exists a need for a specialized Drug and Alcohol Court Services Officer (CSO) whose role is to handle solely Drug and Alcohol related cases. This officer will handle all DUI and drug offenses that require the participation of Court Services including cases that may ultimately be supervised by Community Corrections. In addition to conducting an LSI-R and preparing the Presentence Investigation, the Drug and Alcohol CSO will be supervising this specialized caseload throughout the duration of their probation term. The Drug and Alcohol CSO will create a specialized Supervision Plan, based on proven effective strategies, for each client under their supervision. Each plan addresses the three goals of community safety, client accountability, and practical rehabilitation below: 2
3 Community Safety: Identify behaviors which should be monitored to keep the community safe. CSOs should refer to the LSI-R assessment and any other relevant reports such as a Drug and Alcohol evaluation and/or mental health intake. Client Accountability: Identify how client will make amends for harm inflicted. Identify strategies to be used to increase the client s understanding of the impact of his/her behavior on the victim, community, and the client s own life. Client accountability includes restitution and community service. Practical Rehabilitation: List any behavior problems, thinking errors, or skill deficits that place the client at risk for continued criminal activity. Specify services/interventions to address those needs. Services could include cognitive based groups, educational/job training, psycho-educational classes, and treatment programs for specific problems. Any services/interventions should directly relate to the risks and/or needs identified by the LSI-R, if completed, and be evidence based. C. Provide a brief description of how the need for this program was determined. In 2015 the Kansas 7th Judicial District Court saw 408 DUI cases filed. Convictions were reached in 308 of those cases and 58 cases resulted in convictions for DUI 3 rd or 4 th and subsequent. DUI 3 rd and 4 th and subsequent are felony charges which require a much greater expenditure of resources as compared with misdemeanor charges. Felony DUI convictions represent 23% of the total number of DUI convictions in Douglas County. This frequency of repeated recidivism illustrates the need for additional resources and attention to be directed toward improving the services available to DUI offenders. Due to the high numbers of DUI cases and the extra requirements involved, cases involving DUI convictions typically require 60 days for processing between conviction and sentencing. D. Describe the desired outcomes of this program (see Logic Model). Process Outcome 60 offenders, convicted of DUI 3 rd or 4 th and subsequent, will be processed by the Drug and Alcohol CSO during Behavioral Outcome The time between conviction and sentencing will be reduced by 33% during Impact Outcome Clients will be moving through the court process more efficiently and effectively increasing the effectiveness of treatment interventions and reducing the frequency of recidivism among DUI and drug offenders. E. Describe any coordination efforts your agency has made. Court Services has forged valuable collaborative relationships with a variety of program and treatment providers throughout Lawrence and the greater Douglas County area. Court Services client base requires a variety of referral services and as such has required the development of necessary coordination with community agencies. Court Services continues to work closely with the following agencies: Heartland RADAC, DCCCA, and PTS Often provide an initial court mandated assessment or screening to determine if clients would benefit from treatment due to alcohol and/or drug usage. Reports generated as a result of an assessment or screening are distributed to the appropriate Court Services Officer so that recommendations are known and client can be held accountable. Douglas County Sheriff s Department The Reentry program at the county jail provides Court Services with referrals for Bond Supervision which allows clients with low to moderate risk/needs an opportunity to reenter the community pretrial. Often these clients are non-violent offenders who would better benefit from easier access to drug and alcohol services in the community rather than in custody at the county jail. Working together with Reentry, we are able to reduce lapse in service and improve transition back into the community. F. Describe how your agency is capable of implementing the proposed program. Douglas County Court Services is capable of implementing the proposed program. At the district level Court Services is supervised by a highly knowledgeable, innovative, and dedicated management team. Court Services is comprised of the Chief Court Services Officer, eight full-time Court Services Officers and a team of three administrative/support staff. The work of processing and supervising DUI and Drug offenders has been and is being conducted currently by the Court Services Officers already on staff. They would be able to assist in training the new Officer and provide guidance regarding assessments, sentencings and procedural issues. An office, transportation, most 3
4 all supplies, and clerical staff are already available for the new officer to use. The addition of another officer made possible by funding from the city would make possible a reduction in caseload for all officers and ultimately community safety. The addition of a specialized Drug and Alcohol Officer would also expedite the Presentence Investigation writing process as this Officer would be highly knowledgeable with regard to any and all special conditions and rules associated with felony DUI and drug related cases. G. Provide a detailed budget for the proposed program using the categories provided. Douglas County District Court/Court Services requests $57, from the alcohol tax fund. Court Services is currently funded by the Kansas Office of Judicial Administration. Personnel: $41, Special Alcohol and Drug Court Services Officer (New) Fringe: $14, Heath and Dental Insurance, KPERS, State Leave, Workers Comp Insurance. Equipment: $ Computer with Microsoft Office, Microsoft Exchange and Symantec antivirus protection - $ Alco-Sensor FST with additional mouthpieces - $ Office Supplies:$0 Office Space: $0 Travel: $0 4

Adults convicted of alcohol or drug related offenses within the 7th Judicial District of Kansas. STRATEGIES Strategies are the program, policy, procedure, etc. you will implement to address your goals. Clients will be served in compliance with Office of Judicial Administration guidelines. PROCESS Process outcomes measure what intervention was conducted with what group of people (I.e., how much money was spent, number of people served, client satisfaction) 60 offenders, convicted of DUI 3 rd or 4 th and subsequent, will be processed by the Drug and Alcohol CSO during BEHAVIORAL Behavioral outcomes measure the impacts, benefits or change in behavior during and after participation in the system/intervention. The time between conviction and sentencing will be reduced by 33% during IMPACT The impact outcome will be your "pie in the sky" statement of how things will be down the road for your target population if all your outcomes are met and everything goes perfectly. Clients will be moving through the court process more efficiently and effectively, increasing the effectiveness of treatment interventions and reducing the frequency of recidivism among DUI and drug offenders. 5
