2 THE RESEARCH 2 The Economist Intelligence Unit has conducted a research program, sponsored by Cigna, exploring the views of medical and addictiontreatment practitioners and the American general population, including a deeper look at veterans, about what's really working around the country to address opioid addiction. The core of the research is a survey conducted in June and July, 2017, of: 304 medical and addiction practitioners 99% of whom have treated patients taking opioids or suffering from opioid addiction and 70% of whom have treated veterans 2800 members of the American general public, from all 50 states 40% of whom have suffered from addiction themselves or have friends, family or co-workers who have done so and 21% of whom are veterans This document complements a comprehensive executive summary, briefing paper and set of case studies.

3 KEY FINDINGS 3 Only 47% of the American general public think opioid addiction is treatable, whether they have personal experience with it or not: Americans in general are far less optimistic than practitioners, 70% of whom think opioid addiction can be treated. 55% of veterans think opioid addiction is treatable. Veterans particularly cite chronic pain as a contributor to opioid addiction and 53% of veterans say addiction develops after a necessary prescription for pain management. 43% of practitioners (and 36% of veterans) cite overprescribing as a cause of addiction, yet when treating patients, 58% focus more on treating the current condition than the potential for opioid misuse in other words, practitioners see the problem but don't always focus on it in the moment of prescribing. Majorities of both medical practitioners and members of the general public say that treating veterans who suffer from opioid addiction is more complex than treating other sufferers and more than a third of practitioners aren't very confident they have the right resources and training to treat veterans, especially those living with opioid addiction. There is, however, general agreement among veterans and Americans in general on the resources they most want more of in their communities.

4 A NATIONAL CRISIS, WITH EXTRA COMPLEXITY AND SUPPORT NEEDED FOR VETERANS 4 Majorities of practitioners and other Americans, including veterans, agree that the opioid problem is out of control Majorities of veterans, practitioners and the general public also say that treating veterans suffering from opioid addiction is even more complex than treating other people suffering from it Yet a higher share of veterans describe opioid addiction as treatable than do members of the general public Furthermore, 80% of the general public agrees that American society owes veterans and their families or caregivers more to ensure they have the resources they need after active duty Percentage who describe opioid addiction as treatable Practitioners Veterans Americans in general 47% 55% 70%

5 HOW PEOPLE WITH ADDICTION ARE VIEWED 5 When asked how they view people suffering from opioid addiction respondents largely said they see them as a lot like everyone else: 64% of practitioners, 50% of veterans and 47% of the general public Though veterans are disproportionately affected by the opioid crisis, smaller shares of respondents describe people with addiction as often veterans Percentage who describe people with opioid addiction as often veterans Veterans Practitioners 23% 32% Americans in general 23%

10 COMPETING PRIORITIES IN TREATMENT 10 43% of practitioners say that opioid addiction is caused by overprescribing, as do 36% of veterans Half of practitioners say encouraging the medical community to recommend non-pharmaceutical ways to reduce pain is one of the best ways to reduce the supply of opioids to the general public Nonetheless more than half of practitioners agree that treating a patient's current condition is a higher priority than potential opioid use That is, practitioners see the problem but don't always focus on it in the moment of prescribing Level of practitioners' agreement with the statement "when treating a patient with opioids, I need to prioritize the patient's current condition over potential opioid addiction" 25% 33% 11% 31% Completely Somewhat Mostly Not at all

15 AGREEMENT EXISTS ON RESOURCES FOR VETERANS MOST WANTED IN THE COMMUNITY 15 There s also general agreement on resources specifically for veterans and their families or caregivers that veterans and Americans in general would like to see added to their communities Educational resources on pain management specifically targeted to veterans 45% 53% Respite support for military caregivers 32% 35% Access to peer-to-peer support (trained veterans supporting veterans in need) 24% 27% Veterans and Americans in general

16 LOOKING AHEAD 16 Treating veterans suffering from opioid addiction is seen as particularly complex. Since a third of practitioners don't feel confident in treating them and want experienced support, finding ways to share the knowledge of practitioners with experience treating veterans and increasing training and hiring of those practitioners are important next steps. It s clear that chronic pain plays a crucial role in opioid addiction in general and especially for veterans; finding alternative ways to manage pain including helping practitioners understand alternatives would also be valuable. The finding that veterans see such education for themselves as crucial reinforces its importance. Though only 23% of the general public describe people with opioid addiction as often veterans, 80% say society owes veterans and their families more to ensure they have the resources they need after active duty. This recognition of a debt may indicate public support for additional spending on resources for all veterans, including those suffering from opioid addiction.
