2 OBJECTIVES THE HISTORY BEHIND BREAKING THE CYCLE INC DRUG CRISIS IN AMERICA THE MARRIAGE OF DRUGS AND MASS INCARCERATION SUGGESTIONS ON HOW TO EFFECTIVLY ADDRESS AMERICA S DRUG PROBLEM AND TO REDUCE INCARCERATION RATES OF NON-VIOLENT DRUG USERS

3 Michael Jones Breaking the Cycle was created in 2008 in Cleveland, OH Throughout the years, Breaking the Cycle has hosted several job readiness classes, career fairs, and built relationships such as Job Corps, Cuyahoga County Court of Common Pleas, and Cleveland Veterans of America Organization. Breaking The Cycle Inc. helps R.E.P.A.I.R. (Restoring Ethnic Pride Among Inner-City Residents) our broken communities, and seeks to serve and support people in our underserved and impoverished areas, giving them real H.O.P.E. (Having Only Positive Expectations), through Breaking The Cycle s 4 E s (Education, Empowerment, Encouragement and Employment)

6 DRUG CRISIS IN AMERICA According to the American Society of Addiction Medicine Drug overdose is the leading cause of accidental death in the US, with 52,404 lethal drug overdoses in Opioid addiction is driving this epidemic, with 20,101 overdose deaths related to prescription pain relievers, and 12,990 overdose deaths related to heroin in (ASAM, 2016) On May 18, 2017, The Cleveland Plain Dealer reported that Cuyahoga County is in pace to record approximately 775 heroin and fentanyl overdose deaths in 2017, medical examiner's office statistics show.

8 DRUG CRISIS IN AMERICA Drugs has destroyed individuals, families, and communities. The usage of drugs has also spiked incarceration rates from the 1970s- through the present time. People are either dying everyday from drug overdose or they are being sent away to serve long jail or prison sentences Traditionally drugs crisis has been incorrectly viewed as a criminal justice issue and not has a public health issue.

10 THE MARRIAGE OF DRUGS AND MASS INCARERATION Drug abuse has not been treated as a mental illness or a health crisis, but rather a criminal justice issue. As a result, millions of people have been sent to prison to serve years behind bars. There has been numerous literature that speaks about the correlation between race, drugs, and mass incarceration. Literature includes criminal justice policies such as: Mandatory Sentencing Guidelines with respect to Crack v. Cocaine in the 1990s and The War on Drugs started by the Regan Administration. These criminal justice policies were ineffective, sent millions of men in particular which lead to a cycle of continued drug use and recivism.

13 THE MARRIAGE OF DRUGS AND MASS INCARERATION What is driving long rates of incarceration with respect to drugs? According to the Bureau of Justice Statistics [i]n 2002 about a quarter of convicted property and drug offenders in local jails had committed their crimes to get money for drugs compared to the 5% of violent and public order offenders. (Bureau of Justice Statistics, 2004) What is significant about this fact, America historically has failed to effectively end the marriage of drug usage and mass incarceration.

15 How to Address Drug Use and Mass Incarceration There are five things that has to be taken into consideration in addressing America s drug crisis as well as the crisis of mass incarceration. Holistic Rehabilitation Family Support Maintaining and supporting drug courts Reviewing Mandatory Sentencing guidelines (Obama v. Trump Administrations) Need to address why people use drugs in the first place. When drugs usage are addressed the rate of incarceration will be reduced.
