3 Alcohol consumption in Scotland 1 in 4 people drink at hazardous or harmful levels (more than 14 units per week) Enough alcohol is sold for every adult to drink 1.5 times the low-risk drinking guidelines

4 The price we pay in Scotland Almost 100 alcohol-specific hospital admissions each day in Scotland Alcohol-specific death rate is 54% higher than E&W 10 people die every day in Scotland due to alcohol 42% of violent crimes, and 21% of violent and property crimes are alcohol-related 1 in 2 Scots are negatively affected by someone else s drinking 51,000 children live with a parent who has an alcohol problem Alcohol harm costs Scotland at least 3.6 billion every year ( 900 for every adult)

11 Why Minimum Unit Pricing (MUP)? Scotland s alcohol problem getting much worse International evidence that price affects consumption (Wagenaar et al 2009, Rabinovich et al 2009) General assumption that taxation is best means to increase price BUT: Scotland does not control tax Looking for alternatives MUP is very simple The Ideal: MUP + Tax

12 Minimum unit pricing establishes a floor price for a unit of alcohol Applies to alcohol, not to products How MUP works? Applies to all premises and alcohol sold using occasional licences (does not affect wholesaler to trade transactions) Primary legislation is very simple: Alcohol must not be sold at a price below its minimum price Minimum price for a product = Price per unit x Strength of alcohol x Volume (litres) E.g. Standard Bottle of Vodka is 37.5 abv: 0.50 x 37.5/100 x 0.7L x 100 = Actual price is set in secondary legislation - price is set at 50p per unit (this week)

14 The aims of MUP Aims to reduce consumption and specifically targets alcohol which is cheap relative to strength MUP affects the whole population but the effect is greater for those who drink the most - cheap alcohol is mostly consumed by hazardous drinkers

15 Year 1: Benefits of 50p MUP 58 fewer deaths 1,299 fewer hospital admissions Year 20: Reduction in consumption of 3.5% 121 fewer deaths (-7.4%) 2,042 fewer hospital admissions 2012 estimates: Healthcare savings of 114 million over ten years 3,500 fewer crimes
