3 Cnsultatin Prcess Wh is cnducting the cnsultatin Pwer and Water hlds the netwrk peratr and system cntrller licences fr the NT. The fllwing peple have a rle in the cnsultatin prcess n behalf f the rganisatin: Ms Djuna Pllard, as Netwrk Operatr. Mr Malclm Cnway, as System Cntrller. Ms Jdi Triggs, as Market Operatr. The Market Operatr is cnducting the cnsultatin prcess n behalf f the Netwrk Operatr and the System Cntrller. Pwer t cnsult The pwer t cnsult n the Netwrk Technical Cde ( NTC ) is derived frm the Electricity Refrm Act, clause 66A(5). The pwer t cnsult n the System Cntrl Technical Cde ( SCTC ) is als derived frm the Electricity Refrm Act, clause 38(1), and the Electricity Refrm (Administratin) Regulatins, clause 5A(3). The System Cntrller is publishing the amended SCTC and Secure System Guidelines ( SSG ) in accrdance with bligatins cntained in clause f the SCTC. Dcuments under cnsultatin The fllwing dcuments are under cnsultatin: 1. The Netwrk Technical Cde. The revised NTC will have significant implicatins fr System Participants, Netwrk Users and Pwer and Water, as its mdificatins reflect upgraded technical cnnectin requirements. 2. The System Cntrl Technical Cde. The revised SCTC will have minimal implicatins fr System Participants, Netwrk Users wh nt System Participants (un-licenced Netwrk Users), and Pwer and Water. This is because its amendments reflect either requirements currently impsed by the NTC r are unrelated editrials which have been included t imprve readability f the dcument. In ttal there are apprximately 20 clauses and 15 Glssary definitins impacted by this revisin (excluding multiple instances f a cmmn term). 3. Secure System Guidelines. The revised SSG has n impact fr System Participants, Netwrk Users and Pwer and Water. This is because it merely invlves adding the term technical envelpe t the definitins, and changing that term, as used in the bdy f the dcument, t italic frmat. Invitatin t make a submissin Cnsistent with the requirement t cnsult: the Netwrk Operatr seeks t invlve all relevant parties in the revisin prcess, including all System Participants, Users and ther interested peple. Cnsequently, submissins are invited frm all parties wh have an interest in the dcument. the System Cntrller seeks t invlve all relevant peple in the amendment prcess, including System Participants, Netwrk Users wh are nt System Participants, and ther interested peple. Cnsequently, submissins are invited frm all parties wh have an interest in the dcument. 5 Summary f NTC amendment prcess The NT Gvernment is undertaking a suite f refrms t prmte renewable energy in the NT electricity supply industry, and t accmmdate the grwing number f prpnents wh have expressed interest in cnnecting t the NT pwer systems. The NT Gvernment recgnised that an alignment f regulatry arrangements with thse perating in the Natinal Electricity Market, where pssible, will reduce the barriers t entry fr investrs. The transitin path t a cmmercial market will ccur as the market develps, bringing further changes t the NTC and SCTC thse changes have been excluded frm the dcuments under review in this rund f cnsultatin. One f the shrt-term actins is t mdify the netwrk cnnectin prcess t accmmdate the characteristics f large-scale renewable technlgies and increasing penetratin f renewable energy while maintaining pwer system security and reliability. This actin was specified in 4(c) f the NT Gvernment s Renewable Energy and Electricity Market Refrm Implementatin Plan Pwer and Water was assigned this actin. Amng the key principles f the NT Gvernment s Radmap t Renewables is a requirement t maintain energy security, reliability and stability during the transitin t renewable energy. In supprting these principles, the Netwrk Operatr and System Cntrller, tgether, have applied a d n harm apprach in setting the perfrmance requirements fr new generatrs. In simple terms, new generatrs that enter the NT market that displace existing generatrs will need t prvide sme f the perfrmance attributes f generatrs displaced. This apprach is similar t that taken by the Australian Energy Market Cmmissin (AEMC) in its suite f recent rule changes that supprt the increasing penetratin f renewable energy. Hence, the prpsed apprach is t adpt new generatr perfrmance standards that are largely based n the Natinal Electricity Rules (NER) Chapter 5 Schedule 5.2 except where adptin may impse unnecessary r unjustified csts that may be brne by cnsumers. In the case f the latter, adaptatin f the NER equivalent standard was applied t suit NT circumstances in particular the scale f the pwer system cmpared t the NEM. This apprach f mdifying the prvisins f Schedule 5.2 where the csts f adptin may utweigh the benefits and t reflect Territry circumstances is intended t ensure cnsistency with the Territry s apprach t applying the NER t ensure it prvides a fit-fr-purpse regulatry framewrk fr the Territry. Cnsequently, Pwer and Water, as the Netwrk Operatr, is revising the NTC: 1. t incrprate the Generatr Perfrmance Standards as specified in Actin 4(c) f the NT Gvernment s Renewable Energy and Electricity Market Refrm Implementatin Plan The Generatr Perfrmance Standards are largely based n the NER Schedule 5.2 Cnditins fr Cnnectin f Generatrs (als referred t as Generatr Cnnectin Requirements). 2. by remving duplicatin and simplify regulatins acrss the tw cdes (NTC & SCTC); 3. t ensure alignment f the Netwrk Technical Cde with the NER requirements that will be prgressively adpted; and 4. in readiness fr further changes t the electricity market in the Nrthern Territry. The changes in the NTC are cncentrated arund clauses 3.3 Requirements fr cnnectin f generatrs, 4.0 Pwer System Security, and 9.0 Operatin f Generatrs cnnected t the Netwrk. The changes impact n Users in the Darwin-Katherine, Tennant Creek and Alice Springs pwer systems. This Cnsultatin Paper utlines the material changes that have been made t the NTC. The current NT electricity netwrk cnnectin prcess is fund in the Pwer and Water dcument Netwrk Technical Cde and Netwrk Planning Criteria, versin 3.1 dated December The Gvernment s Implementatin Plan actin has prgressed by Pwer and Water t the pint where the generatr perfrmance standards can nw be incrprated in a revised NTC. Fr the shrt term the Gvernment prpses t use the existing regulatry framewrk, primarily the NTC as the legal instrument t accmmdate cnnectins that recgnise the cntributins and cnstraints f renewable technlgies abve a capacity (as specified in Sectin 19 f the SSG) which must be registered with 5

6 the System Cntrller. Cnsequently, the Netwrk Operatr prpses t: update the verall generatr perfrmance standards in Sectin 3.3 f the NTC t thse used in the NEM, where pssible; and remve verlap and duplicatin between the NTC and System Cntrl dcuments. It is nted that the material n Netwrk Planning Criteria has nt been changed, ther than ne minr editrial in clause The NTC will cntinue t be used as the regulatry instrument t manage netwrk cnnectins t the regulated pwer systems until it is superseded by Chapter 5 f the Nrthern Territry Natinal Electricity Rules. In this revisin, sme elements f the NTC will be transferred t the SCTC and/r the SSG, requiring cnsultatin n thse dcuments t allw the mdified elements t be frmally adpted in their new hme. Accrdingly, the amended SCTC and SSG will be circulated as part f the NTC cnsultatin package. Summary f SCTC amendment prcess The System Cntrller is amending the SCTC: 1. t assist in remving duplicatin and incnsistency during the NTC revisin, including prviding clarity arund the bligatins n Users wh cnnect t the electricity netwrk but are nt required t be licenced t perate at that cnnectin pint by the Utilities Cmmissin; 2. making editrial changes t the Plant Numbering, Nmenclature and Drawings clause (clause 6.14) t align mre clearly with the Glssary definitin f nmenclature; and 3. making a few minr editrial changes t imprve reading clarity. N change has been made t the current arrangements fr the Interim Nrthern Territry Electricity Market (I- NTEM) in the Darwin-Katherine pwer system. N change is prpsed t the current arrangements fr the Tennant Creek and Alice Springs pwer systems. This Cnsultatin Paper utlines the changes that have been made t the SCTC and the SSG. The changes made t the SCTC are detailed in Appendix D. Because they have arisen as a result f the revisin f the NTC, the changes need t be viewed in the cntext f that dcument. Nte 1: The Secure System Guidelines have been mdified (t a minr extent) alngside the SCTC as part f the NTC revisin. Whilst it has been included in the cnsultatin package at this time fr cmpleteness and transparency. The changes are explained belw in Appendix D. Further changes (which will trigger a frmal cnsultatin prcess) will be made t the SSG nce the changes t the SCTC are apprved. Nte 2: a further tw revisins f the SCTC are expected t be cnducted during One is t cater fr changes t the I-NTEM t transitin the market twards the NTEM. The secnd is t address editrials that the System Cntrller cnsiders need attentin but wuld distract frm cnsultatins that were driven by the NTC and NTEM updates. The sequence f these tw additinal cnsultatins will be subject t timing cnsideratins. Nte 3: the SCTC will cntinue t be used as the regulatry instrument t implement the electricity market arrangements at least in the shrt term. Hwever, n market arrangements have been altered in the SCTC t supprt the NTC cnsultatin prcess. 6

7 Cnsultatin questins Netwrk Technical Cde In frming respnses t the prpsed NTC amendments stakehlders are invited t view them against the infrmatin that has been transferred t the SCTC, as well as the existing SCTC prvisins. Stakehlders are particularly invited t cmment n whether: the prpsed changes t the NTC (that are largely based n the Natinal Electricity Rules (NER) Chapter 5 Schedule 5.2), are apprpriate fr the Territry and where they are different t the NER, whether this is apprpriate and why; the prpsed changes t the NTC are likely t prvide the least cst t Territry end use custmers while meeting the bjectives f the NT Radmap t Renewables f increasing the level f renewable energy while maintaining energy security, reliability and stability; the prvisins that have been transferred frm the NTC t the SCTC have been adequately stated in the SCTC; the prvisins in the NTC that have been deleted (that is, nt relcated in the SCTC, r earmarked fr lcatin in anther System Cntrl dcument), are n lnger required; any duplicatin between the NTC and the SCTC remains; any incnsistency between the NTC and the SCTC is evident; any gaps have arisen in the transfer f infrmatin t the SCTC, r in its deletin; and the prpsed NTC prvisins can be expressed in a mre user-friendly manner. System Cntrl Technical Cde In frming respnses t these prpsed SCTC amendments stakehlders are invited t view them in the cntext f the NTC revisin. Stakehlders are particularly invited t cmment n whether: any duplicatin between the NTC and the SCTC remains; the prvisins transferred frm the NTC have been adequately stated in the SCTC if they are still relevant; any gaps have arisen in the transfer (r lack f transfer) f infrmatin t the SCTC; and the prpsed SCTC prvisins can be expressed in a mre user-friendly manner. In particular, the fllwing questin is aimed t guide the respnses fr this cnsultatin prcess: 1. Issue: The NTC makes extensive use f the term User. This term desn t integrate easily within the current versin f the SCTC. An apprach has been taken by rewrking clause f the SCTC t retain the use f the term System Participant as the key entity t which the System Cntrller has a direct relatinship with (as per the Act and the Regulatins). Nting that the Netwrk Operatr is a System Participant, and that party als has a cntract (access agreement) with Users, and in particular un-licenced users, the Netwrk Operatr can act as an interface between the System Cntrller and this classificatin f User. Refer als t the nte in clause 3.3.1(s). Questins: (a) d the changes in SCTC clause and the nte in clause 3.3.1(s) adequately reflect the current range f requirements (fr example, where it is stated that the System Cntrller can direct a User) laid ut in the NTC? 10 Appendix B Abut this Cnsultatin Paper The Pwer and Water Crpratin ( Pwer and Water ) is cnducting cnsultatin n its dcument titled Netwrk Technical Cde and Netwrk Planning Criteria (als knwn as the Netwrk Technical Cde, and fr this paper the NTC ) and the System Cntrl Technical Cde ( SCTC ) as utlined in this Cnsultatin Paper and detailed in Appendix C (fr the NTC) and Appendix D (fr the SCTC). The fcus f the cnsultatin is n changes t the NTC versin 3.1 dated December The Netwrk Operatr is respnsible fr his dcument. The NTC cntains tw parts, a netwrk technical cde and a netwrk planning criteria. Material changes have nly been made t the netwrk technical cde cntent. In making the changes, sme minr technical matters impacted n the SCTC versin 5 dated May The System Cntrller is respnsible fr this dcument. The SCTC is supprted by the Secure System Guidelines (SSG). The cnsultatin package cntains the NTC, the SCTC and the SSG. It cnsists f tw cnstructins, the netwrk technical cde and the netwrk planning criteria. In this Cnsultatin Paper, the term Netwrk Technical Cde ( NTC ) refers t bth cnstructins. Part B netwrk technical cde f the NTC cntains the requirements fr access t Pwer and Water s electricity netwrk. Abut the Netwrk Planning Criteria Part C netwrk planning criteria f the NTC specifies the criteria t be used fr assessing plant and equipment perfrmance and respnse t pwer system events. The netwrk criteria cvers matters such as plant and netwrk perfrmance t supprt frequency events, vltage events, stability events, system reserve, reliability f supply and quality f supply. Abut the System Cntrller Pwer and Water is licenced by the Utilities Cmmissin t perfrm the functins f the System Cntrller. The System Cntrller s functins are established under sectin 38 f the Electricity Refrm Act. The System Cntrller is respnsible fr the SCTC and the SSG. The System Cntrller s rle is t mnitr and cntrl peratin f regulated pwer systems in the Nrthern Territry t achieve safety, security, reliability and efficiency f pwer system peratins fr the assciated cmmunities. Abut the System Cntrl Technical Cde The System Cntrl Technical Cde ( SCTC ) is prepared in accrdance with sectin 38(1) f the Electricity Refrm Act and clause 15 f the System Cntrl Licence. The SCTC is a dcument that sets ut perating prtcls, arrangements fr security and dispatch, arrangements fr discnnectin, and any ther matters relating t mnitring, peratin and cntrl f regulated pwer systems, which the System Cntrller 10

11 cnsiders apprpriate fr the reliable, safe, secure and efficient peratin f the pwer systems. Abut the Secure System Guidelines Established under clause 3.5 f the SCTC, the Secure System Guidelines set ut the principles and details fr determining whether the pwer system is in a secure state. The dcument is sectinalised, including a sectin devted t verarching pwer system parameters, and participant-specific sectins fr ptentially cmmercial-in-cnfidence r ring-fenced infrmatin. The participant-specific sectins are develped n an as-needs basis. The System Cntrller may amend, vary r replace the Secure System Guidelines at any time, and shall cnsult with participants when ding s. Abut the Utilities Cmmissin The Utilities Cmmissin has advised it intends t cnduct parallel cnsultatin n these changes and may refer t this dcument. Clause a cmmn requirement fr all generatr technlgies fr reactive pwer capability. Clause a new requirement fr generatrs t nt adversely affect system strength and be respnsible fr any remedial csts if there is an adverse impact. Clause references t nn-scheduled and semi-scheduled generatrs have been remved as the intentin is fr all new generatrs cnnecting under clause 3.3 t be classified as scheduled. This is explained further in the SCTC amendments. This means that transferring an NTC prvisin int the SCTC has t take int accunt the fact that the System Cntrller s pwers can t be applied t an un-licenced Netwrk User in the same way as they can be applied t a licenced Netwrk User. Rather, fr an un-licenced Netwrk User t have a wrking relatinship with the System Cntrller, a System Participant has t act as intermediary. The slutin arising frm a clser study f the NTC is t have the Netwrk Operatr, wh is a System Participant, take n the rle f intermediary between the System Cntrller and the un-licenced Netwrk User. In this way, the System Cntrller can direct the Netwrk Operatr t engage with the un-licenced 20

21 Netwrk User in a way that facilitates an effective relatinship between the tw entities. This will allw the System Cntrller t have a wrking relatinship with the un-licenced Netwrk User and cnsequently fulfil its respnsibilities in regard t pwer system security. This rle fr the Netwrk Operatr is clarified in the amendments t clause Respnsibilities f the Netwrk Operatr, and in clause 3.3.1(s) Respnsibilities f the Pwer System Cntrller. The changes t these clauses in the SCTC d nt change the verall impact n the Netwrk Operatr and the un-licenced Netwrk Users because these requirements are currently prescribed in the NTC. It is nted that the right f the Netwrk Operatr t facilitate an effective relatinship between the System Cntrller and un-licenced Netwrk Users must be stated in the NTC. The access agreement between thse parties becmes the mechanism t frmalise that relatinship it must cntain the necessary cnsent frm bth parties t perfrm their required rles. Hence, the NTC must retain sufficient prvisins ging frward t specify adequate cntent that must be included in access agreements between these parties. Three NTC induced changes f interest Three ther NTC induced changes f interest ccur in SCTC clauses and The clause change is t include generatin capability frecasts in additin t prductin frecasts, and t clarify the type f infrmatin t be prvided t the Pwer System Cntrller. The change is t adpt the perating prtcl as the mechanism fr recrding planned actins in the event f prtectin r cntrl system abnrmalities. This represents a tidy-up f NTC clause int the SCTC when taken in cnjunctin with clause (f). The 6.14 change is a verbatim relcatin f the prvisins f NTC clause 4.9 int the SCTC, with a tidy-up f the Glssary definitin f nmenclature standards. The verall impact n System Participants and Netwrk Users hasn t changed as a result f these changes. Semi-scheduled generating units This term has been remved frm the SCTC because its classificatin is nt supprted in the NT. The System Cntrller requires all generating units at r abve a certain utput capability t be classified as a scheduled generating units. This is because all generating units that cntribute t the dispatch stack fr the Darwin-Katherine pwer system (merit rder fr Alice Springs and Tennant Creek pwer systems) must prvide daily (r mre frequent fr sme technlgies) prductin frecasts t the System Cntrller and cntribute t the cntrl f frequency and vltage. The Pwer System Cntrller will nt undertake daily plant prductin frecasting. The changes appear in Sectin 3 f the SCTC. The detailed clauses are prvided Table 1. Plant utages due t perfrmance issues An amendment has been made t SCTC t: (a) (b) intrduce a new utage classificatin t deal with perfrmance issues; and prescribe that either the System Participant r the System Cntrller have a rle in identifying utage types and infrming the ther party f that bservatin. These amendments have been intrduced t restrict a generating unit wh is nt able t perfrm in accrdance with the parameters in the NTC r STC at a particular instance in time, t be left ut f the scheduling prcess, r if in service, t be taken ut f service until the perfrmance issue is fixed. The definitin f utage has been mdified, and a new term perfrmance issue utage has been added. The term perfrmance issue utages has been defined as Pwer System Cntrller r System Participant required utages t address perfrmance issues such as frecasting errrs, insufficient ancillary service cntributins, auxiliary equipment perfrmance, and any ther perfrmance issues that might impact n the secure peratin f the pwer system. 21

Plant utages and frced utages Clause Types f utages has been amended, firstly t minimise any dubt that the need fr a plant utage can be identified by either the System Participant r the Pwer System Cntrller. In additin, a new type f utage, the perfrmance issue utage has been added t cater fr matters that may impse a limitatin n managing pwer system security. A new Glssary term perfrmance issue utages has been added, and the definitin f utage has been amended t refer t perfrmance issue utages. This amendment has flwed int clause 6.6 Frced Outages, with a change in the title and in the pening paragraph. Prtectin and cntrl system abnrmalities A new clause has been added t pick up when these abnrmalities ccur n Netwrk User prtectin r cntrl system equipment. The prvisin is a relcatin f NTC clause f the same title, with suitable editrial changes t reflect the cntext and rely n the perating prtcl mechanism in cnjunctin with the Netwrk Operatr clause 3.3.3(f).
