2 PUBLIC HEALTH DEPARTMENT The City of Pasadena Public Health Department exists to ensure and promote a healthy community with people and to work with others to assure opportunities for optimal health for present and future generations. The Healthy Snack and Beverage Vending and Procurement Policy outlines nutritional standards for snack foods and beverages purchased using City of Pasadena funds. This procurement manual provides lists of snacks and beverages that are available at Smart & Final and Costco that meet the standards set forth. 2

3 FOOD AND BEVERAGE POLICY STANDARDS On October 3, 2011, Pasadena s City Council unanimously adopted the Healthy Snack and Beverage Vending and Procurement Policy. This victory will boost our efforts towards making the city a force in the fight against obesity. We are introducing this new policy that will not only provide healthier nutritional content for the residents using vending machines, but also empower city staff to be role models of good nutrition. The nutrition standards adopted for this policy are as follows: 100% of beverages sold in vending machines on City property shall meet specified nutrition standards 100% of snacks sold in vending machines on City property shall meet specified nutrition standards 100% of beverages and snacks served at all meetings/programs/events led or coordinated by City staff or programs using City funds, shall meet specified nutrition standards 3

4 STANDARDS FOR SNACK FOODS All snack items must comply with the following: Total Fat: 35% or less of calories from fat Saturated Fat: 10% or less of calories from saturated fat Trans Fat: No trans fats or no partially hydrogenated oil listed in the ingredient list Sugar: 35% or less sugar by weight Calories: 250 calorie maximum per single serving food item Sodium: 360 mg or less of sodium per package/serving and include at least one item that meets the snack criteria and also meets the FDA definition of low sodium less than 140 mg per serving or portion Exempt snack items include: Fruits and vegetables; excludes processed foods with added sweeteners or fat Nuts and seeds (including: plant based fats, i.e. peanut butter, almond butter) Plant based spreads (i.e. hummus, pesto dip, etc.) Low-fat or reduced fat cheeses 4

5 STANDARDS FOR BEVERAGES All beverages must comply with the following: Fruit and/or vegetable based drinks that are % real juice and contain no added caloric or non-caloric sweeteners Drinking water with no added caloric or non-caloric sweeteners 1% low-fat or nonfat unflavored milk products Dairy alternative (soy) products that contain no more than 35% sugar by weight or contain no more than 3 teaspoons of sugar for one cup Fresh coffee and tea, and any unsweetened iced tea Excluded beverages include: Regular and diet sodas Regular and diet sports drinks Energy drinks and vitamin waters Sweetened iced teas, lemonades, and punches Sweetened flavored milks 5

18 COST SAVING TIPS 1. Instead of serving juice, serve water flavored with fruit slices. 2. Serve Pasadena high quality tap water at meetings pitchers with ice water and cups. 3. Purchase non-perishable snacks in bulk such as nuts, crackers and granola. 4. Use smaller plates to encourage smaller portions. 5. Reduce variety. Instead of several snack options, choose one or two. 6. Purchase generic brands when possible. 7. Purchase seasonal fruits on sale and buy whole fruit instead of prepared fruit trays. 8. Use coupons when possible. 9. Be flexible with your planning. Purchase items on sale or that cost less. 10. Avoid individually packaged items when possible. These cost more than those packaged in bulk. Bulk packaged items can be served in small containers to provide portion control. 11. Many stores offer a discount on groceries as an incentive to bring your own reusable bag. Some stores offer as much as $0.10 off per bag you bring that adds up!
