2 2:00 3:30 PM Welcome and Opening Plenary Akimel Ballroom Welcome Address by Governor Stephen Roe Lewis As governor of the Gila River Indian Community, Stephen Roe Lewis has prioritized two critical areas for his administration: To expand services for Community Veterans by proposing the Community s first Veteran s and Family Services Department and by committing more resources to protect the Community s children by advocating for the protection of the Indian Child Welfare Act both at home and nationally. Governor Lewis is introduced by Donna E. Levin, National Director for the Network for Public Health Law. Public Health Law: Looking Forward, Looking Back A conference tradition, this dynamic plenary session examines the major issues since our 2016 conference, explores current critical topics, and prepares us for what s coming. These three leaders in the public health law field will discuss the ongoing roll-backs of the Affordable Care Act, current and future environmental challenges, the ongoing opioid epidemic, court decisions impacting preemption, commercial speech, reproductive health and tobacco control, and legal issues posed by advances in data technology. Dean and Robert A Knox Professor, Boston University School of Public Health What We Need to Talk About When We Talk About Health The United States spends more on health care than any other country in the world because so much of our focus is on doctors and medicine, and what to do after we get sick. What if, instead, we focused on the factors that determine our ability to live healthy lives: the social, economic and environmental conditions around us? Dr. Sandro Galea is leading the charge to examine these conditions and the policies that shape them, as well as how these policies can work to create inequities in health. Inequality in many forms can be caused by discriminatory laws and policies, which sadly often increase the burden on those with the least amount of options or resources. This panel of leaders will discuss their approaches to health justice, examining issues such as access to quality health care, segregated communities, the role of government and the private sector, and the need for effective legal and policy interventions. They will also share their perspectives on the ways public health will need to evolve to address the structural underpinnings that create barriers to good health for so many Americans.
