2 Sectin 1: Frequently Asked Questins What is Care PAC? Care PAC is the plitical actin cmmittee fr the Nebraska Health Care Assciatin. Under the Nebraska Plitical Accuntability and Disclsure Act (NRS ,141), Care PAC is a separate segregated plitical fund spnsred by NHCA fr the purpse f accepting cntributins and making expenditures in supprt f r in ppsitin t the electin f state-level candidates. Why is Care PAC s imprtant? Legislatin and gvernment regulatin will always present challenges t ur prfessin. Pressures n reimbursement and licensure frce ur industry t make changes in the way we perate every day. The gd news is that we can take an active rle in trying t shape ur destiny in the plicy develpment arena. Getting the right plicy makers int ffice and helping t keep them there is essential. Ding this requires participatin in the demcratic electin prcess. Care PAC enables us t use ur cllective vice in pling resurces and advcacy effrts t facilitate a strnger presence fr lng-term care prviders in State Gvernment. Wh can cntribute t Care PAC? Care PAC may accept cntributins frm NHCA members. This includes: emplyees f any member facility r rganizatin (nn-prprietary and gvernmentally-wned facilities cannt cntribute t Care PAC but the emplyees f thse types f facilities may) prprietary facilities Business Assciate Members and their emplyees NHCA itself may nt cntribute t the PAC; hwever, it may pay certain administrative expenses f the PAC. Individuals and rganizatins that are nt members f NHCA cannt cntribute t Care PAC. Are there restrictins n cntributins t the PAC? All cntributins must be vluntary cntributins. Care PAC may accept the fllwing types f cntributins: Cash (currency) checks credit cards payrll deductin

3 A cntributin f mre than $50 in the frm f currency cannt be accepted. Likewise, annymus cntributins cannt be accepted. Hwever, cntributins f $50 r less received either as the result f a fundraising event (such as a dinner r auctin) r frm the sale f plitical merchandise are nt cnsidered annymus cntributins. Are there limitatins n spending PAC mney? Care PAC may disburse funds t state-level candidates, nly. Cntributins are directed by the PAC Cmmittee. The PAC itself is permitted by law t pay its wn administrative expenses. Hwever, Care PAC funds may nt be used t pay emplyees r fr lbbying effrts. Generally speaking, there is n limit n hw much a PAC may cntribute t a candidate. What are the reprting requirements f Care PAC? Peridic campaign statements are required t be filed by the NHCA staff with the Nebraska Accuntability and Disclsure Cmmissin. Cnversely, cntributrs t Care PAC are nt required t file any infrmatin r frms with the Nebraska Accuntability and Disclsure Cmmissin. Sectin 2: Hw t cntribute t Care PAC If yu, as an individual, are an emplyee f a NNFA/NALA member facility, yu can make a persnal cntributin t Care PAC. Persnal checks can be made payable t Care PAC and mailed t the NHCA ffice and cntributins using yur credit card can be made nline at the NHCA website. Anther ptin is t set up a recurring credit card payment. Please cntact the Vice President f Finance at NHCA t arrange this type f cntributin. There are currently five levels f giving. They are: President s Circle ($1,000 and abve) Capitl Club ($500 - $999) Advcate Club ($200-$499) Leadership Club ($50-$199) Cntributr Club ($1 - $49) Chse the level f giving that is right fr yu. There are smetimes exclusive receptins and/r events fr members f the tp tiers. We hpe that yu can jin us! If yur prprietary facility wuld like t make a cntributin, it can certainly d s. One f the best ways t participate is by giving at least ne dllar per licensed bed in the facility. It s quick, easy and effective. Many facilities cntribute in this way and, in fact, sme cntribute even mre than ne dllar per bed ($2 per bed, $5 per bed, etc.). This can be dne by sending a crprate check t the NHCA ffice r thrugh a crprate credit card n the NHCA website.

4 Care PAC cannt receive cntributins frm gvernmental and nn-prprietary facilities. Hwever, the emplyees f these types f facilities may make a persnal cntributin t Care PAC and even band tgether t rganize a fundraiser r similar activity (see belw fr a few ideas). Sectin 3: Fundraising Activities fr Facilities The strength f Care PAC depends upn participatin f NNFA and NALA members and their emplyees. Grwing the PAC in terms f bth dllars raised and the number f cntributrs is extremely imprtant fr the lng-term viability f ur assciatin. Think abut hw large ur plitical actin fund culd be if every administratr and emplyee f every member facility cntributed! We need t cntinue t spread the wrd abut Care PAC and encurage peple t get invlved. There are several ways a facility can encurage its emplyees t participate in Care PAC. The fllwing are examples that are fairly easy t rganize: NHCA staff will gladly visit yur facility t give a shrt presentatin n advcacy and the imprtance f participating in PAC. All that is needed is a date and time and we ll be there! Jeans Day: Pick a day n which emplyees may wear jeans if they cntribute a certain amunt ($5 r sme ther amunt). Ftball Tss: Charge an entry fee, which serves as each participant s cntributin. Each participant tries t thrw a ftball thrugh a hle n a pster bard. The cntestant wh makes the mst shts wins a prize. Putt-putt cmpetitin: This can be dne like the ftball tss described abve. The glfer wh sinks the mst putts wins. Dnut Day: An administratr brings in dnuts, and instead f an entry fee, an emplyee cntributes a set amunt Get creative! The sky is the limit! VERY IMPORTANT: Regardless f hw yu raise funds fr Care PAC, yu must always keep a list f the names f the participants and hw much each persn cntributed. The list must accmpany the cntributin when sent t NHCA. Using gambling and games f chance as a way t raise funds fr a plitical actin cmmittee is strictly prhibited by law.

5 All prizes fr any activity such as the nes described abve are cnsidered in-kind cntributins t Care PAC. The price paid fr the prize (r dnuts, in the case f Dnut Day) shuld be treated just like a regular cntributin.
