SDG 2: Target 3.7: Indicators Definitions, Metadata, Trends, Differentials, and Challenges UNFPA, Technical Division The Sustainable Development Goals and its Adaptation at the Regional and Country Level Capacity Development Workshop on SDG Indicators Geneva, November 2-4, 2016

SDG3: Target 3.7: Indicator Target 3.7: By 2030, ensure universal access to SRH care services, including for family planning, information and education, and integration of reproductive health into national strategies and programmes. Indicator 3.7.1: Proportion of women of reproductive age (15-49 Years) who have their need for family planning satisfied with modern methods Indicator 3.7.2: Adolescent Birth Rate (10-14 and 15-19) per 1,000 women in each age group (10-14 and 15-19).

SDG3: Target 3.7: Indicator mpds = mcpr CPR+UNR expressed as percentage, where: mpds is the proportion of demand satisfied by modern methods CPR is the contraceptive prevalence rate (modern and traditional) mcpr is the contraceptive prevalence rate due to modern methods UNR is the unmet need for contraception rate CPR is the percentage of women who are currently using, or whose sexual partner is currently using, at least one method of contraception, regardless of the method used. UNR is defined as the percentage of women of reproductive age, either married or in a union, who want to stop or delay childbearing but are not using any method of contraception.

SDG3: Target 3.7: Indicator Modern vs Traditional Methods: For analytical purposes, contraceptive methods are often classified as either modern or traditional. Modern methods of contraception include female and male sterilization, the intra-uterine device (IUD), the implant, injectables, oral contraceptive pills, male and female condoms, vaginal barrier methods (including the diaphragm, cervical cap and spermicidal foam, jelly, cream and sponge), lactational amenorrhea method (LAM), emergency contraception and other modern methods not reported separately (e.g., the contraceptive patch or vaginal ring). Traditional methods of contraception include rhythm (e.g., fertility awareness-based methods, periodic abstinence), withdrawal and other traditional methods not reported separately.

SDG3: Target 3.7: Indicator Rationale and Interpretation: mpds and the coverage of family planning programmes and services. mpds, prevention of pregnancy and couples decision rights on the number and spacing of their children. mpds contribution to maternal and child health Levels of mpds: mpds 75 are generally considered as high, mpds 50 are generally considered as very low. Disaggregation: Age, geographic location, marital status, socioeconomic status and other categories, depending on the data source and number of observations.

SDG3: Target 3.7: Indicator Sources of data and data Collection This indicator is calculated from nationally-representative household survey data: DHS, MICS, RHS, FFS, CPS, PMA and WFS. Sources can be found: United Nations, Department of Economic and Social Affairs, Population Division (2016). World Contraceptive Use 2016 (POP/DB/CP/Rev2016).

SDG3: Target 3.7: Indicator Source of differences between global and national figures Generally, there is no discrepancy between data presented and data published in survey reports. However, some published national data have been adjusted by the Population Division to improve comparability. Estimates and projections A Bayesian hierarchical model is used to generate global, regional and country estimates and projections of mpds. Aggregate estimates and projections are weighted averages of the model-based country estimates, using the number of married or inunion women aged for the reference year in each country. Regional averages are provided only if data are available on contraceptive prevalence for at least 50 per cent of the women of reproductive age who are married or in union in the region.
