2 PROFESSIONAL EXPERIENCE 05/ World Bank, Washington, D.C., USA Senior Economist, South Asia Human Development (SASHD): Leading the policy dialogue towards a new series of Education Sector Development Support Credits (ESDSC) in conjunction with a broader Development Policy Credit (DPC) in Bangladesh. The focus on the new round of development credits will be to improve the accountability of service providers, greater linkage between public financing and performance, and strengthening national assessment systems. Task Team Leader (TTL) of a Conditional Cash Transfer project in Bangladesh. Lead the design and supervision of a means-tested project (SEQAEP Secondary Education Quality and Access Enhancement Project) to improve educational access to the poor with inclusion of parallel performanceindexed fiscal incentives to teachers/schools. In that endeavor, I lead the establishment of a comprehensive Proxy-Means-Testing (PMT) system for the first time in Bangladesh to objectively identify poor households, and designed the system to accommodate linking a wide array of social assistance support based on poverty rankings. Leading various Impact Evaluation (IE), such as: o Community School Support Project (CSSP) in Nepal. The CSSP represents the most ambitious effort ever undertaken by any country to devolve management of schools to communities. Given that community participation in the program in endogenous, this complex evaluation involves the introduction of a exogenous source of variation to causally identify the impact of the project o Impact of the Female Scholarship component of the Punjab, Pakistan Education Sector Development Credit. Lead the technically challenging effort to disentangle effects from broader programmatic reforms to causal identification of the gender-targeted intervention o As part of leading a broader Public Expenditure Review (PER), I am also leading the IE of a randomized hybrid demand and supply side intervention in Bangladesh (ROSC Reaching Out of School Children) o Poverty Alleviation Fund (PAF) in Nepal (Cross-support to SAR ESSD). Collaborating with other researchers in a longitudinal study of the causal impact of the Social Fund grants on benefit incidence, short and medium term consumption/income, labor supply and human capital investment spillovers o Led the coordination with several Ministries in Bangladesh to randomize phasing in of the Proxy- Means-Testing system, implement a detailed baseline household and facility based survey before any project intervention, and plan various follow-up panel surveys, to enable rigorous evaluation of the impact of the new poverty targeting system to inform policymakers of potential targeting modifications over time o IE Coordinator for SASHD - In that capacity I advise other colleagues in helping to integrate IE into roject/program design, and on econometric aspects of IE analysis. Leading various AAA/ESWs, such as: o Madrasa Education Study in Bangladesh. This is the most comprehensive study on madrasas done by the Bank in any region. The study represents a long term research agenda to establish the incidence of madrasa education, interlinkage with poverty, quality of learning, post-schooling labor market outcomes, civic and political participation. o Gender Inequality in Learning Outcomes and Labor Market Implication in South Asia. While many parts of South Asia has made tremendous progress in increasing gender parity in access to schooling, emerging evidence indicates a divergence in learning outcomes biased negatively towards females. 3 this gender gap in learning, and linkages with occupational choice and labor market returns.
