4 Female Genital Mutilatin (FGM) Schls Resurce Pack Intrductin Imprtance f Schls There are 24,000 girls under the age f 15 wh are at f risk f the mst severe frm f Female Genital Mutilatin (FGM) in the UK. FGM is a practice that can drastically affect a girl s health and well-being. Therefre FGM is, nt nly a grwing cncern in the UK, but is als illegal and classed as a frm f child abuse. As such is it essential that girls are nt nly prtected frm the practice but als that girls wh have undergne the practice are supprted. Schls play a vital rle in this. Pupils wh fear they may be at risk f FGM ften cme t the attentin f r seek supprt frm a teacher r ther educatinal prfessinals (befre they seek help frm the plice r scial services). Therefre schls and educatinal prfessinals are ideally situated t nt nly raise awareness f the practice but als t safeguard and supprt girls. In additin, as FGM is predminantly happening t minrs (under the age f 16), schls and clleges are ideally placed t identify girls wh are bth at risk r have undergne the practice. Althugh FGM is surrunded by much cultural sensitivity it is essential that the tab is brken and that spaces are created that allw fr safe and pen discussins. It is imprtant that all yung peple increase their awareness abut this human rights issue. Additinally it is essential that girls and yung peple (particularly thse frm cmmunities where FGM ccurs) are able t discuss the issue, knw hw t access supprt and learn hw they can keep themselves and their peers safe. Educatinal establishments shuld aim t create an pen envirnment where pupils feel cmfrtable t discuss the prblems that they are facing an envirnment where FGM can be discussed penly and supprt and cunselling are prvided rutinely. Pupils need t knw that they will be listened t and their cncerns are taken seriusly Multi-Agency Guidelines n Female Genital Mutilatin Purpse f FGM Lessn Plan This FGM Lessn Plan has been develped t raise awareness f the practice f Female Genital Mutilatin (FGM) within a schl setting. The FGM lessn has been designed t help infrm and facilitate the explratin f attitudes arund FGM. The lessn has been develped in an easily adaptable frmat and can be used fr a variety f years within secndary schls; hwever we suggest it is taught in Year 8 when pupils/pupils may already have a basic knwledge f the external female genitalia. It is imprtant fr yung men as well as yung wmen t take part in the lessns; hwever this must be dne sensitively. A space fr girls and yung wmen t discuss the issue further shuld be created and clearly signpsted. We als strngly recmmend that this is taught t the whle class and nt just t pupils that the schl r teacher identifies as a target grup r cming frm an FGM affected cmmunity. This reduces the risk f stigmatizatin f specific cmmunities. The lessn is als adaptable t be used in varius frmats hwever it is recmmended that it is incrprated within PSHE lessns. The Multi-Agency Guidelines n Female Genital Mutilatin highlight areas where FGM lessns and infrmatin can be intrduced int the curriculum including: Persnal, Scial and Health Educatin (PSHE) in England and Persnal and Scial Educatin (PSE) in Wales particularly in Sex and the Law fr Key Stages 3, 4 and 5, and ensuring 4

6 Female Genital Mutilatin (FGM) Schls Resurce Pack FGM Infrmatin fr Teachers What is Female Genital Mutilatin (FGM)? FGM is a practice that invlves partial r ttal remval r injury f the girl r a wman s external genitals FGM is smetimes called Female Genital Cutting (FGC) r female circumcisins r excisin. Hwever many cmmunities als use lcal terms t refer t the practice e.g. Tahr Sunna Gudiniin Halalays Bnd There are different types f FGM, based n the extent f the cut made. This includes Type 1, Type 2, Type 3 r Type 4. The type practiced differs frm cmmunity t cmmunity and can depend n a cmmunity s traditin and reasn fr the practice. Health Cmplicatins f FGM Pssible health cmplicatins f FGM include: Lss f Bld Pain r shck Difficulties in passing urine Difficulties with menstruatin Increased risk f recurrent urinary tract infectins Cmplicatins in pregnancy r childbirth Psychlgical difficulties It is imprtant t nte that nt all girls wh have undergne FGM experience health prblems and sme may nt be aware f these prblems r may nt relate them t FGM. Wh is at risk? FGM can take place when a girl is still a baby, during childhd, adlescence f at the time f marriage. FGM is practiced in at least 28 cuntries in Africa, parts f the Middle East and Suth East Asia. It is estimated that 24,000 girls in the UK are at risk f the mst severe frm f FGM. Why is FGM practiced? Many reasns have been given fr the practice f FGM, including: Prtecting traditin and religin Prmting cultural identity Imprve hygiene and cleanliness Increasing fertility Imprving a girls marriage Rite f Passage int wmanhd prspects There is ften mre than ne reasn given by cmmunities fr FGM. The majrity f these reasns are based n myths and misinfrmatin. As FGM is a scial nrm and cmmunities believe there are perceived benefits, there is a lt f pressure n individuals t cntinue the practice FGM. FGM and the Law FGM is illegal in the UK and is cnsidered a frm f child abuse. It is illegal t help, supprt r arrange fr FGM t be perfrmed n a girl in the UK. It is als illegal t take a girl utside f the UK t have FGM carried ut. 7 Female Genital Mutilatin (FGM) Schls Resurce Pack Guidelines and Preparatin Creating a Safe and Open Envirnment As FGM is a sensitive and emtive subject it is essential that a safe and enabling envirnment is created. This will ensure that pupils are able t learn, explre and discuss sensitive issues and learn where t access further help and supprt. Schls shuld have a whle schls apprach t dealing with FGM. This apprach shuld include: A cmprehensive safeguarding prcedure that includes FGM Training (as part f safeguarding r child prtectin) fr staff t identify signs that a girl may be at risk f r have already undergne FGM Ensuring that the designated member f staff with respnsibility fr safeguarding children is well versed in the issues arund FGM Identified rganisatins r establishments t prvide supprt (physical and emtinal) fr girls wh may have undergne the practice. Circulatin and displaying f materials abut FGM, including supprt services that girls can access Befre teaching abut FGM, it is essential that ther staff; particularly frm tutrs, heads f year, pastral care staff, educatin welfare fficer, schl cunsellr, schl nurse are aware that FGM will be discussed with pupils. It is als imprtant t have supprt frm senir staff. This will help t ensure that the schl is prepared t respnd t any cncerns that arise, including child prtectin cncerns. Teachers shuld be aware that sme f the pupils may be directly r indirectly affected by the cntent f the FGM lessn. Teachers shuld always be mindful that there may be girls and yung wmen wh have undergne FGM in their class. As such the tpic shuld be dealt with sensitively and n assumptins shuld be made. It is als essential that signpsting fr supprt services is included in all FGM lessns and discussins. When teaching sensitive tpics there are tw factrs t cnsider: 1. Distancing: using methds (e.g. DVDs, characters, scenaris) t illustrate the issues being explred, withut expecting yung peple t talk abut their persnal issues penly in the classrm. Techniques t teach sensitive issues safely include: Questin Bx: allws pupil t ask questins annymusly. There are a lt f difficult questins arund FGM fr sme examples and answers f difficult questins please refer t FGM Frequently Asked Questins Language: agree language yu will use t describe issues as they cme up in lessns. Challenge prejudice and discriminatin as well as mdelling alternatives. As FGM is a sensitive subject avid wrds that indicate judgement; e.g. nrmal when referring t genitalia instead use natural ; stating that FGM is wrng instead use harmful r illegal. Images: challenge steretypes by ensuring that images used reflect the diversity f the UK and avid reinfrcing steretypes. Avid framing FGM as an East African, Muslim r Smali issue. The range f cmmunities frm different cuntries, culture and religins shuld be explained. When specifying cuntries r cmmunities during the lessn it is imprtant t reflect and questin if this wuld lead t steretyping. It is als beneficial t frame FGM as a human rights vilatin, a frm f vilence against wmen and 7

Signpsting: signpst yung peple t where they can get help and supprt in the schl, cmmunity and wider. It is essential that teachers have an awareness f lcal supprt services (that are accessible t yung peple) n FGM which can address the yung peple s varius needs. Teaching and Learning Activities: use active learning techniques t enable discussin t take place in a structured way. Techniques include: scenari cards, questins and discussins, vide clips, rle play, cnsequences, cntinuum, wrd strms. 2. Learning Agreement r Grund Rules: need t be used t cntrl respectful discussin and challenge prejudices. If yu want t ask abut r share a persnal stry r experience d s in third persn smene I knw, a friend, smething I heard abut Cnfidentiality: what is said in the rm stays in the rm and is nt fr discussin utside f the lessn. Hwever it is imprtant t explain that cnfidentiality will be brken if smene disclses smething that culd be harmful t them r anther yung persn. That infrmatin wuld have t be passed n in rder t ensure they are safe. What t d in the event f a disclsure If yu have cncerns that a girl is at risk f FGM (either in the UK r abrad) r if a girl has made a disclsure cncerning herself, a family member r a friend yu must reprt this immediately. FGM is against the law, is harmful t girls and is a frm f child abuse and must be dealt with like any ther frm f child abuse. If yu are wrried abut smene wh is at risk f FGM r has had FGM, yu must share this infrmatin with scial care r the plice. It is their respnsibility t investigate and safeguard and prtect any girls r wmen invlved. Explain that issue will be discussed sensitively. Explain that different peple may knw FGM by different names including female circumcisin, cutting, sunna r ther lcal terms e.g. tahr, gudinni r bnd. Infrm the pupils that there might be peple in the class wh are affected by the lessn either directly r indirectly; they might have persnal experience f FGM, knw smene wh has experiences f FGM r are wrried abut smene else. Let the pupils knw that the schl can prvide smene t speak t r supprt them and that everyne will receive mre infrmatin including a supprt resurce. Explain t the class why it is imprtant fr them t knw abut FGM as it is a tab issue which means that girls d nt knw where t get help. It is imprtant fr yung peple t knw s that they can get help fr themselves f friends and als t keep their friends safe. As this is a sensitive subject it is imprtant that the class understand and stick t the learning agreements r grund rules. Discuss and agree n the learning agreement r grund rules r alternatively if there is already a learning agreement r grund rules that the pupils are aware f they shuld be recapped. Divide the class int grups and hand each grup an FGM statement frm Resurce C: FGM Statements Questins. All the statements shuld be handed ut and distributed evenly amng the grups. Ask the pupils t wrk in grups t read the statements and decide if the statement is true r false. Give each grup 2 3 minutes t cmplete (time can be adjusted depending n hw many statements each grup gets). State that the grups will be explaining t the class their answer. Ask each grup t read ut the statement they were given, tell the class if they thught it was true r false and explain t the class why they thught it was True r False. FGM Type 2: is when the clitris and inner lips (labia minra) are cut r remved 3. FGM Type 3: is when the clitris, inner lips (labia minra) and uter lips (labia majra) are cut and sewn r sealed tgether, leaving nly a very small pening. 4. FGM Type 4: is all ther harmful practices which culd include pricking, piercing, cutting, scraping and burning female genitalia. Activity 4: Think Again Timing: 15 min Resurces: Think Again DVD Explain that the class is ging t watch a shrt film made by yung peple in the UK. The film is abut a yung girl in this cuntry wh knws that her family want t take her back t her cuntry f rigin t be circumcised (underg FGM). Explain that sme peple refer t FGM as female circumcisin; which is what they might see n the character cards.
