3 1. Gender situation in Lao PDR Lao PDR has a total population of 6.2 million. Several studies have shown that women have played a greater role in food security and health care of the family. Poverty is mostly found in rural areas and ethnic groups, especially among women. They always work harder and work longer than men..

4 Women and education Generally, although education of women has improved, the literacy rate of women is still lower than that of men. Only 69 percent of young women are literate while the literacy rate of young men is 77 percent. The Gender Parity Index (GPI) in Lao PDR has improved in all three levels of education. The GPI for primary education has increased from 0.79 to 0.99 in The GPI for secondary education has also increased from 0.66 to around 1.00 in recent years. The GPI for tertiary education 0.49, the tertiary GPI was 0.77 by 2013.

5 Women and Health In the past decade, the health of women is generally improved. The mortality rate of mothers decreased from 656 people per 100,000 births in 1995 to 530 in 2000, and to 357 people in Infant mortality rate also decreased from 104 per 1000 infants in 1995 to 82 in 2000 and to 68 in 2012.

6 Women and Decision-making Woman has taken post as the member of Polite Bureau 1, of 11 members. President of the national Assembly is women. Members of the parliament are 33 females out of 132 members equal to 25 %. Other female leaders include female ministers accounting for %; deputy female ministers 10.65%; 3 Assistant Ministers; Director General positions 16,24 %; Deputy Director 19,66%; Ambassadors 1,53 %; Heads of the division 65,85%; Deputy head of the division 38,46%; Deputy provincial Governor 8%; District governor 6 %; Deputy district governor 5,2 %; Village head 2,6 %; Deputy Village head 8,5 %. Out of 142,343 Government officials,

7 2. National Gender Policy Since 1955 the party and the Government of the Lao PDR have always steady policies to increase women s participation in the decision-making. This is clearly demonstrated in each periodic policy of the Government especially in the revised Constitution Over the past years, innovation of gender equality undertaken by the Lao Government has been brought to increase harmonious environment for women s development such critical areas as gender mainstreaming in to the National Growth Strategy for Reduction Strategy (NGEPS), the 7 th national socio-economic development plan, which it has focused on to increase the number of women in the leadership position at all level 15 %, 1) Women obtain the politic cost training at least 20 % of all members, 2) Women access to information thought Lao Women s Union media 50 %, 3) Life expectancy of women be 75 years in 2015, male 66 4) Obtain education for all 99 %, 5) Infant maternal mortality rate remain 45 people per 1.000, 6) Maternal mortality rate remain 260 per , 7) Poverty reduction 19 % of population the whole country and a household s poverty remain on 10 % in 2015.

Gender measures have been taken in Lao PDR. 3.1 Lao Constitution: In Articles 35 and 37 Constitution of Lao PDR is the highest law was approved 1999 and revised in 2003 states that Lao citizens of both sexes shall enjoy equal rights in political, economic, cultural, social and family affairs and other Laws that women and men have the equal right in all spheres.

9 Cont. 3.2 Law on Women s Development and Protection: Article 1 stipulates: The Law on Development and Protection of Women is formulated to support and uphold women s status; to outline the basic contents; measures of development and protection of the legitimate interests of women; the responsibilities of State, society and families for women with a view to enhancing knowledge and capability; character; equality between men and women; to eradicate all forms of discriminations against women; to prevent and combat trafficking in women and children and domestic violence; to create conditions for women to strongly and fully participate in the national defense and development.

Article 3 on Polities Towards Women provides that: the State has policies for the advancement of women and the protection of the legitimate rights and interests of women by creating every condition to ensure that women have good health, knowledge, capabilities, revolutionary ethic, employment and equal rights with men, without any discrimination based on political, economic, social, cultural and family status.

11 Cont. 3.3 National Laws, Policies Gender equality has been included in all Policy of Party, the Constitution and various laws namely : penal law, criminal law, family law, labour law, and other related laws, the Protection of Women Law in 2004, the 2005 amendment of the Penal Law criminalizing discrimination against women in article 177, the revised labor law in 2006, and a revision of the Family Law in In 2014 the Ministry of Justice is preparing the draft of Law on the Violence Against women which it will be passed to the National Assembly in early 2015.

Gender machineries and Institutional frameworks in Laos PDR 4.1 Lao Women s Union (LWU): LWU which is mandated to represent women of all ethnic groups, to protect women s rights and interests and is guided by three goods slogan complains: being a good citizen, being good in development, and having a good cultural family. By reaching out to women from the national to the provincial, district and village levels the LWU serves as a bridge between the Party, the Government, and Lao women from urban and rural areas. Through its extensive networks, the LWU has been able to bring women s voice into public administrations.

The LWU has key 6 programs namely 1) To educate politic ideology and upgrade legal knowledge for women, 2) Strengthening women s union origination, 3) Women s and children s rights and interest protection and gender equality promotion, 4) Promotion vocational training, labor skills developmental and small business to women for poverty reduction, 5) Protection and promotion of the traditions of nation and Lao women and 6) Foreign relations and cooperation and 32 projects which focusing on income generations, credit/saving schemes, women empowerment and leadership for gender equality, education, nutrition, reproductive health, most of which are supported by development partners and government

14 Cont. 4.2 National Commission for the Advancement of Women (LaoNCAW): The Lao NCAW is the Government focal point on gender mainstreaming and equity. It was established in 2003, its directs line to the PMO suggests the potential to be an important gender advocate in government. Lao NCAW has approved 4 programs on the gender mainstreaming and advancement of women in namely : 1 ) Development of information system sex disaggregate statistic, advocacy and dissemination, awareness raising, movements to promote gender and women empowerment to participate in all fields. 2) institutional and personnel strengthening for those promoting women advancement, 3) Ensure ring gender equality and women empowerment to participate in all fields and 4) Fulfillment of obligation of Lao PDR under the CEDAW Convention and other international convention pertaining to women and in 2014 the plan of action to respond to violence against women was approved by the government.

15 Cont. 4.3 National Assembly (NA) The Women Parliament s Caucus was enhanced to strengthen the capacity female in parliamentarians in studying and decision making to protect benefits and rights of women and children. The government of Laos is improving the national machineries. The Lao National Commission on the Advancement of Women (Lao NCAW) and Women Parliament s Caucus have proposed budget line for the advancement of women in the government s budget. Currently LWU and Lao NCAW have made a great enforce to mainstream gender respective in all areas of work with a view to focus on milestone strategy visions from and

Constrains 1) There remains limited understanding of gender issues or capacity to review proposed budgets and legislation from a gender perspective in some sectors. 2) IEC materials and personnel and institutional capacity building support remain limited. 3) In practice women s legal rights remain weakly and unevenly enforced. 4) Limit the gender action plan for gender mainstreaming in all spheres, some people understand that it tasks of Lao NCAW and Lao Women Union only.

18 6. Conclusion Women are key drivers both for both poverty reduction and economic development. Investment in girls education and health has important inter generational impacts on human development outcomes; it also helps ensure that more women can become skilled officials, workers and successful entrepreneurs. Lao PDR is at a critical juncture to harness the power of its social and economic growth to improve its human development outcomes and ensure all that segments of society can benefit from its resource endowment. However, in order to achieve these goals, it will be necessary to place gender equality and women s empowerment in each strategies and national development plans plus monitoring and evaluation on gender and sex disaggregate statistics.
