3 The situation of HiAP in Iceland HiAP was first mentioned in a public policy in 2008 Lack of systematic way of taking Health and wellbeing into consideration in policy making Health in all policies mentioned in the introduction of the Icelandic Health policy Health 2020 Health and wellbeing perspective has been included in several policies Health promoting communities

5 The Trondheim declaration: Equity in health and well-being - a political choice The Trondheim declaration has already been used to support emphasis in public health regarding the development of the Health policy: Iceland Health 2020 and in forming the public health policy in Iceland

13 What can governments do? 1. Measure what matters 2. Create a wellbeing economy 3. Reclaim our time 4. Create an education system that promotes flourishing 5. Refocus the health system to promote complete health 6. Invest in the very early years and parenting 7. Discourage materialism and promote authentic advertising 8. Strengthen civil society, social wellbeing and active citizenship
14 Report of the UN High-Level Meeting on Well-being and Happiness: Defining a new economic paradigm, 2 April 2012 Constructive and positive education is perhaps the most important facilitator of the mindsets necessary to support an economic paradigm based on happiness and well-being. Teach mindfulness widely to counteract the psychic hunger that causes materialism as the primary spirituality of our time.
15 Good examples from Iceland Linking wellbeing with public health policy outcomes Ministerial Committee on Public Health Health promoting local communities wellbeing for all National Curriculum Guide with emphasis on health and wellbeing
16 Linking wellbeing with public policy outcomes In 2007 public health authorities in Iceland decided to include public mental wellbeing measures in a national survey on Health and Wellbeing. A single item measure on happiness together with the short version of the Warwick-Edinburgh Mental Well-being scale (WEMWBS) was used since that is one of the most reliable measures of public mental health available. This decision had an impact on both health policies and policies for the whole society. Wellbeing measure has been used as an indicator in the development of Health 2020 policy for Iceland as well as in a broader governmental policy for the economy and community, named Iceland 20/20, led by the Prime Minister.
17 Ministerial Committee on Public Health Established by the government in March Prime Minister (chair), Minister of Health, Minister of Education and Culture Minister of Social Affairs and Housing. Other ministers participate as needed. Public Health Policy and Action Plan accepted in October 2016.
18 Challenges At first, other ministers asked why do I need to be involved in this, this should be the task of the minister of Health Health has its own sector its own minister and its own ministry
19 Public health policy Public health policy and action plan that support health promoting community With special emphasis on children and adolescents up to 18 years old
20 Future vision and main goal That Icelanders are aware of their own responsibility of their health and that schools workplaces and institutions become health promoting That Icelanders will be one of the healthies nation in 2030
21 Sub goals All municipalities become health promoting communities All schools become health promoting schools Pre schools, primary and secondary All workplaces become health promoting workplaces
22 Sub goals Effective prevention strategies in the educational system that cover nutrition, physical activity, mental health promotion, dental health, injury and violence prevention and alcohol, drug and tobacco prevention Reduce the prevalence of Non communicable diseases (NCDs)

25 A Health Promoting Community is encouraged to Take into account Health and wellbeing in all policies. Create healthy environments to facilitate healthier choices, e.g. through the health promoting school projects. Map and promote health equity (reduce health inequalities) within the community.
