2 KRSO Working Plan 2017 Population Department 1. The 2017 survey for Labor Market Needs to Technical and Vocational Education and Training in economic sectors except governmental sectors This survey is a part of a bigger project being called Labor Market Assessment and Sector Skills Analysis for the Further Development of TVET in Iraq and Kurdistan Region that is conducted by UNESCO in cooperation with ministries of education, higher education, labor and social affair to assess the vocational education in Iraq and Kurdistan region. Deadline: the end of March Two rounds of the labor force survey in 2017 (June and November) The preparatory stage for funding and the way of doing the first round of this survey that is going to be done in June 2017 has been discussed with Statistical directorate in governorates and now it is looking for the ministry of finance approval to provide the required budget. Deadline: August New estimation for population in Kurdistan Region The estimation includes the followings: population, life table, life expectancy, Fertility (fecundity), and some other indicators. Deadline: the end of June Conducting a demographics survey in Kurdistan Region The survey will be carried out in cooperation with The United Nations Population Fund (UNFPA). Deadline: the last quarter of Preparing a comprehensive report on all labor force surveys that have been done The aim is to make a comparison between the results and to identify the reasons behind changes in the figures of labor force indicators. Deadline: the end of Doing a demographic survey for IDPs in Kurdistan region The survey will be done by IOM. Deadline: the second half of To computerize the data of censuses 1957, 1977, and 1987 in Iraq. These data are available on paper and they are being entered in computer to be easily used. Deadline: the end of 2017.
3 Education, Health 1. Food Security Outcome Monitoring (FSOM) for IDPs In cooperation with WFP, KRSO carried out the food security survey for IDPs inside and outside the camps at the beginning of The first round of the survey was done in March 2017 and the second round was carried out between April and May Comprehensive Joint vulnerability Assessment Survey for Syrian refugees in Kurdistan region This survey will be done for Syrian refugees inside and outside the camps. Deadline: July 2017 (after Ramadhan). 3. MICS6 survey This survey is a joint work between CSO, ministry of health in Iraqi federal government and Kurdistan region in cooperation with UNICEF. Deadline: the end of The Swift household socio -economic survey This survey will be done in cooperation with CSO and coordinating with World Bank. Deadline: July 2017 Analysis Department 1. Poverty targeting survey Doing reform in social safety net in ministry of social affair and labor, Kurdistan region government, and other governmental and international organizations like ministry of planning and World Bank agreed on gathering information on households that are covered by social safety net to reveal their economic situation through a regression model (Proxy mean test) to identify the poor households. To get the aim, a pilot survey would be done in a poor district in Kurdistan region. Then Dashti Hawler district has been selected for the purpose. According to the designed plan, KRSO has developed an android system database to collect information directly from the field to the own cloud sever. It needs to open a 2 day training course on 26 and 27/3/2017 for numerators from ministry of social affair and center supervisors from KRSO to directly do field work on April 3rd Then, the collected information will be sent to experts from World Bank after being cleaned in order to run the mean proxy test model to get the score for each household. Agriculture Department 1. Winter cultivated area survey This survey is seasonal survey starts in February and March during 45 field working days. The work teams directly visit the villages all over Kurdistan region to collect information on cultivated area and all related indicators in figure form. 2. Area-yield-production-expenditure survey for Winter Planted Crop Based on the data achieved from winter cultivated area survey for July and August, the estimation will be done through Area-yield-production-expenditure survey for Winter Planted Crop in a 30 day field work. The survey is in sample form. A rectangle area with length of 20 meters and width of 2 meters in a village will be selected as sample. The selected area will be
4 marked with iron pillars and tied together by a rope. Then the surrounded area will be harvested and the crop will be gathered in a tent to separate grain from straw. Then the grain will be weighted and then it will be generalized and estimated for one donm of land. This estimation will be a base to calculate the yield and the production size for the smallest administration unit of the boarders to be surveyed. 3. Sumer crop cultivated area survey 2017 This is a seasonal survey and starts at the beginning of September of every year. The information is gathered during a 30 day field work in a sample form. The aim is to calculate information on summer crops like tomatoes, eggplant, squash, okra etc. as well as the information on yield, production, and cost for one donm of land. Trade and Transportation Department 1. Tourism companies survey in Kurdistan region 2017 This is annual survey carried out by KRSO in coordination with CSO. Every year, the information from the last year is gathered. The aim of the survey is to gather information on the number and activities of the tourism enterprises and other related indicators. The frame of the survey covers all tourism enterprises across Kurdistan region. 2. Tourism survey in Kurdistan region 2017 This is an annual and complete survey during which the information is gathered on the number of hotels, motels, tourism complex, number of visitors, night stay, income, costs, asset, laborer, and other related indicators. Industry Department 1. Industrial enterprises -big and medium- survey in Kurdistan region The Preparatory work is under going to fund the survey for further stages, frame updating and then field work. This survey is financially supported by government. When exactly Construction Department 1. Construction cost survey and the wages of workers in the private sector 2. Seasonal Building license survey in private sector for construction, demoliation, and renovating.

6 Program of KRSO in 2016 For more than two consecutive years, Kurdistan Region Governorate is struggling with a difficult situation as a consequence of: 1. Budget cut of Kurdistan by federal government of Iraq 2. Presence more than one million and half refugees and displaced people inside Kurdistan region 3. Involving in an unwilling fight with ISIS These factors made Kurdistan Region to face economic crisis and not having adequate budget to spend on projects, among them statistical projects. The crises made KRSO to seek another source of funding. KRSO asked international Organization for financial support in conducting urgent surveys in Kurdistan Region. These kinds of surveys are required in providing important indicators to evaluate the economic and social situation of the Region. The following surveys are scheduled in 2016 program of KRSO. 1. SWIFT survey: SWIFT survey is a special survey produced by the World Bank. In order to evaluate Kurdistan Region situation in all aspects, KRSO made an agreement with World Bank to implement SWIFT survey at the level of Governorates. The survey would be a continuous survey and would be done in the form of a small sample. The purpose of doing SWIFT survey is to update the data on poverty. 2. Renewing Listing of Displaced people (CRDP): there is an agreement between KRSO and IOM for a joint continuous project to renew the data on displaced people that was carried out by KRSO in The preparatory work is under going to jointly carry out the project in KRG governorates. 3. Labor force survey 2016: the Word Bank financially supports KRSO to conduct labor force survey in Two additional projects with UNFPA: KRSO has prepared an annual work plan draft to conduct two projects with UNFPA. Now UNFPA is working on the draft and is due to inform KRSO about their final decision.

Comprehensive Food Security and Vulnerability Assessment Survey (CFSVA): The third round of CFSVA was carried out in Kurdistan Region by KRSO in coordination with Central Statistics Organization (CSO), nutrition department in ministry of health in Kurdistan region and Iraq with financial support by World Food Organization. The aim is to evaluate the food security condition, malnutrition between children and identify the vulnerable people. The preparation work started in early March 2016 and the field work in undergoing by the end of May Making Profile for displaced, refugees, and Erbil residents: in cooperation with UNHCR Organization, the statistics directorate of Erbil conducted a project to profile IDPs, refugees, and hosting community in order to study the characteristics of these groups in term of demography, and other issues. The same project is to be done with cooperation of the mentioned organization in the rest governorates of Kurdistan Region afterwards. 7. The last project: the last project is the project of World Bank to inform about economic and social situation of IDPs and refugees and their effects on host community. The survey will use the same frame that has been prepared by KRSO for IDPs in This projec is similar to the one mentioned in 6 th point but more extensive with different questions.
