2 UNICEF Philippines/2014/Jeoffrey Maitem UNICEF IN 2014 The past year marked two significant milestones in UNICEF s history: the celebration of the 25th anniversary of the Convention on the Rights of the Child and the first year of the organization s new Strategic Plan. It was a year notable for its many successes in advancing the rights of children, including those hardest to reach and most in need, but also for the many challenges that the organization faced, including multiple humanitarian crises. In 2014, our public and private donors and partners generously continued to support UNICEF in undertaking our work on behalf of the world s children. UNICEF derives its entire revenue from the voluntary contributions of governments and private donors, including corporations and foundations, both large and small, and individuals. It is both inspiring and humbling to see the enormous outpouring of support for the organization and for the millions of children and women who are in need. Whether struggling to rebuild communities stricken by the Ebola crisis in Africa, helping children displaced by ongoing violence in South Sudan, or seeking to give all children an education in the Philippines, UNICEF is there to provide support and guidance thanks to the generous contributions of our donors. And in 2014, our donors were indeed generous once again, allowing UNICEF to advocate, mobilize, and leverage resources and partnerships on behalf of children. Overall

3 global funding rose 6.5 per cent: from $4,853 million in 2013 to $5,169 million in 2014.* Of this figure, 26 per cent was unrestricted Regular Resources (RR), the foundational resources upon which the organization s work is built; and 74 per cent was Other Resources (OR), which are funds earmarked for specific programmes and initiatives. UNICEF PHILIPPINES In 2014, UNICEF Philippines continued the response and recovery to multiple natural disasters, including Super Typhoon Haiyan, and linked these efforts to longer-term programming to ensure sustainable impacts and greater government and community capacities. In this way, UNICEF sought to address barriers and bottlenecks in delivering services for children, particularly the most vulnerable including the rural poor, conflict affected communities in Mindanao, and victims of natural disasters. 4 UNICEF Philippines/2013/Jeoffrey Maitem RESULTS FOR CHILDREN In 2014, all programmes and policies continued to reflect our commitment to putting children first. Interventions spanned strategic program areas including: Health, Nutrition, and HIV & AIDS Prevention, Water, Sanitation, and Hygiene (WASH), Child Protection, Education, Social Policy, and Emergencies, DRR & Peacebuilding. In keeping with the organization s focus on equity and on gender equality, there continued to be a strong emphasis on the most marginalized and vulnerable populations, especially girls and women. The results of all these endeavours yielded measurable and sustainable gains for children, their families, their communities, and their nations. 5 HEALTH, NUTRITION AND HIV & AIDS PREVENTION HEALTH To improve access to health facilities, UNICEF is working with Local Government Units to establish a network of health providers and facilities from the community level to the hospital level. In partnership with the government through Philhealth, we launched a country-wide Primary Health Care Health Insurance Package which supports health care for infants and children from the poorest families. The program is expected to benefit an estimated 11 million children. 561 nursing and midwifery schools and 246 primary healthcare workers were trained on infant and newborn care. Training was conducted on leadership and governance for municipal mayors, and in Haiyan affected areas on vaccine management, neonatal tetanus and diarrhoea surveillance and response. Capacity building for health information system reached 190 health workers in three cities and 40 Haiyan-affected LGUs Creating Connections is a comprehensive life skills programme for adolescents implemented across the Philippines. It enables adolescents to make informed decisions about their health and wellbeing, including marriage, pregnancy and sexuality, and conflict resolution. The programme has been adapted for Mindanao to ensure cultural acceptability and peace-building components, and disaster-prone LGUs to include DRR, preparedness and resilience. NUTRITION UNICEF supported and equipped the National Nutrition Council in responding to typhoon Haiyan. More than 6,500 peer counsellors and government service providers received relevant technical training and cluster coordination master training. Support was also provided to Community Management of Acute Malnutrition (CMAM) in the Autonomous Region of Muslim Mindanao (ARMM). UNICEF Philippines/2012 Partnerships with International Labor Organization (ILO) in nutrition security for maternity protection and Food and Agriculture Organization of the United Nations (FAO) in Food and Nutrition Security Early Warning Systems were implemented. Partnership agreements were implemented across emergency and regular programmes towards system strengthening and improved nutrition service delivery. HIV & AIDS PREVENTION With the support of UNICEF and UNAIDS, non-physician health care providers in 19 of 22 Global Plan priority countries have been trained to provide antiretroviral treatment in antenatal care settings for HIV-positive pregnant and breastfeeding women. A series of high-level policy dialogues focused on Adolescents, Health and Rights were delivered in partnership with the National Youth Commission, and other UN agencies with speakers including human rights advocate Hon. Michael Kirby and youth leaders.

6 WATER, SANITATION, AND HYGIENE (WASH) UNICEF supported the Water, Sanitation and Hygiene (WASH) service delivery for households, communities, and day care centres by working at the subnational level to strengthen demand creation, and the formalisation of WASH service delivery in local government plans, budgets, and institutional arrangements. In Mindanao, UNICEF worked to improve WASH service delivery in Tahderriyah centres by working with the Bangsamoro Development Agency (BDA). UNICEF worked to enhance environmental sustainability through programming that reduced open defecation in rural areas, and encouraged improved solid waste management, which also improves environmental sanitation. UNICEF Philippines/2013 CHILD PROTECTION UNICEF works with the government and non-state agencies to release children associated with armed forces and groups. Released children were reintegrated with their communities or received appropriate care and services. UNICEF maintained a critical partnership with the Commission on Human Rights, the Regional Human Rights Commission and other partners, towards efforts to monitor grave child rights violations in situations of conflict. UNICEF Philippines also supported the Council for the Welfare of Children to conduct a National Baseline Survey on Violence Against Children. This would help better understand all forms of UNICEF Philippines/2013/Giacomo Pirozzi violence against children, and provide data that would support an in-depth analysis of the gender-dimensions of violence against boys and girls.

7 EDUCATION UNICEF supported the Department of Education (DepED) to develop and adopt the Kinder Catch-Up Education Program and policy guidelines for nationwide implementation. Social welfare and development officers were trained on the Standard Training for Day Care Workers. 1,077 day care workers and 844 education personnel were trained on child development principles and child-centred approaches. 3,470 education personnel had Disaster Risk Reduction (DRR) and Education in Emergencies (EiE) training in Haiyanaffected areas. The Tahderiyyah Project of Islamresponsive early learning service, UNICEF Philippines/2014/Giacomo Pirozzi has expanded to address needs of about 23,756 children in 813 sites, approximately 25 per cent of private learning centers in conflict-affected communities. SOCIAL POLICY For the first time in the Philippines, cash transfers were given to assist the most vulnerable households in response to an emergency. 10,000 households have received a set of six unconditional cash transfers of US$ 100 per month to ensure access to food and other essentials. A further 5,800 households in Eastern Samar have received cash transfers linked to an existing government conditional cash transfer system. These cash grants have covered families basic needs in the most affected areas and those generally underserved by the humanitarian response. UNICEF supported the government s efforts to improve capacity and national systems to promote resilience and strengthen the response to humanitarian situations through the Safe and Friendly Cities for All programme, integrating UNICEF Philippines/2014/Kat Palasi the various safety and security frameworks of UNICEF s Child Friendly City Programme, UN Women s Safe Cities for Women and Girls, UN Habitat s Safer Cities initiatives and three Local Government Units (LGUs). A Safety and Security Scan tool was developed by the Local Government Academy and pilot tested in the cities of Mandaluyong, Pasay, and Quezon City with Haiyan-affected LGUs of Tacloban, Ormoc, and Guiuan.

8 EMERGENCIES, DRR & PEACEBUILDING In 2014, several typhoons, tropical storms and the protected eruption of Mayon Volcano resulted in casualties and displacements. The Government led the responses to these disasters with UNICEF providing support and prepositioned supplies. Significant humanitarian relief and recovery work was carried out in 2014 in relation to disasters that occurred in 2013, Super Typhoon Haiyan, conflict in Zamboanga City and the earthquake in Bohol. UNICEF Philippines/2014/Joey Reyna UNICEF played an important role in responding to the massive needs created by Super-Typhoon Haiyan. More than 1.35 million people were provided with access to safe water, 1.78 million children vaccinated against Measles, 625,000 children provided learning UNICEF Philippines/2014/Giacomo Pirozzi materials, 58,000 children provided psychosocial support and 15,800 vulnerable households received cash transfers. REGULAR RESOURCES Now, more than ever, a substantial, predictable and growing flow of Regular Resources* is essential to UNICEF s work. This is especially so as we contend with a growing list of emergencies from the effects of multiple conflicts to Ebola and the devastation wrought by unexpected natural disasters. Regular Resources support our Emergency Programme Fund, which enables us to act immediately during the crucial first moments of a crisis and to prevent or at least limit the impact of humanitarian emergencies. Regular Resources help us fill important funding gaps, providing UNICEF the flexibility to reach the children in greatest need in communities that are out of the public UNICEF Philippines/2014/Giacomo Pirozzi spotlight, and deliver critical services to the most disadvantaged children and families. We know how much these resources mean to the children left behind in the march for progress. But the ongoing work that UNICEF does in health, education is very important.
