Dscription of th Plan (Swdish sid) Gnral This plan of th Bothnian Sa (s 1. ap) consists of gnral guidlins that giv ovrall guidanc on th us and managmnt for th planning ara, rcommndations for crtain aras and spcific rgulations for som dfind aras. Th diffrnt dsignatd aras ar ach on dscribd blow. Th Bothnian Sa Planning ara Th Bothnian Sa shall b usd and its rsourcs managd in a sustainabl way for th purposs its various aras ar most suitd for and priority should b givn to such uss that rsult in a long-trm ovrall sustainabl us and managmnt. Finngrundn Wst Bank and East Bank [1(wp) & 2(wp)] Shallow aras of high natur and cological valu. Both banks ar atura 2000 aras mostly du to th spcial alga flora. East bank is also HELCO BSPA-ara. Th banks also hav xcptionally good conditions for wind powr production and ar rgardd as aras of national intrst for nrgy production by th Swdish Enrgy Authority. An application to construct and us a wind farms with 90 windmills on th Wst Bank and 210 on th East Bank was submittd in 2009 to th Swdish govrnmnt. Th banks could also b intrsting for sand and gravl xtraction but that activity would probably b harmful to th atura 2000 valus. Th atura 2000 valus should b protctd and it should b attaind that commrcial maritim traffic and fishry harmful to th valus avoid th aras. Rgulation Th high natur and cological valus according to th atura 2000 dsignation should b prsrvd and nw activitis that could affct ths valus nd a prmit according to th Environmntal Cod Chaptr 7. For th part of th Wst Bank situatd within th Trritorial Sa, th Environmntal Cod Chaptr 3 is applicabl. Until th stablishmnt of wind powr in th aras has bn finally dcidd, prmission may not b givn to nw activitis that could significantly harm th possibilitis to stablish and us wind powr in th aras. Storgrundt [WP1] Ara for wind powr production. An application for a wind farm consisting of 53 turbins and an stimatd production of 0,8 TWh has bn approvd by th Swdish govrnmnt but no construction has startd. Th bank is also of high natural valu. w activitis that could b harmful for th possibilitis to us th ara for wind powr production should not b allowd. Du to th rlativly shallownss and varid sabd conditions th ara could b xpctd to b of highr natural valu than most of th Bothnian Sa. Th conditions constituting th ara s significanc for spawning and brding of fish should b prsrvd. thods of Fishing and othr activitis that could b harmful to ths conditions should b avoidd. Th ara north of Finngrundn/Storgrundt [n1] Ara that could b xpctd to b of highr natur valu than most of th Bothnian Sa, du to th rlativly shallownss and varid sabd conditions Th natur and cological valus in th ara should b prsrvd. w activitis should not b allowd unlss thir significant nvironmntal ffcts on ths valus hav bn assssd. Existing activitis such as fishing should b prformd in a way that is not harmful to th ara s valus. Vänta litts grund [3] Th bank is of high natur valu, mainly du to th high occurrnc of blumussl (ytilus dulis) and is a atura 2000 ara. Th bank is probably important for fish spawning and fding and has a high population/frquncy of hrring (Clupa harngus). Th atura 2000 valus should b protctd it should b attaind that commrcial maritim traffic and fishry harmful to th valus avoid th aras. Rgulation Th high natur and cological valus according to th atura 2000 dsignation should b prsrvd and nw activitis that could affct ths valus nd a prmit according to th Environmntal Cod Eystrasaltbankn and th surrounding ara (n1f1) Important fishing ara. Th natur valus could b xpctd to b highr than th avrag in th Bothnian Sa, particularly on Eystrasaltbankn. It is important that a sustainabl fishing can b prformd. It is also a landscap of vry high cultural valu and bauty. An important part of its landscap valu is that th viw from th high coastal cliffs is fr from visibl constructions. Th sa ara outsid Höga kustn is th dpst in th Bothnian Sa which could mak it lss attractiv for i.. wind mills. Prmannt constructions that could b visibl from land and harm th cultural valus should b avoidd. ilitary shooting ara northast of Härnösand () This part of th ara which is in th Trritorial Watrs is of national intrst for ilitary Dfnc according to th Environmntal Cod Chaptr 4. Th part in th EEZ can b rgardd as a strong intrst for th ilitary Dfnc. Rgulation Th ara should b protctd against uss that can significantly harm th us for military purposs. Pag 5 of 5
