1 Emergency and Humanitarian Action (EHA) Unit WHO Country Office - Indonesia Floods Emergency Situation Report in Banten Province 18 January 2013 SITREP # 1: at local time (UCT+7) HIGH LIGHTS The Center for Health Crisis of Ministry of Health (CHC/MOH) reported the flood situation in Banten Province affected 5 districts, as following: 1. Lebak District - The flood happens since Monday, 7 January 2013, affected 122 sub-villages in 52 villages in 18 sub-districts; 2. Pandeglang District - The flood happen on Monday, 7 January 2013, affected 90 villages in 18 sub-districts; 3. Serang District - The flood happened on Thursday, 10 January 2013 at Western Indonesia Time (UTC+7), followed by landslide that affected 87 villages in 17 sub-districts; 4. Tangerang District - The flood happened on 10 January 2013 at Western Indonesia Time (UTC+7), affected 8 sub-districts; 5. Serang City - The flood happened on Monday, 7 January 2013, affected 5 villages in 1 sub-district. On 18 January 2013 at Western Indonesian Time (UTC+7), The CHC/MoH reported 13 persons died, 23 people were affected by serious illness, 15,168 people were treated for minor illness, people were displaced, 27,259 houses were inundated, 16 community health centers were affected, also 2 village health centers, 1 sub-village health center, and 1 pharmacy warehouse were inundated. The DHOs conducted several actions in responding the situation, including; a. Lebak DHO - evacuated the victims; - mobilized health team to the affected locations; - set up 15 health posts and optimized the community health centre in the affected areas; - provided medical services in the community health centre and health post; - identify the damages on the health facilities; - coordinated with the Banten PHO, CHC/MOH, and Directorate General of Disease Control and Environmental Health (P2PL) of MOH; - coordinated with the local water company (PDAM)to provide clean water in the IDPs site and community affected areas b. Pandeglang DHO - Set up health post in the IDPs site and at the health staffs houses that were not affected by the flood; - Provided medical services in Pagelaran Community Health Centre and Health Post c. Serang DHO - Set up 4 health posts; d. Tangerang DHO - Set up health post in 3 areas; - Provided mobile medical service using rubber boat; - Conducted RHA 1

2 CONTINUE The CHC/MOH sent 2 rubber boats, 1 motorboat, 1 dome tent and 5 packages of flood medicines; Directorate General of Disease Control and Environmental Health (P2PL) took several actions, including: - mobilized a team to the affected areas to conduct Rapid Health Assessment (RHA) in environmental health and disease sectors to anticipate the pandemic; - provide environmental logistic support in kind of: 3,000 polybags, 1,000 bottles of water purifier, 5 boxes of disinfectant, 100 kg of chlorine, 10 boxes of flies repellent, 250 bottles of Rahmat water purifier, and 1,000 masks; - coordinated with BBTKL/Environmental Health Technical Main Station, Disease Control/Port Health Office of Merak (KKP-PL), Banten PHO, and related DHOs The Banten PHO distributed Distributed aid relief in kind of disinfectant, chlorine, 5 packages of flood medicine, sanitation kit, emergency kit, 300 boxes of fortified biscuit, and emergency tent for health post in the field; The Lebak DHO evacuated the victims, mobilized medical personnel to the affected areas, set up 15 health post, optimized community health centre in the affected areas and provided medical services, identified health facilities damages, coordinated with the Banten PHO, CHC/MOH, and CDC/MOh, also with the local water company for provision of clean water supply in IDPs sites and community affected areas; The Banten PHO, Lebak DHO, Pandeglang DHO, Serang DHO, Tangerang DHO, CDC/MOH (P2PL), and CHC/MOH are monitoring the situation closely. 2

4 The cause of flood that happened in Banten since Monday, 7 January 2013 that affected 4 districts and 1 city in Banten Province, caused by the massive exploitation on the natural resources that caused damages on the catchment areas function in Ciujung Rivers and its tributaries, include The Ciliman River, Cilember River, Cidurian Rivers and the other that were overflown. This condition was getting worst due to the increasing of tidal surge and wind wave. No Location Dead Situation Analysis Causalities and Damages Table showing casualties & damage: Inpatient/ Major Injured Outpatient/ Minor Injured Missing IDPs House/Buildings Heavy damages Health Facilities Damages DKI Jakarta Province 1 Lebak District 6 1) 1,539 2) 3,852 3) 1,949 4) 4 5) 2 Pandeglang District 1 6) 4,875 7) 450 8) 19,467 9) 3 10) 3 Serang District 23 11) 8,754 12) 1,831 13) 4,532 14) 13 15) 4 Tangerang District 3 16) 4,818 17) 1,199 18) 5 Serang City 3 19) ) Total ,168 10,951 27, Source: CHC/MOH, 18 January 2013 at Western Indonesian Time (UTC+7; 1) 6 people died in Lebak District, include 5 men and 1 woman, 4 of them swapped by the flood current and the other 2 buried by the landslide ; 2) 1,539 people were affected from minor illness and treated in the health post; 3) 3,852 people (254 toddlers, 69 elders, and 47 preganant women) were displaced in Suka Makarsari Elementary School, Salahaur Mosque, Kaum Lebak, Lebak Sambal, Juang Building, and Vihara Workship ; 4) 1,949 houses were inundated or damaged; 5) 4 health facilities were inundated, including: Majasari village health center-sobagn Sub-district, Cikate village health center-cijembong Sub-district, Pasir Nangka Subvillage health center-muncang Sub-district, and Pharmacy Building; 6) a woman died caused by flood; 7) 4,875 people were affected by minor illness and treated in the health post; 8) 450 people were displaced in the mosque, office building, resort military base, and Pandeglang Junior High School; 9) 19,467 houses were damaged or inundated; 10) 3 health facilities were inundated, in Pagelaran, Sobang, and Perdana sub-districts ; 11) 23 people were severe from serious illness and treated in Cisual Community Health Center (1 person), Kragilan Community Health Center (6 people), Bandung Community Health Center (4 people), Titayasa Community Health Center (1 person), Tanara Community Health Center (7 people), Jawilan Community Health Center (3 people), Balaraja Hospital (1 person referral from Jayanti Community Health Center); 12) 8,754 people were affected by minor illness and treated in the health post ; 13) ) 1,831 people were displaced in Batukawang, Pasir Buyut, and Pematang (Dukuh 2 Elementary School, Dukuh Helath Post, and Nagrek Health Post); 14) 4,534 houses were inundated or damaged; 15) 13 health facilities were inundated, including in: Nyompok, Pada Rincang, Tanara, Jawilan, Pematang, Cikesel, Tirtayasa, Keranggilan, Panaraya, Carenang, Kobon, Bandung and Cikande; 16) 3 men died caused by the flood; 17) 4,818 people were displaced in Pasir Nangka Village, Pasir Bolang Village, and Patrasana Koper pasir Ampo. The IDPs lived in the mosque, community hall and neighbors houses; 18) 1,199 houses were damaged or inundated; 19) 3 people died, including 2 men and a woman; 20) 112 houses were damaged or inundated. 4

5 Response Local Government The DHOs conducted several actions in responding the situation, including; a. Lebak DHO - evacuated the victims; - mobilized health team to the affected locations; - set up 15 health posts and optimized the community health centre in the affected areas; - provided medical services in the community health centre and health post; - identify the damages on the health facilities; - coordinated with the Banten PHO, CHC/MOH, and Directorate General of Disease Control and Environmental Health (P2PL) of MOH; - coordinated with the local water company (PDAM)to provide clean water in the IDPs site and community affected areas b.
