1 RICHLAND SCHOOL DISTRICT ONE STUDENT NUTRITION SERVICES WELLNESS POLICY A Healthy & Nutritious School Environment UPDATE SUMMARY On February 26, 2014, USDA Food and Nutrition Service proposed regulations to create a framework and guidelines for written well ness policies established by LEAs. The Richland School District One Wellness Program has been updated to include the Provisions of the Proposed Rule. The changes include: Local School Wellness Policy Implementation Under the At a minimum, LEAs must: Establish wellness policy leadership of one or more LEA and/or school official(s) who have the authority and responsibility to ensure each school complies with the policy. Permit participation by the general public and the school community (including parents, students, representatives of the school food authority, teachers of physical education, school health professionals, the school board, and school administrators) to participate in the wellness policy process. Public Involvement No Wellness Policy leaders identified in policy. Established SNS Wellness Committee; subcommittee of Coordinated School Health Advisory Council (CSHAC). SNS Wellness Committee leadership is a shared leadership with CSHAC leadership: Imogene Clarke, SNS Director Tony Boatwright, Health & Physical Ed Consultant Marsha Taylor, RD Registered Dietitian Coordinated School Health Advisory Council (CSHAC), Health Education Advisory Council, and Student Nutrition Service (SNS) Wellness Committee all have broad representation that includes a cross-section of the community. The SNS Wellness Committee will include but is not limited to: parents of students, physicians, registered dietitian, school nurse, health teacher, school board member, PE teacher, community member, nutrition and health fitness experts. Established Public Update Policy Established Annual Progress Report Policy Page 1 of 5

2 At a minimum, policies would be required to include: Specific goals for: - Nutrition promotion - Nutrition education - Physical activity - Other school-based activities that promote student n wellness LEAs are required to review and consider evidence- based strategies in determining these goals. Nutrition guidelines for all foods and beverages available on the school campus during the school day that are consistent with Federal regulations for: - School meal nutrition standards, and the - Smart Snacks in School nutrition standards. Policies for Food and Beverage Marketing that allow marketing and advertising of only those foods and beverages that meet the Smart Snacks in School nutrition standards. Content of the SNS Wellness Policy Nutrition guidelines for all foods and beverages available on the school campus during the school day: Food and beverages served and sold during the school day must meet Dietary Guidelines for Americans. The district will prohibit the sale of foods of minimum nutritional value in vending machines, snack bars, school stores, concession stands and a la carte offerings. Elementary schools are prohibited from having vending machines, which students can access. Standard encourages schools and organization planning fundraisers to consider a variety of alternative items for sale. Food sales for fundraisers during the school day must meet healthy food guidelines Food sales for fundraiser that occur before the school day or after the school day ends are not governed by this rule. No provision for Food and Beverage Marketing Physical Activity Added Physical Activity & Environment Standards that include: - A school environment that promotes physical Activity. - Encouragement of staff t model physical activity by participating in activities with children and the staff wellness program. Nutrition guidelines for all foods and beverages available on the school campus during the school day: Adopted the USDA Nutrition Standards for Foods sold in School. They include standards for: All Foods Sold in School standards for snack foods and beverages sold during the school day. Smart Snacks in School standards General Standards for Competitive Food NSLP/SBP Entrée Items Sold A La Carte Nutrients Requirements limits for: Calories, Sodium, Fat and Sugar Nutrition Standards for Beverages Standards for Fundraisers Standards for Accompaniments Standards for Caffeine The USDA standards are required by the Healthy, Hunger-Free Kids Act of Page 2 of 5

3 The rule proposes that LEAs provide wellness policy annual progress reports, which would include: The Web site address for the wellness policy and/or information on how the public can access a copy; A description of each school s progress in meeting the wellness policy goals; A summary of each school s local school wellness events or activities; Contact information for the leader(s) of the wellness policy team; and Information on how individuals and the public can get involved. The rule proposes to require an assessment of the wellness policy to be conducted every 3 years, at a minimum. It would determine: Compliance with the wellness policy; How the wellness policy compares to model wellness policies; and Progress made in attaining the goals of the wellness policy. Annual Progress Reports No provisions Triennial Assessments Policy assessment will e ongoing The SNS department will publish Wellness policy Annual Progress report which will include: The website address for the SNS Wellness policy and/or information on how the public can access a copy: A summary of the department s progress in meeting the SNS program goals; A summary of the department s wellness programs and services; Contact information for the leader of the wellness policy team; and Information on how individual and the public can get involved Triennial Assessments of the SNS Wellness Policy will be performed to assess the following: Compliance with the wellness policy; How the wellness policy compares to model wellness policies; and Progress made in attaining the goals of the wellness policy. 4 Updates to the Wellness Policy The proposed rule requires that LEAs update or modify the wellness policy as appropriate. The rule proposes that LEAs must make available to the public: Wellness Policy Triennial Assessment Annual Progress Report Information and updates to and about the Wellness Policy, on an annual basis, at a minimum; Administrative rule may be amended as deemed necessary No provisions Public Updates No change Student Nutrition Services will allow public access to all SNS Wellness Policy reports, assessments and updates. These will include: Wellness Policy update Annual Progress Reports; and Triennial Assessment The proposed rule would require State agencies to assess compliance with the wellness policy requirements as a part of the general areas of the triennial administrative review. Current Wellness Policy Definitions Monitoring/Oversight Definitions Added Statement: The South Carolina Department of Education Health and Nutrition Department will assess compliance with the wellness policy requirements as part of the general areas of the triennial administrative review. Updated Wellness policy Definitions Listed 4 definitions: Nutrition Education, Dietary Guidelines for American (DGA) Food of Minimal Nutrition Value and School Day Added Definitions: Categories of Foods of Minimal Nutritional Value Trans fats, Low Sodium, Trans Fats, Healthy huger-free kids Act of 2010, Food component, Food Item, Empty Calories, solid Fats, Added Sugars Food & Drug Administration definitions for frequently used terms Page 4 of 5

5 USDA Current Nutrition Guidelines Current Wellness Policy Nutrition Guidelines Updated Wellness Policy Nutrition Guidelines Other Updates In June 2011, MyPlate replaced the MyPyramid image as the U.S. government's primary food group symbol. It is an easy-to-understand visual cue to help consumers adopt healthy eating habits consistent with the 2010 Dietary Guidelines for Americans. Uses the MyPyramid as the nutrition guide. MyPyramid represented the five food groups plus oils with six colorful vertical stripes. using a plate icon to "measure" the relative portion sizes of what you're eating.et. Eating the MyPlate way means filling half your plate with vegetables and fruits, adding slightly more veggies than fruits. You should fill the other half of your plate with lean protein and grains, using slightly more grain than protein. Replaces MyPyramid with MyPlate. The MyPlate Food Guide identifies daily meal proportions for the fruit, vegetable, grains, protein, and dairy food groups. MyPlate divides a dinner plate into four sections for vegetables, fruits, grains, and proteins with a fifth smaller plate to one side for dairy. The fruit and vegetable portions make up half of the plate to emphasize the recommendation to include fruits and vegetables as half of every meal.
