Doctor Goodale Rebecca.Goodale@agriculture.ny.gov
What does a state vet do? Regulatory work, not treating individual animals; a lot of it is voluntary Programs: NYSCHAP (NYS Cattle Health Assurance Program) Deer- chronic wasting disease and tuberculosis Poultry- (NPIP) avian influenza and salmonella Equine- (EIA) Equine infectious Anemia Disease investigation Animal movement County and state fairs Livestock market inspection Regulate inter- and intrastate movement of animals Animal traceability (tagging, identification)
What to do before Fair Review health requirements before the vet arrives Call vet early to schedule an appointment May 1 st or later Be sure you have official ID on your animal and tags are clean Know all the information about your animal(s) Breed Date of birth or age Gender Name
When the Vet Arrives Have your animal properly restrained- Do not make the vet wait for you to catch them Halter Pens Provide all the necessary information to the vet for the CVI Review the CVI prior to the vet leaving or once you receive it in the mail Be sure ALL ID is listed Be sure it is completed Keep the papers in a SAFE place!!!!
Certificate of Veterinary Inspection (CVI) DO NOT write on the CVI any writing other than the vet s will invalidate the form Issued May 1 or later Issued by a Category 2 Accredited Veterinarian Must include: Owner name and Address ALL ID on the animal Breed, gender and date of birth Date and brand of Rabies vaccine Number of animals inspected Signature of Veterinarian that inspected the animal(s) Veterinarian s Phone Number Veterinarian s Accreditation number

Prior to Leaving for Fair Double check your paperwork again Be sure your animal still has official ID Be sure your animal appears healthy Call your vet if any of these things are not correct or adequate Pack your paperwork, your animals and yourself Make sure you load the right animals! Come to the fair and have fun
At the Fair Your animal(s) will be examined for any signs of disease Your paperwork will be examined and matched to the animal using the official ID Your paperwork will be signed in by myself or one of my technicians in the Official Use box If any signs of disease develop during the fair, I need to be informed If an animal becomes ill, a private vet should perform a physical exam and a decision will be made as to whether the animal can stay or not.
Rejection Notice for Fair Animals
Going Home- Biosecurity What is Biosecurity? procedures intended to protect humans or animals against disease or harmful biological agents DON T Bring home an outbreak! Make sure new animals are healthy and vaccinated Require a vet check of purchased animals, Quarantine 2-3 weeks before introducing new animals to other animals on the farm, or animals coming home after travel (like the fair or a show)
Swine Requirements Official Identification The only USDA approved ear tags for swine tagged after March 11, 2015 use one of three numbering systems: Premises Identification Number (PIN) tags required as a condition of sale of cull breeding stock by major U.S. packers and processors National Uniform Ear-tagging System (NUES) tags Animal Identification Number (AIN) tags
Swine Requirements Official Identification Premise ID Tags These tags have the producers Federal Premises Identification Number (PIN) or State issued Location Identification Number (LID).
Swine Requirements Official Identification NUES Tags Swine and Cervid Tags
Swine Requirements Official Identification NUES Tags
Swine Requirements Official Identification AIN Tags Tags Born in USA Tags Born in Canada - 15 Digit number tags - Can be either RFID (Radio Frequency ID) or Visual tag
Swine Requirements - CVI CVI = Certificate of Veterinary Inspection aka Health Certificate Can be completed anytime after May 1st All Manmade Identification should also be recorded Bangle tags, ear notches If a sow is nursing piglets, the piglets do not need individual ID, but an accurate count of piglets needs to be listed on the CVI. The sow DOES need official ID. DO NOT WRITE ON THE CVI. Only the vet should write on the CVI. All other writing can invalidate it.
Swine Requirements Rabies Vaccine Rabies vaccination is not required, but highly recommended for most county fairs. Why? There is no approved Rabies vaccine for swine. If you are showing swine at NYS Fair in Syracuse, then the Rabies vaccination is required. Reminder that most Rabies vaccine has a 21 day slaughter withhold. This needs to be adhered to for market animals. Animals must be 4 months of age or older to be vaccinated. The vaccine requirement must be met by the date of admission to the fair. Rabies vaccination is good for 1 year.
Swine Requirements Other information Swine and poultry are housed separately due to the potential spread of influenza virus. Swine and poultry can reproduce virus in large quantities and allow the virus to mutate.
Questions???

Sheep and Goat Requirements Official ID Registry Tattoos
Sheep and Goat Requirements Official ID USDA Approved Tattoo
Sheep and Goat Requirements Rabies Vaccination Sheep are REQUIRED to be vaccinated Highly recommended for goats, but not required UNLESS going to NYS Fair Must be 4 months of age or older Proof must be written on the CVI Rabies vaccine has a 21 day slaughter. Be mindful of this with market animals. Rabies vaccine lasts for 1 year or 3 years in sheep depending on the brand. Vaccination must be met on day of admission to the fair.
Sheep and Goat Requirements - CVI CVI = Certificate of Veterinary Inspection aka Health Certificate Can be completed anytime after May 1st All Manmade Identification should also be recorded Bangle tags, tattoos DO NOT WRITE ON THE CVI. Only the vet should write on the CVI. All other writing can invalidate it.
Sheep and Goat Requirements Other info All sheep and goats will have their mouth inspected for soremouth Any evidence of soremouth will result in the entire flock being rejected. Lambing and kidding animals are not permitted to lamb or kid at the fair unless there is an approved birthing demonstration area. Animals that have recently given birth and have excessive uterine discharge will not be permitted. Diseases like scrapie and chlamydia are the primary concerns with this. Sheep and cattle are not to be housed in the same barn due to the potential spread of Malignant Catarrhal Fever.
Inspection at the Fair Evidence of contagious or reportable disease Soremouth,Ringworm Caseous Lymphadenitis Footrot Pinkeye
Blu-Kote - Not approved for food animals - Not an FDA approved medication - If I see it used at the fair, I will inform the meat sale committee and the animal will not be allowed to be sold at the Auction. - Unknown slaughter withhold time - DO NOT USE on sheep!!!

Cattle Requirements Official ID NUES Tags
Cattle Requirements Official Identification NUES Tags
Cattle Requirements Official Identification AIN Tags Tags Born in USA Tags Born in Canada - 15 Digit number tags - Can be either RFID (Radio Frequency ID) or Visual tag
AIN tags that were grandfathered in Official ONLY if applied prior to March 11,2015 Manufacturer coded 900 series tags (15-digit numbers)
AIN tags that were grandfathered in Official ONLY if applied prior to March 11,2015 USA Shortened (Truncated) Format AIN Eartags with the USA prefix

Only the vet should write on the CVI. All other writing can invalidate it.
Cattle Requirements Other Information Cows calving at a fair will be required to be sent home ASAP. We prefer no cows calving at the fair. The only exception is if animals are in a birthing demonstration separated from the general population of animals. Reason A BVD negative cow can still have a BVD positive calf, which would expose all other cattle, llamas and alpacas on the fairgrounds. Sheep and cattle are housed separately due to the potential spread of Malignant Catarrhal Fever sheep are carriers and it is lethal to cattle
