1 Next steps: How Do We Move Towards a Joint HSS Approach? Technical Workshop Hosted by The World Bank, The Global Fund and The GAVI Alliance Washington, DC June 25-27, 2009

2 In May 2009 TGF, WB, GAVI Update to HLTF stated: common funding approaches: by November 2009 the GAVI Alliance, Global Fund and WB will outline a joint mechanism for investment in health systems. Pending approval by the respective boards, the common window could be operationalized during 2010.

3 High-level Taskforce on Innovative International Financing for Health Systems Recommendation Establish a health systems funding platform for the Global Fund, GAVI Alliance, the World Bank and others to coordinate, mobilize, streamline and channel the flow of existing and new international resources to support national health strategies.

Unified Approach Defining scope of joint HSS support (objectives, overarching principles, processes, interactions between building blocks, control knobs contextual factors...) Defining boundaries and linkages between cross-cutting HSS and disease-specific program strategies Common analytical approach to HSS needs assessment Common mechanism for building local capacity in HSS needs assessment and strategy development Common mechanisms for evidence generation Common Appraisal (IHP) Agreed process for assessing national health plan including cross-cutting HSS strategy Agreed set of attributes for assessing national health plan and cross-cutting HSS strategy Harmonized Approach to Technical Assistance and Capacity Building Joint mechanism for TA/CB in HSS needs assessment and in strategy development Joint mechanism for accessing TA/CB in strategy implementation and monitoring One Monitoring Framework (IHP) Agreed monitoring using shared indicators and country level processes Common classification of HSS activities

8 Potential Benefits of Common Approach to HSS Efficiency: One stop shop for countries to access HSS funding instead of multiple proposal processes. Country Alignment: Donors strategies are jointly aligned with the national development/health plans and objectives. Country Ownership and Harmonization: Can we envisage six ones approach? one HSS strategy, one implementation plan, one supervision mechanism, one coordination mechanism, one communication strategy, one M&E and reporting system. Maximizing donors inputs: Would countries be able to maximize donors inputs by leveraging donors comparative advantages? Predictable long-term funding: Would donors be more empowered to commit to long-term funding through jointly approved HSS programs? Effective and efficient investments: Would it be possible to avoid funding gaps and overlaps through division of labor & responsibilities and global coordination mechanisms? Easy Access to TA and Capacity Building: Donors and technical partners able to offer harmonized mechanisms for accessing TA and capacity building Focus on outcomes and outputs: Less energy spent on processes more attention given to products
