Attendees were notified of information regarding the Government in the Sunshine Law and meeting reporting requirements, which includes the recording of minutes. Attendees were advised that the meeting ground rules are present, for reference. In addition, attendees were advised that the acknowledgement of HIV status is not required but is subject to public record if it is disclosed. Chairs, committee members, guests, Grantee staff and HIV Planning Council (HIVPC) Staff self-introductions were made. A moment of silence was observed. 2. STANDARD COMMITTEE ITEMS a) Approve 10/26/17 HIVPC Agenda (Handout A): The Committee reviewed the draft October HIVPC Agenda. Motion #3: To approve the 10/26/17 HIVPC Agenda Proposed by: Spencer, W. Seconded by: Lopes, R. Action: Passed Unanimously b) Review November 2017 Calendar (Handout B): The chairs reviewed the draft November HIVPC Committee Calendar. MEETING ACTIVITIES/NEW BUSINESS a) Member Recognition Program (Handout C): The HIVPC Health Planner reviewed the previous work done in order to create the Membership Recognition Program. The nomination process would open in October and last for 2 weeks. Members will be recognized at the December 7 th Planning Council and all Committee meeting. Members can nominate themselves for recognition. b) Nominating Committee and 2018 Elections (Handouts D-F): The ad-hoc Nominating Committee made changes to its Policies & Procedures in order to reflect timeline and adjust syntax. Both members who express interest beforehand and those nominated from the floor will have the same amount of time to fill out the questionnaire. The questionnaire will remain the same and the Chair of the Committee will manage the question and answer portion of the election in January. The election will take place directly after the candidate interviews. Motion #4: To approve changes made to the Policies & Procedures of the ad-hoc Nominating Committee. Proposed by: ad-hoc Nominating Committee Seconded by: Lopes, R. Action: Passed Unanimously c) Committee and HIVPC Evaluations (Handouts G-H): The Executive Committee reviewed Committee and Planning Council evaluation responses from July 2016 August 2017 (Handout G). The Committee noted that responses are not provided consistently and do not usually provide actionable feedback. An alternative evaluation was proposed to the Committee (Handout H) with the intent of garnering feedback which would help Chairs and members improve the meeting process. Executive members made suggestions to improve the sample evaluation, which will be incorporated into updating it. d) Integrated Workgroup Update: The HIVPC has all its slots filled, the alternates from BCHPPC and SFAN have not yet been determined. The Committee discussed how information from the Integrated Workgroup would be shared with Executive and HIVPC. The Committee decided that since two of HIVPC s Integrated Workgroup members sit on the Executive Committee, they could be the ones to relay the information. Also, Integrated Workgroup updates will be added in as future items on HIVPC agendas. 6. GRANTEE REPORT The Grant application due date has been extended to November 13 th. An aid request to the state for additional funding for housing and peer certification was approved. $500,000 will go to housing, which will assist HOPWA with gaps, and $100,000 will go to peer certification. An additional $60,000 was awarded from the Broward County Community Foundation for peer training. The recipient s office is proceeding business as usual with enrollment although state has been late on fortifying its plan on how to enroll people in ACA plans. A majority are paid by the state for their premiums so understanding their process is necessary in order to supplement it. The Recipient is looking into required ADAP documents to streamline the process. It is unclear when the Recipient will have access to ACA plan information. Part A pays for 20 individuals and the rest are paid for by ADAP. The Recipient is reaching out to align with ADAP so that everything is streamlined. At the December HIVPC and all Committee meeting, The Community Partnerships Division will be doing a small focus group with members to evaluate the RFP process. CPD will be working with planning bodies to try and glean something from the responses regarding how processes can be improved. 7. Work Plan Item Update / Status Summary: Review HIVPC Demographics: The Committee members reviewed the HIVPC and Standing Committee member demographics. 41% of HIVPC members are unaffiliated consumers. 2 applications have been received since the last MCDC meeting. One applicant is qualified at this time for membership. Current Applicants: John Wallace has submitted an application for membership. HIVPC staff has reached out and will follow up with Mr. Wallace before the next MCDC meeting. Bisiola Fortune-Evans has applied to fill the Part D recipient seat recently vacated by longtime member Marie Hayes. Ms. Fortune-Evans has served the HIV community for 17 years and works at CDTC as the TOPWA Program Coordinator. MCDC voted to approve her application pending pre-appointment orientation. Attendance: Since MCDC s last meeting, 1 member of the HIVPC passes away, 1 resigned due to change of employment, and 1 was removed due to attendance. 1 HIVPC member received a warning as a result of attendance. Recruitment Materials: The MCDC Committee reviewed the palm card which has been updated by another graphic artist since the last meeting to address previously discussed concerns. Members approved a version of the palm card to be sent to the Executive Committee and to HIVPC. Member Recognition Program: The Committee reviewed and scored nominations for the program. MCDC also considered objective scoring criteria to determine the highest scoring candidate. The candidate who received the highest score will be recognized by the HIV Planning Council at its upcoming meeting. B. Work Plan Item Update / Status Summary: Affordable Care Act 2018 Open Enrollment: A representative of the Recipient s Office shared with CEC that the 2018 ACA Marketplace plans began enrollment on November 1, 2017 and will continue until December 15, FDOH-BC will pay premiums, and the Ryan White Part A Program will pay deductibles. Navigators will follow up with clients and make sure their information is provided to ADAP so that their coverage is effective January 1, In addition, marketing materials will be shared with CIED and made available in places such as waiting rooms at healthcare providers. World AIDS Day: On Friday, December 1 st, Black Treatment Advocates Network (BTAN) will be joining the City of Fort Lauderdale for the Light up Sistrunk event. BTAN will be testing at the event as well as taking the stage and speaking with the audience during breaks in programming. HIVPC Committee Descriptions Community Empowerment Committee (CEC) - Encourages the participation of individuals infected and affected with HIV/AIDS in the planning, priority-setting and resource-allocation processes. Function as a primary level of appeal for unresolved grievances relative to the Council s decisions regarding Ryan White Part A funding. Membership/Council Development Committee (MCDC) - Recruits and screens applications based on objective criteria for appointment to the Council in order to ensure demographic requirements of the Council are maintained according to the Ryan White Treatment and Modernization Act. Presents recommendations to the Council. Institutes orientation and training programs for new and incumbent members. Needs Assessment/Evaluation (NAE) Committee - Develops and updates the annual Needs Assessment, including determining focuses for the client survey, provider survey, and client focus groups. Evaluates and updates the Comprehensive Plan to determine progress. Quality Management Committee (QMC) - Ensures highest quality HIV medical care and support services for PLWHA by developing client and system based outcomes and indicators. Provides oversight of standards of care, develops scopes of service for program evaluation studies, assesses client satisfaction, and provides QM staff/client training/education. Priority Setting Resource Allocation (PSRA) Committee - Recommends priorities and allocation of Ryan White Part A funds. Facilitates the Priority Setting and Re- source Allocation Process to include the review of appropriate data (service utilization, epidemiological data). Develops, reviews, and monitors eligibility, service definitions, as well as language on how best to meet the need. HIVPC Committee Descriptions Community Empowerment Committee (CEC) - Encourages the participation of individuals infected and affected with HIV/AIDS in the planning, priority-setting and resource-allocation processes. Function as a primary level of appeal for unresolved grievances relative to the Council s decisions regarding Ryan White Part A funding. Membership/Council Development Committee (MCDC) - Recruits and screens applications based on objective criteria for appointment to the Council in order to ensure demographic requirements of the Council are maintained according to the Ryan White Treatment and Modernization Act. Presents recommendations to the Council. Institutes orientation and training programs for new and incumbent members. Needs Assessment/Evaluation (NAE) Committee - Develops and updates the annual Needs Assessment, including determining focuses for the client survey, provider survey, and client focus groups. Evaluates and updates the Comprehensive Plan to determine progress. Quality Management Committee (QMC) - Ensures highest quality HIV medical care and support services for PLWHA by developing client and system based outcomes and indicators. Provides oversight of standards of care, develops scopes of service for program evaluation studies, assesses client satisfaction, and provides QM staff/client training/education. Priority Setting Resource Allocation (PSRA) Committee - Recommends priorities and allocation of Ryan White Part A funds. Facilitates the Priority Setting and Re- source Allocation Process to include the review of appropriate data (service utilization, epidemiological data). Develops, reviews, and monitors eligibility, service definitions, as well as language on how best to meet the need.
