Backgrund Infrmatin Statement f Wrk fr Linked Data Cnsulting Services The Natinal Library f Medicine (NLM), in Bethesda, Maryland, is a part f the Natinal Institutes f Health, US Department f Health and Human Services (HHS). Since its funding in 1836, NLM has played a pivtal rle in translating bimedical research int practice. It is the wrld's largest bimedical library and the develper f electrnic infrmatin services that deliver trillins f bytes f data t millins f users every day. Scientists, health prfessinals, and the public in the US and arund the glbe search the Library's nline infrmatin resurces mre than ne billin times each year. MeSH is the Natinal Library f Medicine's cntrlled vcabulary thesaurus maintained by the staff f the Medical Subject Headings Sectin. It cnsists f sets f terms naming descriptrs in a hierarchical structure that permits searching at varius levels f specificity. The MeSH thesaurus is used by NLM fr indexing articles fr the MEDLINE /PubMED database. It is als used fr the NLM-prduced database that includes catalging f bks, dcuments, and audivisuals acquired by the Library. Each bibligraphic reference is assciated with a set f MeSH terms that describe the cntent f the item. Similarly, search queries use MeSH vcabulary t find items n a desired tpic. At present, NLM publishes datasets n the web using a variety f methds and frmats. While the publishing f NLM data has required a great deal f cperatin amng areas f the library, NLM has nt undertaken any brad effrts t publish data using the W3C web standard fr linked data, Resurce Descriptin Framewrk (RDF). The NLM Linked Data Infrastructure Wrking Grup (LDIWG) was frmed in February 2014 with the gal f develping and building an infrastructure fr transfrming, string and publishing NLM linked data. LDIWG will research best practices in publishing linked data, recmmend NLM-wide plicies and guidelines fr linked data publishing, publish MeSH r ther vcabulary dataset as a linked data pilt, dcument guidance fr maintaining the established linked data infrastructure and recmmended prcess fr future data linking prjects, and priritize ther NLM datasets fr future publicatin as linked data. B. Purpse and Objectives The purpse f this purchase rder is t acquire cnsulting services in the areas f linked data and the semantic web with the gal f assisting NLM t publish the MeSH vcabulary in RDF. Specific areas requiring cnsultatin may include: data mdeling and architecture, stakehlder engagement, analytic and usage statistics, and develping user studies. The cnsultatin activities n the prject t publish MeSH as RDF can be brken dwn int 2 majr phases. The base perid f perfrmance shall be fr 4 mnths upn award 1

Vendr Requirements 2

3 The cntractr shall visit NLM fr a kickff meeting at the start f the prject. During this meeting the vendr shall meet with the COR, the NLM Linked Data Infrastructure Wrking Grup, as well as ther staff members at NLM invlved with this prject. The gal f the kickff meeting will be t allw the cntractr t becme familiar with the staff invlved as well as the current status f the prject. The cntractr will develp and present an n-site wrkshp t selected NLM staff n develping analytics t evaluate use f MeSH RDF and hw t utilize the data gathered t generate use cases. The majrity f all ther cmmunicatin between the cntractr and NLM shall be perfrmed via r cnference call. The cntractr must have demnstrated expertise in the areas f linked data and the semantic web specifically in the medical/health and library and cultural heritage arenas. D. Gvernment Respnsibilities The gvernment shall prvide access t the MeSH RDF prttype and any ther systems deemed by NLM staff necessary t cmplete this prject. The gvernment will als prvide access t remte cnferencing sftware and/r nsite meeting space when necessary. The gvernment will prvide fr travel expenses fr the cntractr t visit NLM fr the kickff meeting, the wrkshp n develping analytics and generating use-cases and the presentatin t NLM staff n the impact f MeSH RDF in the health infrmatin and library/cultural heritage cmmunities. E. Other technical experts at NLM may be present fr varius meetings and cnference calls depending n the specific tpics being discussed. G. Inspectin and Acceptance Requirements All mnthly reprts, guidelines and/r dcumentatin develped during the prject will be submitted in electrnic frmat and reviewed by the Prject Manager/COR. In additin, a cpy f all invices shuld be submitted t the COR fr review prir t submissin fr payment. 4
