1 CONSOLIDATED RESULTS REPORT Country: PERU Programme Cycle: 2006 to Key Results Expected 3. Key Progress Indicators (state the indicator, baseline and most recent status) 4. Constraints and facilitating factors Support the Government s efforts in the selected geographic regions to ensure that all children under three years old have access to quality early childhood development programmes and to family support services, even in emergency situations. Low weight at birth (Percentage of newborns with low weight at birth less than 2.5 kg.): : 8.4% : 7.2% Source: ENDES Continua INEI. Design and implementation of the CRECER National Strategy for the reduction of chronic malnutrition in children and of poverty in the 880 poorest districts in the country. Decrease in chronic malnutrition levels through the nutritional supplement Sprinkles, adopting it as a new national strategy to reduce the prevalence of anaemia in children. 100,500 children aged 6 to 36 months from 4 regions received supplements. Design and adoption of a supplementation policy and strategy with zinc. The strategy is based on the good practices and experiences of UNICEF with the Buen Inicio (Good Start) Programme during the previous period. Closed collaboration with WFP made this achievement possible. The multimicronutrients are already being manufactured in Peru. The results of an operational study with 1,200 children carried out by UNICEF and the Ministry of Health, showing the effectiveness of zinc in reducing the frequency and severity of diarrhoea. Support the Government s efforts in the selected geographic regions to ensure that pregnant women and breastfeeding mothers use quality safe maternity services and apply good nutrition practices, even in emergency situations. Start of the first check-up (percentage of pregnant women who started their first prenatal check-up during the first trimester of pregnancy of their last child: : 71.3% : 73.0% Multi-cultural approach in maternity services; definition of technical standards for vertical delivery; and establishment and running of Maternal Waiting Homes. Advocacy actions in a joint effort with PAHO and UNFPA for the cultural adaptation of care standards and practices, which contributed to the increase of institutional deliveries in rural areas. Vaccination of all the children aged 0 to 3 years against hepatitis B from the Candoshi and Shapra Amazonian population, achieving a six-fold increase in vaccination coverage. 91% of newborns were vaccinated against hepatitis B within their first 24 hours of life. UNICEF managed to get the Ministry of Health to include the entire population in the Comprehensive Health Insurance. Facilitating Factor: The access to UNICEF procurement services enabled the renovation of the cold chain in the areas affected by the earthquake of The Government prepared a study in 2011 and found that none of the children vaccinated by UNICEF had been infected by hepatitis B. Constraints: The decentralization of functions to the regional and local level governments has not been sufficiently accompanied by management capacity 2
3 Support the Government s efforts in the selected geographical regions to ensure that all boys and girls have access to preschool education. Children registered in any type of preschool (Net rate of preschool registration, 3-5 years old): : 59.5% : 66.3% Source: National Household Survey INEI. Adjustments were made to the JUNTOS Programme (National Conditional Cash Transfer Programme) to ensure the inclusion of the poorest families and the condition in connection with their participation in preschool education. A communication strategy for the JUNTOS Programme based on Focus Group Discussions with families and preschool centers strengthened compliance with the conditions on the part of families and promoted positive behavioural changes. There was an increase in public expenditure for education through the support for the Budget by Results, the formulation of public investment projects in education and Participatory Budgets. development at these levels to undertake these functions. Children who passed the 6th grade at schools with IBE: : N/A : N/A Expansion of the Inter-cultural Bilingual Education coverage to 36 provinces of 5 regions. 5 regions have regional and local education plans in line with the corresponding development plans, within the framework of the Facilitating Factor: During the decentralization process the IBE became one of the six prioritized policies for the next years. The alliance established with the National Assembly of Regional Governments is important in this process for the following-up of 3
4 decentralization process and the transfer of competences to regional and local governments in the field of education. Timely registration and permanence achieved in schools, especially of girls, in 4 prioritized regions. 1,500 teachers became more capable of delivering quality IBE and diversifying the curriculum according to the local reality, and in multi-grade contexts. learning achievements and ensuring the increase of education coverage. Involvement of the Office of the Ombudsman in issues related to IBE also contributed to achieve these results. Constraint: Despite advocacy efforts, there is still no official definition of an IBE school. Two native languages were systematized and used in school texts for IBE. Local capacities were established for the production of culturally pertinent educational material in 5 regions. Support the Government s efforts to ensure that all the boys and girls living in the selected geographical regions grow in a safe and protective environment, especially those children at risk of suffering violence, exploitation and abuse, even in emergency situations. Adoption of the Single Interview system Several sectors and bodies participated in its implementation: the Ministry of Education, Ministry of Internal Affairs, Ministry of Health, the Judiciary, Government Attorney General s Office, regional and local governments and the private sector. 4

Support for the preparation of the Plan for the Prevention and Eradication of Child Labour led by the Ministry of Labour. Creation of a database and records of legal proceedings regarding cases of mistreatment, abuse, sexual exploitation and slave trade of children and adolescents in eight Courts to allow determining the settlement terms. Regulations and standards for Residential Attention Centres (CARs) based on a study on the state of these institutions prepared by the Office of the Ombudsman. Support the Government s efforts to address and deal with the adolescents in conflict with the law in accordance with the Convention on the Rights of Children and other international standards. Juvenile Justice Systems/mechanisms established and or strengthened in line with CRC. (Y/N) Creation of the Interinstitutional Committee on Adolescents in Conflict with Criminal Law, which includes a sub-committee on children associated to armed groups or forces. Manual developed for the Provision of Services to the SOA Community (Adolescent Orientation Services). Creation in the Congress of the Republic of the Special Review Committee of the Code of Children and Adolescents, with a focus on Juvenile Justice, with the participation of several sectors, civil society and the international cooperation. Constraints: 5
6 Support the Government s efforts to ensure that all pregnant women and breastfeeding mothers in the selected geographical areas have access to services for the prevention of vertical transmission of HIV as well as care and treatment, even in emergency situations. Coverage of counselling on the risk of vertical transmission: : 65% : 77% Source: National Strategy of Sexual and Reproductive Health-MOH The prevention of vertical transmission was expanded; increased access of pregnant mothers to HIV screening. This test was included in the coverage of the Comprehensive Health Insurance. Despite the advances made, lack of alternatives measures to incarceration of adolescents in conflict with the law has not been prioritized and the number of adolescents deprived of liberty has increased. UNICEF s advocacy actions, technical support and procurement services (1.2 million and 800,000 rapid tests for HIV and syphilis respectively) contributed to the results. Coverage of vertical transmission testing: : 64.0% : 76.8% Source: National Strategy of Sexual and Reproductive Health-MOH 76.8% of pregnant women have access to rapid tests for the prevention of vertical transmission of HIV and syphilis. This has reduced the incidence of MTCT from 30% in 2007 to 6% in Support the Government s efforts to ensure that all HIV positive children in the selected geographical areas receive high-quality care and treatment, even in emergency situations. Number of HIV positive children with access to antiretroviral therapy: : 350 cases : 534 cases Source: National Strategy of HIV/AIDS-MOH Increased coverage in access to ARV for pregnant women and children infected with AIDS who receive antiretroviral therapy. Design and implementation of a tracking system to locate and reintegrate HIV+ mothers and children who dropped out of the treatment therapy resulted in the reintegration of HIV+ children included Integrated Health Insurance System for treatment services. : Advocacy and procurement services for ARVs for all HIV+ Children countrywide. Constraints: Initially treatment services were only provided to children in urban centers and often there were stock-outs of ARVs. 6
7 Adoption and implementation of public policy for: - Food allocation for HIV+ children; - Non-discrimination of HIV+ children in Institutions; - Discrimination prevention protocol; - Jurisprudence for the special treatment of children orphaned by HIV and AIDS to protect their right to inheritance, etc. National information and advocacy systems provide quality social data and monitor appropriate public policies to meet the Millennium Development Goals (MDGs). Budget allocation per capita for social expenditure by administrative level: N/A Number of investment projects registered by the National Private Investment System in favor of children, by administrative level: N/A Number of regional governments that incorporate child-related issues and MDGs in their development agendas: : 4 regional governments : 24 regional governments Between 2006 and 2010 the budgets allocated to the Health and Education sectors were increased by 60% and 144%, respectively. A diploma course on the formulation of children and adolescent centered investment projects designed and implemented, enabling elaboration of 35 investment projects in health, education and the protection of rights amounting to over 14 million US dollars. 24 regional governments from a total of 26 have signed declarations that include specific goals in favor of children. Evaluation of the National Plan of Action for Children and Adolescents and elaboration of the 2011 The diploma course on the formulation of public investment projects was the result of an ample alliance that included the Ministry of Economy and Finance and the universities and governments of each region. Constraint: An accurate figure on budget allocation by social expenditure and by administrative level has been difficult to calculate without a clear definition of social expenditure. In addition, double counting is a high risk since at lower administrative levels, since the funds are transferred from both the regional and central levels. 7
