3 Chinese Medicine News China Plans Pilot Service Program of Chinese Medicine Abroad State Administration of Traditional Chinese Medicine (SATCM) and the Ministry of Commerce is conducting cooperation on promoting Chinese Medicine service trade abroad, reveals Ms. Wang Xiaopin, Deputy Director-General of the Department of International Cooperation, SATCM. on June 3 rd. The forms of this service trade may vary, says Ms. Wang. It could be recommendation of excellent Chinese medicine physicians to open clinics abroad, or introduction of foreigners to enjoy health care service of Chinese Medicine in China. Furthermore, promotion and sale of traditional Chinese herbal medicine or patent Chinese Medicine abroad is also a very important component of Chinese Medicine service trade. She says Chinese Medicine service is a unique highlight of service export trade for China. Since 2007, special research on this regard has been conducted by SATCM and the Ministry of Commerce. Several ministries delivered a joint proposal recently to the State Department, accelerating the releasing of Several Resolutions on Enhancing Chinese Medicine Service Trade. It is also reported that SATCM and the Ministry of Commerce will jointly hold a special forum in Hong Kong this July in order to introduce Chinese Medicine service trade. Meanwhile, SATCM hopes to conduct personals training as soon as possible and to select some Chinese Medicine institutions for the pilot service program of Chinese medicine abroad. Research Programs of Cancer Treatment with Chinese Medicine Sponsored by American government, National Center for Complementary and Alternative Medicine (NCCAM) is a special scientific and research institution for CAM under the Ministry of Health and Civil Service. As one of the 27 research institutions or centers comprising NIH, NCCAM has independent appropriation right and ever-increasing resources to resolve public health care problems with CAM. It currently sponsors many ontological research programs which investigates various treatment methods of CAM in order to provide basic principles for ontological CAM research, and which explore in particular herbal treatment mechanism to cure cancers and describe some pioneering developing treatments. On Oct 21st, 2008, NCCAM announced four new CAM research centers which focus on improvement of health conditions or treatment of common diseases such as obesity, cancer and diseases related to psychological pressure. These four centers are the first group granted by the program of Centers of Excellence for Research on Complementary and Alternative, among which is Center for Herbal Treatment of Colon Cancer, University of Chicago. An overview of NCI Research Programs related with Chinese Medicine National Cancer Institute (NCI) conduced and supported various CAM researches in recent ten years, including the following seven kinds: alternative medicine systems such as acupuncture and Chinese Medicine, exercise therapies such as Taijiquan and Yoga, manipulative and body based methods such as spine-fingerpressing and massage, mind body interventions such as silent sit and biological reflex, nutritional therapeutics such as nutritional doses, pharmacological and biologic treatment such as gristle of sharps, and spiritual therapies such as praying. As early as 1998, NCI has set up Office of Cancer Complementary and Alternative Medicine (OCCAM) which coordinates and enhances CAM researches including prevention, diagnosis, and treatment of cancer, cancer-related symptoms and side effect caused by regular cancer treatment. It is responsible for all CAM clinical and basic research programs related with cancer. 2

4 The Formulation of Treatment Regulation and Clinical Practice Guide for Treating Non-small Cell Lung Cancer with Chinese Medicine is Emergent The incidence rate and mortality rate of lung cancer tops the cancer list in developed countries and big and medium-sized cities of China, among which the incidence rate of non-small cell lung cancer makes up 80% of that of lung cancer. With a majority of patients choose Chinese Medicine for treatment, Chinese Medicine Comprehensive treatment has played a very important role in treating lung cancer. Previous research has indicated that Chinese Medicine has some advantage and promising research prospect in this aspect, but due to lack of uniform treatment regulations, Chinese anti-cancer medicine is abused in clinical practice, wasting a lot of medical resources and delaying patient s treatment. Thus, some Chinese Medicine experts suggest that formulation of treatment regulation and clinical practice guide for treating non-small cell lung cancer with Chinese Medicine is emergent. Among these experts is Dr. Lin Hongsheng, the project leader of Comprehensive treatment of non-small cell lung cancer with Chinese Medicine, supported by the Eleventh Five Year Plan of China, and the director of Ontological Department of Guang anmen Hospital, China Academy of Chinese Medical Sciences. Previous research on non-small cell lung cancer has proved that combined with chemo, Chinese Medicine can enhance the efficacy and reduces toxin. It can delay cancer s relapse and metastasis after operation, prolonging life span. Integrative treatment of Western and Chinese Medicine during the third and fourth period of non-small cell lung cancer may improve patient s life quality and prolong life expectancy. Even mere treatment of non-small cell lung cancer in its late period with Chinese Medicine can relieve symptoms and prolong to a certain extent life span, especially for the weak and old. Mr. Lin says that his project gains support from the University of Columbia and NCI. Implemented in many clinical research institutions nationwide, this project aims to form the widely accepted treatment that is based on firm evidences and that represent current treatment level. With the research conducted in many research clinics, it now needs 1080 test patients, among which only 500 are recruited right now. Mr. Lin hopes that more volunteers take part in this project, who, where appropriate, will be given free medicine and medical treatment. The Legalization Process and Later Developing Situations of Chinese Medicine in Australia On the Council Board Meeting of World Federation of Chinese Medicine Societies (WFCMS) in April in Changsha, China, Dr. Tiz Chiang Lin, Vice-Chairman of WFCMS, introduced the legalization process and later developing situations of Chinese Medicine in Australia. The first international law for Chinese Medicine (including Acupuncture) was established in April, 2000 in the state of Victoria, Australia. Its establishment made a stir in the world because of its epoch-making significance: it marks the first time Chinese Medicine enters into the western world and the first time Chinese Medicine is legalized and protected by a western constitution when Chinese Medicine physicians enjoy equal legal status as western doctors. Mentioning legalization, I have to introduce the legalization process of a western country. Australia is one country of the Commonwealth. Hospitals and drugs are separately managed with the federal government governing all the import and export of all drugs and state government regulating doctors. They do not interfere with each other. The state government has its own executive and constituent power. Said Dr. Lin. Chinese medicine development in Victoria State after its legislation After its legislation, Chinese Medicine doctor has been recognized in this state, and Chinese medicine have 3

5 been developed under the government administration, which draw the attention of Australia people. Each year, the annually outpatients visits are about 2.8 million, based on 20 million of total population in Australia, 80% of the patients speak English. Expenditure on traditional medicine is about more than one billion Australian dollars. Chinese Medicine will continue to be in good development. After the legislation, the administrative body of Chinese Medicine has been established under Victorian Government. In 2000, this government allotted 100 thousand Australia dollars for the foundation of Chinese Medicine Registration board, which takes in charge of Chinese Medicine. Currently the registration board has received 1300 application among which 830 passed the accreditation. The mission of Chinese Medicine Registration Board is to normalize the standard of Chinese Medicine practice, to do the registration to Chinese Medicine Doctor Practitioner (Acupuncturist), to verify and approve undergraduate education of Chinese Medicine, and to set up standards of Chinese Medicine exam and education. New development of Chinese Medicine legislation in Australia Since its legislation in Victoria state, Chinese Medicine practitioners try to put forward it to the whole country. In 2005 all the medical professionals including western doctors, dentists, physical therapist and nurses etc, will be under the administration of federal government, there is a relating program called National Registration and Accreditation for the Health Professions Scheme. The Scheme doesn t include Chinese Medicine practitioners due to its lack of legislation in other States of Australia excepting Victoria. On February 6th 2007, Federation of Chinese Medicine & Acupuncture Societies of Australia(FCMASA) has sent an application with demand of Registration and Accreditation to Chinese Medicine practitioners to Premier office. On March 26th 2008, the Scheme of National registration and accreditation for Health Professions approved by Council of Australian Government decides to do the administration to 9 professions including western medicine, pharmacology and physical therapy etc, and meanwhile do the study to other profession out of this scheme such as Chinese Medicine, which will facilitate the national legislation of Chinese Medicine. On July 14th 2008, FCMASA has received the official document from Megan Cahill, Chairperson of Chinese Medicine Practitioners Administration Committee, and Health ministry of Victoria State. In this letter, FCMASA is invented to join the submission of Scheme of National registration and accreditation for Health Professions to Chinese Medicine and other professions. On September 21st 2009, FCMASA sent another submission with requirement of listing the Chinese Medicine Registration in to the agenda of federal congress agenda. On February14th 2009, Chairperson of FCMASA, Dr. Tzi Chiang Lin sent the letter to Minister of Health ministry of each state, to show the support to Chinese Medicine legislation. On Arial 28th 2009, governor of Victoria State gave the replay to Dr. Lin that, the registration of Chinese Medicine practitioners among the whole country will start in On May 8th 2009, federal government announced that the legislation of Chinese Medicine will begin in For the legislation of Chinese Medicine in Australia, not only the Chinese government, but also Chinese Medicine organizations in Australia has made great effort. FCMASA has been always devoting into it and is going to organize the 6th World Congress of Chinese Medicine in December 2009, which has drawn the attention of Australia government. The organizing committee has invited Harry Jenkins, the speaker of Federal congress of Representative, and Rohan Hammett director of Federal Drug Administration to attend the opening ceremony and gave the epigraph to the congress. This congress will be held in Australia, the first one with Chinese Medicine legislation in western countries, which will focus study of Chinese Medicine, clinical research, Chinese herbs and formula, theory and clinical practice of Acupuncture, Chinese Medicine education and scientific research and international development strategy. The commutation and discussion of these topics will future develop Chinese Medicine around the world. Sino-French confirm more than 20 cooperative projects The 3rd conference of Sino-French Cooperation Committee of Chinese Medicine was held in Shanghai. 30 delegates from related institutions and enterprises were present at the conference. More than 20 cooperative projects were confirmed according to diseases scope selected in the last two conferences by committee 4

Sino-French Cooperation Committee of Chinese Medicine was set up to guide and supervise Chinese Medical cooperation between China and France according to Agreement on Cooperation in Chinese Medicine Field in The committee constitutions include delegates of administration, scientific research, and manufacture from health and technology field in both China and France. Two conferences had been hold in Beijing and Paris. Revolution of Traditional Medicine was passed Revolution of Traditional Medicine, put forward by China, was passed in the recent closed 62nd World Health Assemble. It is the first revolution urging member countries to develop traditional medicine comprehensively after declaration of Alma-Ata published by World Health Organization, which is a remarkable result of cooperation between China and World Health Organization. And there is a promoting and guiding significance to traditional medicine developing in the world in the future. Founding Support Was Given to Three Korean Medical Universities It was declared by An Bingwan, Director of Ministry of Education, Science, and Technology on Apr.17th that support institutions had been chosen, including 88 universities and 96 junior colleges in The average fund is KRW3,000,000,000 (About RMB17,000,000). KRW ,000,000, KRW35.300,000,000, and KRW33.700,000,000 are given to Yuanguang University, Qingxi University, and Shiming University to advance education. Sun Renzhe, president of Yuanguang University, said, the fund is used to provide study ability for students, improve education environment, etc. Qingxi University said, the fund is used to equipoise development of students, scholarship and tutorship, such as, enhance international cooperation, send 40 students abroad to Beijing University of Chinese Medicine studying the difference between Chinese Medicine and Korea Medicine for 30 days with a cost of KRW 100,000,000. In addition, there will be a tutorship that senior grade guiding junior grade if you sent an application. Shiming University said, the fund is used to prolong internship, advance education, enhance scholarship, and supplement educational equipment, etc. The financial support project begins last year, which is KRW50,000,000,000 (About RMB290,000,000) compared to KRW 495,900,000,000 (About RMB2,800,000,000) this year. Korea Ministry of Education, Science, and Technology select to college based on estimate according to education index and enrolled students number. Education index is below: Employment index (25%), enrolled students replacement rate (25%), internationalization (5%), full-time instructor ensuring rate (10%), average educational cost (15%), and scholarship payout rate (20%). Enrolled students replacement rate means the ratio between enrolled students and personnel on payroll. Such as: personnel on payroll and enrolled students is 1200 and 1377 in year 2008, then enrolled students replacement rate equals 1377 dived by 1200 and multiply 100,that is, Ministers Meet Between Health Ministry of Sino-Austria Wang Guoqiang, Deputy Minister of Health, meet Rogge, Austria Deputy Minister of Health, and change ideas about Chinese Medicine cooperation between China and Austria on Jun 5th Mr. Rogge introduced the cooperation between Eurasian Pacific Academic Network and China Academy of Traditional Chinese Medicine under the direction of Memorandum of Understanding on Cooperation in the 5

Wang also introduced Resolution On Traditional Medicine passed in 62nd World Health Assemble on May. Wang Guoqiang commissioned Li Daning, Deputy Director General of SATCM, to have a detailed discussion about Chinese Medical education between China and Austria. Chinese Medical education cooperation should be developed according to self-develop discipline of Chinese Medicine and actual institution because of cultural difference between China and Austria. Both China and Austria will support cooperation on Chinese Medicine, and will provide policy support. Thousands of People Support Intangible Cultural Heritage Declaration Signature by thousands of people supporting Intangible Culture Heritage Declaration of Chinese Medicine was held in Wenshufang on Jun 4th. And a series of activities about Chinese Medicine Culture was held then. The signature will be conserved forever by means of Signed Wall. And the signed volume will be send to UNESCO Headquarters to show wish and belief in traditional Chinese Culture succession and transmission Committee of Intangible Culture Heritage Declaration was set up in year 2003, and Chinese Medicine Intangible Culture Heritage Declaration was send to United Nations formally in The result can be published this July or August. WFCMS Working Conferences The 4 th Plenary Session of the 2 nd Council Board and the 3 rd Plenary Session of the 2 nd Supervision Board of World Federation of Chinese Medicine Societies The 4 th Plenary Session of 2 nd Council Board and 3 rd Plenary Session of 2 nd Supervision Board of WFCMS, 1 st International Forum of Chinese Medicine Standardization and Establishment congress on WFCMS Committee of Standardization Construction, was held from 15 to 18 May, 2009 in Changsha. Li Daning, Vice-Director-General of SATCM, She Jing, Chairperson of WFCMS, Qi Heping, Party-Secretary of Standing Committee of People's Congress of Hunan Province, Yang Baohua Vice-Chairperson of CPPCC of Hunan Province, and Ramon, Chairperson of Supervision board of WFCMS attended the opening ceremony and addressed speeched. The congress was held by Li Zhenji, Vice-Chairperson and Secretary-General of WFCMS. About one hundred delegates from 24 countries (nations) participated in the congress. In the council board session, reports on development of Chinese Medicine in the world have been given by vice-chairpersons of WFCMS containing Wan Fong Mei from U.K., David Molony from U.S.A., Teo Eng Kiat from Singapore, Dong Zhilin from Netherland, Steven. H.K Wang from Canada, and Tiz Chiang Lin from Australia. Three standards including Working Regulation on Formulation and Publication of Standard, World Standard of Chinese Medicine Undergraduate (Pre-CMD) Education and International Standard Chinese -French Basic Nomenclature of Chinese Medicine (PartⅠ: Basic Theory) have been discussed and passed by the Council Board of WFCMS. 6

The 1 st International Forum of Chinese Medicine Internationalization will be held meanwhile, the theme of which is Power of Chinese Meteria Medica and Talent Education of Chinese and Western Medicine, with discussion among the Chinese Medicine professionals to the facilitate the process of Chinese Medicine standardization. Since the establishment of WFCMS, with the monitor and guidance of Council Board and Supervision Board of WFCMS, all the society members have fulfilled the purpose of our society, and achieved gratifying results for promoting spread of Chinese Medicine internationally and academic development of Chinese Medicine depending on their efforts. Presently WFCMS has 186 society members from 56 countries/regions in WFCMS with its growing international influence. Currently, Chinese Medicine is most complete traditional medicine system, which is shared by the largest population. Its nature is a complication of science, medicine, Chinese culture and philosophy, which indicates the combination of humanity and nature. Basic theory of Chinese Medicine has its unique understanding of physiology, pathology, disease prevention, and discover the evaluations of life and disease from aspect of holism, function and changes. Chinese Medicine will treat individual with syndrome differentiation for a balance of the body. The treatment is based on syndrome, with application of various therapies, and natural medication, and principle of balance and regulation. Based on the natural medication, medication can regulate the body in the form of decoction from multiple-target, multiple-level, and multiple-way. When entering into 21 st century, Chinese Medicine has spread its academic due to its features of good clinical effect, safety and cheap cost and been valued by people all around the world. It is now drawing the whole world s attention, become more and more popular. Supported by WHO and the governments, Chinese Medicine has been playing an important role in world medical care system. The 1 st International Forum of Chinese Medicine Standardization Congress on the Establishment of WFCMS Committee of Standardization Construction On May , 1 st International Forum of Chinese Medicine Standardization and Establishment congress on WFCMS Committee of Standardization Construction has been held in Changsha. Li Daning, Vice-Director-General of SATCM, She Jing, Chairperson of WFCMS, Li Zhenji, Vic-Chairperson and Secretary-General vice-director from department of Policy, Regulation Administration, SATCM, Hong Jing, vice-director from department of Personal and Education, SATCM, Guo Chenguang from State Administration of Standardization, Jiang Zaizeng, vice-secretary-general of WFCMS, and Huang Jianyin, vice-secretary-general of WFCMS attended the congress. The congress was held by You Zhaoling, President of Hunan University of Chinese Medicine. Council board for WFCMS Committee of Standardization Construction has be elected and with the President of Cai Guangxian, Party-Secretary of Hunan University of Chinese Medicine; Dean of Micro Devices Chinese Medicine Research Center, Ministry of Education. Li Zhenji has made a report of Promotion of International Education System Establishment of Chinese Medicine Envisaged by WFCMS which ranges from necessity for international standards of Chinese Medicine education, institution and classification of international standards, ways and options for promotion of international Chinese Medicine standardization and WFCMS effort on development of Chinese Medicine standardization, which provided a thought for development of World Chinese Medicine education system. Wang Yiyi, from China National Institute of Standardization, made a report of Current Status and Development of China Standardization, which includes current status of international standardization and organization, standardization in developed countries and standardization in China. The report let delegates further understand status nationally and internationally and provide reference for international standards of Chinese Medicine development. 10 Medicine. With its standardization, Chinese Medicine has further met international standard, benefited all the human being and serviced to their health. World Chinese Medicine Undergraduate( Pre-CMD) Education Standard (draft) Part A: 1. The main contents of Essential Requirements for Chinese Medicine Undergraduate (pre-cmd) School-running The education institutes in which the Chinese medicine undergraduate education was provided should define their purpose and objectives, including school orientation, school-running concepts, training objectives, quality criteria, development plan etc.. The Purpose and Objectives of education institutes should be made known by the teaching faculty and students. Education institutes should obtain the academic supports of social and other natural disciplines, and should make much account of the promoting effect of disciplines intercrossing and infiltration for Chinese medicine development to spare no efforts to strengthen the integration of various disciplines. 2. The study length for undergraduate program should be five years. No less than 1,500 study hours for TCM professional courses. No less than 1,500 study hours should be remained for clinical internship (including practice training). 3. The teaching contents should be effectively integrated; curricula program should embody the principles of strengthening the basis, focusing on the ability, improving quality and developing individuality. Curricula program should consist of the compulsory courses and the selective courses two parts. The Chinese medicine professional courses should include the Chinese medicine foundation courses, ancient Chinese medicine classic courses and Chinese medicine clinic courses, certain percentage clinic training or/ and clinic visiting should be arranged, and necessary modern medicine contents and certain percentage courses of literae humaniores and behavior science should also be provided. To foster the critical thinking and creative spirit, the teaching methods of focusing on training the self-learning ability should be accepted. Education program should take account of the relation between education after graduate and continual vocation development, to set up effective system links. 4. The whole process evaluation system for student s performance (including Process Assessment System and outcome Assessment System) should be established. Fully evaluate the knowledge, skill, behavior, attitude, development, improve the ability of analyzing and resolving problem, reflecting and criticizing ability, clinical thinking ability, social communicating ability, society adapting ability and main body development ability. 5. The recruiting constitution of education institutes should be published to the society before recruitment. The academic requirements for new students are no less than 12 years continuous normal fundamental education (graduate from senior high school), studying in or graduate from university or college, or with equivalent education experience. 9

11 Education institutes should get students take part in the teaching reform, discussion of curricula, assessment and other related affair with students. 6. Education institutes should have full time and documented teachers, the number of Chinese medicine professional teachers should be not less than 5 (excluding part-time teachers). The rate of TCM professional teachers to students should be about 1:20, the structure of teaching faculty should be content with the need of teaching. the employed teachers should have favorable vocational morality, teaching abilities and academic achievements equivalent to their academic ranks. 7. Education institutes should have responding facilities to meet the need of teaching, and should own Chinese medicine practice (training)room and related equipments, set up relative stable clinic teaching base and practice hospital suitable with clinic practice requirements, and have well operated and maintained library and network information infrastructures. Set up actively cooperation relation among different schools, carry on mutual admittance work between related disciplines, and create chances to promote teachers and students to exchange in different countries and areas. Continually promote the connection of teaching and research, take the scientific research activities as important measures to train students to master scientific research methods, to improve the science quality and creative thinking. 8. Education institutes should set up particular education evaluation organization, value the feedback of teachers and students, invite employment institutions, service and related departments to participate in education evaluation, collect education quality feedback information like graduate quality etc. from the past graduates and service institutes. 9. Education institutes should have a constructive relationship with the relevant departments and medical organizations like society, health and education etc Education institutes should regularly check, analyze, revise the development plan of schools, periodically regulate training (specialty) aim, continually increase the investment to teaching facilities etc. education resource, bear more responsibility for public cause of the society. Essential requirements for graduates of Chinese medicine undergraduate (pre-cmd) is used to evaluate the learning outcome of graduates enrolled in education institutes, and is either the most basic requirements for the graduate of Chinese medicine undergraduate (pre-cmd), or the minimum standard for Chinese medicine undergraduate (pre-cmd) education. Part B General Objective 1. To train medical graduates who will be engaged in medical services and health. 2. To master fundamental theories and knowledge Chinese medicine, master required fundamental knowledge and skills of social and natural science (life science) related to Chinese medicine. 3. Be able to carry out medical practices safely, effectively, and morally in Chinese medicine treatment, 10

12 rehabilitation, and health care under the guidance of senior physicians. 4. Be able to pursue further vocational trainings to develop into independent practitioners, to have the ability of life-long learning and self-learning. Professional Quality Objectives 1. To take health benefit of people as professional obligations. 2. To have the mind and ability of communicating with patients as well as their family members. 3. Take the interests of patients and their family members into account in the process of diagnosing and treating diseases. 4. Actively seek, with honest attitude, the help from senior or other physicians while confronting with problems that are unable to be tackled with competence. 5. Esteem each individual and his belief, respect colleagues with spirits of cooperation and teamwork. 6. Have the conception of practicing medicine in conformity with laws. 7. Own consciousness of innovation, spirits of analyzing and criticizing. 8. Have the conception of life-long learning. Knowledge Objectives 1. To master fundamental theories and knowledge Chinese medicine. 2. To master required fundamental knowledge and skills of social and natural science (life science) related to Chinese medicine. 3. To know of the principles about health education, health care and rehabilitation as well as hospice care. 4. To have knowledge of effects of different cultural backgrounds and various social factors on mental health of patients and their family members. 5. To know of both the advantages and limitations of the medical security system to distribute fairly and effectively the limited medical resources. 6. To have knowledge of ethical principles of health care as well as related laws and responsibilities in the field of medicine. Capability Objectives 1. To have the ability of collecting medical history correctly. 2. To perform physical examinations and write normatively medical records. 3. To prevent and treat clinical common diseases and frequent diseases safely and effectively by applying Chinese herbs, acupuncture and moxibustion, Tuina etc. under the supervision of senior physicians. 4. Selecting appropriate clinical techniques to prevent, treat and rehabilitate diseases with proper clinical 11

13 skills. 5. Effectively communicating with others. 6. Cooperating with others and team work. 7. Acquiring updated knowledge and related information by utilizing libraries and modern information technology. The cultivation of professional quality of Chinese medicine undergraduate (pre-cmd) should follow the future orientation of Chinese medicine position, have a good command of the fundamental theories and clinical techniques of Chinese medicine by systematic study, strengthen Chinese medicine thinking and training methods, precisely master the nature and rule of Chinese medicine science, have a solid foundation of professional theories and be skillful in diagnosis and treatment of diseases in various Chinese medicine clinical departments. Introduction of Working Regulation for Formulation and Publication of Standard Zhu Xiaole Director of Academic department of WFCMS The Background Standardization is a strategic choice for enhancing modernization of Chinese Medicine. It is WFCMS core commissions to study, formulate, promulgate and promote International Organizational Standards of Chinese Medicine, which is urgently needed in the international information communication, medical service, talent cultivation, scientific research, management regulation. WFCMS standard belongs to international organizational standard. Brief Introduction of working process In order to standardize the work of formulation and publication of International Organizational Standards of Chinese Medicine, an International Standardization Conference of Chinese Medicine was held during the WFCMS Establishment Congress. Brief Introduction of working process The proposal of formulating Working Regulation for Formulation and Publication of Standard was raised by representatives from WFCMS member societies. Afterwards, with reference to Procedures for the Technical Work of ISO/IEC Directives, the secretariat drafted the regulation on the principle of high quality, scientificity, objectivity, fairness, impartiality. Simplification and revision was made to the Procedures for the technical work of ISO/IEC Directives so as to comply with the characteristic of international standardization of Chinese Medicine and that of our organization. Eventually, a tryout version took into form after a series of discussion on Chairpersons Meeting and Council Board Meeting, during which extensive solicitation of opinions was made. The tryout version was released on WFCMS website in 2006 and served as a ground for standardization work of WFCMS. 12

14 Under the guidance of the tryout regulation, the International Standard Chinese-English Basic Nomenclature of Chinese Medicine was formulated and promulgated, and several first working drafts, committee drafts, final draft standards were prepared. During the process of formulating international organizational standard of Chinese Medicine, WFCMS perfected the organization structure of standardization with its Standardization Construction Committee officially registered in National Administration of TCM and Civil Affair Ministry, PRC., and have its technical organizational structure and responsibilities defined. Submit the final draft standard With the combination of Chinese Medicine characteristics and general rules of international standard formulation, the accumulation of precious experiences, and the command of working procedures of international standardization, the final draft standard is subjected to the examine and approval of WFCMS Council Board. 13
