5 Understanding Asthma The Need Asthma affects 1.9 million people in Ontario Asthma affects up to 1 in 5 children (approx 570,000) Asthma is the leading cause of hospital admissions for children Absenteeism from school and work because of asthma Asthma can be controlled Asthma can be fatal without proper management and access to medications One in five Ontario school-aged children have asthma, a potentially fatal lung disease. 5

6 What is Asthma? Asthma affects the airways of the lungs The muscle bands around the outside of the airways tighten up making it harder to get air in and out of the lungs The inside of the airways become red and swollen (inflammation) There may also be extra mucus (phlegm) that makes someone want to cough more This can make it hard to breathe 6

11 Recognizing Poor Asthma Control Asthma may not be under control if a child/student: is using a reliever inhaler (usually blue) four or more times per week is more tired than usual from nighttime coughing or other asthma symptoms is having difficulty with activities/sports Absenteeism from school due to asthma 11

12 Asthma Medications Controllers (preventers) Usually taken every day for long-term asthma control Relievers or rescue (usually blue inhalers)* Usually only taken when needed or before exercise, for quick relief 12

13 Schools/Parents/Students as Partners Schools, parents and students need to work together School personnel can play an important role in helping students manage their asthma Parents play a role through open communication with the school, and by keeping their child educated about their own asthma and medication Benefits: Reduction in school absenteeism and classroom disruption Achieving full participation in school-related activities including physical activity Healthy Kids 13

14 Ryan s Law Overview Ryan s Law requires all schools boards to establish and maintain an asthma policy. Examples of similarities to Sabrina s Law include: asthma policy with specific requirements individual plans for each student with asthma option for employee pre-authorization for medication administration right of employee to administer medication in the event of an asthma emergency without preauthorization Example of additional requirements include: students permitted to carry asthma medication 15

17 Sample Asthma Policy To support the implementation of the legislative requirements of Ryan s Law 2015, the Ontario Educational Services Corporation (OESC) in consultation with the Ministry of Education, Ministry of Health and Long Term Care, the Ontario Lung Association, the Asthma Society, Ophea and relevant stakeholder groups has developed: A Sample Asthma Policy; and A Sample Administrative Procedures - Asthma Management Plan 17

18 The Sample Asthma Policy includes the following: A policy statement Definitions What is Asthma? Emergency Medication Medication Immunity Requirements Reference Documents 18

19 Administrative Procedures Asthma Management Plan This document outlines the Administrative Procedures to support implementation of the Asthma Policy. The documents contain the following sections: Role of the School Administrator Registration Authorization Medication Staff Training Student Asthma Management Plan Student Medical File Documentation Prevention Communication Role of: School Staff, Teachers/Coaches, School Secretary, School Bus Driver, Parent Involvement Committee, School Councils, parent/guardian or adult student diagnosed, student diagnosed with asthma 19

20 Administrative Procedures: Role of School Administrator Considerations may include: Registration Principal shall ask the parent/guardian/adult student if the student has been diagnosed with asthma and if so what asthma medications are used. When the school principal/designate is informed by the parent/guardian/adult student that the student has asthma, the school staff shall be informed. Where a student has been diagnosed with asthma, a Student Asthma Management Plan shall be established. Authorization If a student has been diagnosed with asthma, the Principal shall request that the parent/guardian/ complete the appropriate forms (e.g., Authorization for Administration of Asthma Medication Parent/Guardian Form) 20

21 Administrative Procedures: Role of School Administrator Considerations include: Medication Principal shall, with parental consent, allow a student to have a selfcarry reliever inhaler on the student s person at all times. If the student is 16 years or older, the student is not required to have parental consent to self-carry the reliever inhaler. Staff Training Arrange for annual asthma education sessions for all employees and others who are in direct contact with students on a regular basis. Student Asthma Management Plan Principal shall ensure parent/guardian in consultation with their health care provider, develop a Student Asthma Management Plan and share with staff who have regular contact with the student. 21

22 Administrative Procedures: Role of School Administrator Considerations include: Student Medical File Principal shall ensure that a copy of the plan is placed in the Student Medical File. Documentation Principal shall ensure that each time a student is assisted with the administration of the reliever inhaler or other asthma medication, that the incident be recorded on the Individual Student Log of Administered Medication. Prevention Principal shall work with staff and families to identify and minimize asthma triggers in the school setting. Communication Principal shall inform students, parents/guardians, volunteers and coaches about the importance of understanding asthma and known triggers. 22
