Also, functions as the Technical Director, and Approved Signatory of the Army dosimetry program. In a supervisory capacity, responsible for assigning, training, and evaluating the work of Physicist/Health Physicist, Engineering Technicians, and Clerical personnel who provide dosimetry support to the Department of the Army worldwide. Manages the Central Dosimetry Records Repository (CDRR) for all historical records of ionizing radiation exposure within the Army. Interprets and executes NRC regulations relating to radiation monitoring for both radiation workers and the environment. In addition, reviews, analyzes, interprets, and implements dosimetry program changes based on the following standards/guides: Health Physics Society (HPS), American National Standards Institute (ANSI), National Council on Radiation Protection and Measurements (NCRP), International Commission on Radiological Protection (ICRP) and the International Standards Organization (ISO). Makes decisions and recommendations that significantly affect the Health and Safety of occupationally exposed radiation workers based on these standards/guides. Serves as the Senior Physicist in charge of the technical aspects of the dosimetry service and functions as the Army s primary POC and Subject Matter Expert (SME) for matters relating to ionizing radiation exposure with other DoD dosimetry operations, the NRC, VA, NATO, Office of the Secretary of Defense, Army Surgeon General, AMC Safety, NASA and NVLAP technical experts. Independently plans, designs and carries out programs, R&D projects and studies relating to ionizing radiation dosimetry. Develops experimental and theoretical studies designed to improve state-of-the-art measurement methods/techniques for radiation dosimetry. Assesses emerging technologies to evaluate their potential application for the Army Dosimetry Program. Plans organizational structure, budgeting and staffing needs; determine and assign types of jobs/duties needed; request personnel actions, make selections for appointments, promotions, etc., advises and counsel employees relative to work and administrative matters; assist employees in career planning; develop work performance standards; and periodically evaluate employee performance. August 1988 to January 1996: U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA), Radiation Standards and Dosimetry Laboratory - As a Physicist/Health Physicist provided technical support to the U.S. Army Ionizing Radiation Dosimetry Program,
4 the Army Primary Nucleonic Calibration Program, the worldwide Army RADIAC Repair, and Calibration Support Program, and the World Wide Radioactive Waste Disposal Program. Provided TLD proficiency testing of Army dosimetry program, performed onsite neutron dosimetry evaluations of Army facilities that utilize neutron sources and provided computer programming support relating to the UD-802 dosimetry algorithm. Ensured that each radiological operation within the U.S. Army TMDE Support Activity had an adequate radiation safety program, proper safety equipment, and a facility that meets the required radiation safety standards for its assigned mission. Served as the Radiation Protection Officer for the U.S. Army Primary Nucleonics Laboratory. Served as a consultant and advised radiation protection personnel on matters involving health physics, radioactive material disposal, environmental radiological monitoring and radiation dosimetry. Provided training to radioactive material users, and ancillary personnel. October 1984 to July 1988: Alabama Department of Public Health, Radiological Health Branch: As a Health Physicist was responsible for planning and implementing the radioactive material inspection program to ensure that users of radioactive material complied with State and Federal regulations involving public health and safety. This involved the inspection of nuclear medicine departments, radiation therapy departments, and teletherapy departments in hospitals, particle accelerators, industrial radiographer, University's radioactive material programs, and other radioactive materials. Other duties included radiological emergency response, the investigation and recommendation of corrective actions for radiation accidents and overexposures, the calibration of radiation instrumentation, and the collection of environmental samples. We worked together at the U.S. Army Test, Measurement, and Diagnostic Equipment Activity at Redstone Arsenal, AL. Mr. Harris was very knowledgeable in all areas of health physics and was always willing to help me and others learn. He has mentored many and has helped me and others prepare for the CHP exam. For the last 20 years Mr. Harris has been the Chief of the U.S. Army Dosimetry Center and the U.S. Army Primary Standards Laboratory. Mr. Harris is recognized as the U.S. Army's foremost preeminent expert on dosimetry. He has performed various and extensive research projects concerning dosimetry over the years and has obtained two dosimetry patents. He has also served twice as President of the Alabama Chapter of the Health Physics Society. Mr. Harris is a very good person that always thinks of others, is always willing to help, and will go above and beyond what is expected to complete the mission. He is dedicated to U.S. Army Dosimetry Health Physics missions to the point of working long hours even after undergoing lung cancer surgery and extensive chemotherapy. I understand that Greg Komp will provide his résumé to you separately. It will speak for itself, so I will concentrate on my personal reasons for supporting this nomination. I have known Bill since about 1990, when he first began his work in Army dosimetry. He was instrumental in gaining National Voluntary Laboratory Accreditation Program comprehensive accreditation for the Army Dosimetry Program (ADP). If the ADP was not the first to gain such accreditation, it was close to it. He hit his stride as the Chief of the US Army Dosimetry Center at about the time I was gaining momentum as the first Army Radiation Safety Officer. I had many questions about how to incorporate the ADP into the new Army Radiation Safety Program (ARSP) I was establishing. His continued support is essential to the ARSP. He is the go-to person for all aspects of ionizing radiation dosimetry. He has held elected office at the chapter level and been active in Health Physics Society activities and committees. I consider Bill a good friend and completely knowledgeable in all aspects of ionizing radiation dosimetry. He is the Army s expert and one of the Department of Defense s primary expert in that area.
