25 Russia: Import Quotas on Palm Oil Ø Attempt to limit the import volume of palm oil going into the country by introducing quotas for palm oil imports. Ø Measures to combat the falsification of dairy products. This is due to the palm oil prices being competitive and this put pressure and intense competition especially to the Dairy industry. Ø In response to this issue, the Fat and Oil Union of Russia spoke out against the proposalto introduce the import quota. Ø To date, nothing has been decided yet; this remains in the discussion stage.

32 Conclusions Ø Russia and Ukraine are major producers of sunflower oil thus SFO is widely used in domestic consumption. Palm oil is widely consumed in the food manufacturing sector thus it remains as the most imported vegetable oil intothe countries. Ø Indonesia continues to be the main competitor; in Russia share of palm oil supplied from the Netherlands is significant, whilst there is an emerging trend since 2017 of Ukraine importing its palm oil from the South American countries.
33 Conclusions Ø Margarine and industrial fats are the two key markets in the food sector that utilise palm oil and in general palm oil applications are found in the production of cheese and spread products, aswell asbakery and confectionary products. Ø Production of margarines and industrial fats are trending upward in Russia in the last 5 years and in Ukraine, productions picked up last year after experiencing downward trend prior to Ø Growing demand in the food industry coupled with advanced technology in the food manufacturing sector in Russia and Ukraine are the main growth drivers for production of margarine and industrial fats.
34 Recommendations Ø More promotional activities on Malaysian palm oil through engagement of local media. This approach allows maximum publications with positive image of Malaysian palm oil without spending huge budget as compared to the commercial PR practices. Ø Continuous engagement with the relevant stakeholders on the technical aspects of palm oil through Techno-Economic and Marketing on Palm Oil (TEMPO). Ø There is a need for physical presence of Malaysian companies/traders in both Russia and Ukraine to increase Malaysian palm oil market share.
