INTRODUCTION 1. This document provides an update on progress on key achievements and highlights, progress on decisions and recommendations taken at in 2013 and in It also provides an update on the progress of the Multi-Year Programme of Work (MYPoW) (CFS 2013/40/9 Rev.1), the CFS Chair s activities and the CFS budget. A. Key Achievements and Highlights Principles for Responsible Investment in Agriculture and Food Systems endorsed 2., October Following a two year consultation and negotiation period, consensus was found on the Principles for Responsible Investment in Agriculture and Food Systems (Principles) (CFS 2014/41/4 Rev.1) which were endorsed at. They represent the first time that governments, the private sector, civil society organizations, UN agencies and development banks, foundations, research institutions and academia have been able to come together and agree on what constitutes responsible investment in agriculture. To kick off outreach, on 17 March 2015 a multistakeholder event was held at FAO, Rome called Promoting Responsible Investment in Agriculture and Food Systems: From Principles to Action. The event brought together a wide variety of stakeholders to discuss the challenges ahead. It was noted that while the Principles provide the basis for moving forward together, the people responsible for translating global policy into action policy makers, lawmakers, investors, farmers, processors, traders, retailers, consumers, etc. need to think through the practical steps at all stages of food systems. 2 2 CFS/2015/42/Inf.13 Rev.2 Framework for Action for Food Security and Nutrition in Protracted Crises (FFA) 3. CFS 39 in 2012 requested that a Framework for Action for Food Security and Nutrition in Protracted Crises (FFA) be developed. This instrument is intended to bring coherence to a fragmented landscape where food security and nutrition is often neglected. Following the three year negotiation and consultation period, the FFA is being presented to CFS 42 for endorsement (CFS 2015/42/4). High Level Panel of Experts s 4. During this period the High Level Panel of Experts on Food Security and Nutrition (HLPE) continued to support the work of the Committee by producing scientific and evidence based reports on Food losses and waste in the context of sustainable food systems (2014), Sustainable fisheries and aquaculture for food security and nutrition (2014) and Water for Food Security and Nutrition (2015). These reports, requested by CFS, serve as background for CFS policy round tables and, as with the previous HLPE reports, receive positive comment on their quality. The HLPE also produced, at request of the CFS, a Note on Critical and Emerging Issues for Food Security and Nutrition (2014). High Level Forum on Connecting Smallholders to Markets June The commercialization of produce from smallholder farmers gives them opportunities to increase their production, their income, to foster rural development and food security and nutrition. As requested in the Multi-Year Programme of Work (MYPoW) (CFS 2013/40/9 Rev.1) endorsed by in 2013, the CFS Secretariat organized a High-Level Forum on Connecting Smallholders to Markets, which was held at FAO, Rome in June A wide range of stakeholders contributed their perspectives to a background document and at the event itself see the web page for more information. A chair s summary outlining the highlights of the forum is also available on the web page and is being presented to CFS 42 (CFS 2015/42/9 Add.1). Monitoring CFS Effectiveness 6. An online survey was carried out in March 2015 in accordance with the methodology endorsed at (CFS 2014/41/11). A total of 470 individuals responded to the survey which covered all CFS constituencies. The survey has provided a snapshot of the current perceptions and opinions of CFS stakeholders on CFS effectiveness. Some relative strengths and weaknesses have been identified, which enable some preliminary, general conclusions on how well CFS is progressing towards the vision defined in the CFS Reform Document. The report is at the disposal of CFS Members and Participants for informing discussions on possible areas for improvement and further analysis. Special Event on Developing the knowledge, skills, and talent of youth for food security and nutrition 7. As noted in the Multi-Year Program of Work (MYPoW)(CFS2013/40/9 Rev.1) endorsed by in 2013, a key constraint to achieving food security and nutrition is the lack of appropriately trained and work ready people in the agriculture sector. To address this issue, the Committee called for a discussion among a diverse range of stakeholders to discuss capacity building and talent development in the agricultural sector. In November 2014, the Bureau and Advisory group determined that the focus of this discussion should be on youth. As a result of strong interest in this discussion, two events are planned for CFS 42 a Special Event on 'Developing the knowledge, skills, and talent of youth' and a 'Youth for Food Security and Nutrition Idea Incubator. A background document informing the first event is available on the CFS webpage at over 50 videos featuring youth ideas for how to address food security and nutrition are available at

3 CFS/2015/42/Inf.13 Rev.2 3 Stocktaking Event: VGGT Two years on - where we are and where we are going May On the second anniversary of the endorsement by CFS at a special session of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) a multistakeholder event was held to find out what progress had been made. The global panel highlighted that the VGGT, while still young, were a rallying point for all actors involved in agriculture, food security and nutrition. Country case studies on Sierra Leone, Guatemala and the Philippines illustrated how different countries were implementing the Guidelines. A Sharefair was also held giving stakeholders a chance to find out more. See the Summary of the Event (in English) B. Outreach and Awareness Raising Activities Visit by the UN Secretary General to CFS 9. 7 May During a visit to Rome, the UN Secretary-General Ban Ki-moon took the opportunity to address CFS stakeholders. In his statement he noted that food security and nutrition is everyone s business, and that the CFS platform brings together positions and perspectives from all sectors. He recognized that CFS was leading the world in many key areas and that CFS is one of the best untold stories of modern development. Read the full statement. Near East and North Africa Multistakeholder food security and nutrition workshops 10. During this period two workshops were held: 4 to 6 November 2013, Tunis, Tunisia On the agenda were the regional food security strategy, activities and initiatives in the context of the ongoing social and political transition in the region and the issues of under and overnutrition. How to improve policies, programmes and interventions to make agriculture and food systems more responsive to nutrition were also discussed. Feedback was provided on the Principles and the FFA both of which were under development at that time. The various perspectives of food losses and waste including the development of a Regional Strategy to reduce food losses and waste by 50% in 10 years and the establishment of a Regional Save- Food Network were debated. The workshop report is available at this link (in English) April 2015, Amman, Jordan This Workshop was co-organized by FAO and WFP regional offices. The workshop agenda was aligned with outcomes of and upcoming priorities, covering a multistakeholder approach to food security in the Near-East, protracted crises, nutrition, the Principles and Food Losses and Waste policy recommendations. Discussions focused on the follow-up of decisions at regional level, and examples of country level multi sectorial and multistakeholder initiatives on nutrition and food losses and waste were show-cased. The workshop report is available at this link (in English). Rome-Based Agency Outreach Workshop March The Workshop was attended by country and regional representatives from the Rome Based Agencies. It provided an opportunity for dialogue on how to maximize the impact and value of CFS policy work at the regional and national levels. Participants increased their understanding of CFS and saw it as a useful way to enhance RBA collaboration. Stakeholder interest was also discussed including ways of ensuring take-up of CFS products.

4 4 CFS/2015/42/Inf.13 Rev.2 Chairs Activities 12. During her two year term, the Chair of CFS was invited to speak on the work and model of CFS and to present the CFS products. Her travels included all regions and covered many areas of work of CFS. s including the main outcomes and further details of the Chair s programs on each trip are available on the CFS working space which is accessible through the Bureau and Advisory Group Representatives. Tracking Decisions and Recommendations Source # Area of Work Text in Document Status CFS 39 VIII para 21 d Right to Food the Committee agreed that at its 41st Session in 2014, a session will be included on a ten year retrospective on progress made in implementing the Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security. A ten year retrospective was organized during. October 2013 October 2014 Source # Area of Work Text in Document Status I para 9 s IV A and B Logistics Policy Convergence the overarching need to receive session documents in all United Nations official languages in a timely manner to enable their review by all delegations and urged all responsible for their preparation to ensure that deadlines are duly met. Policy recommendations for Biofuels and Food Security and Investing in Smallholder Agriculture for Food Security and Nutrition were agreed. For, all documents were posted within the eight week deadline with the exception of the Decision Box on the Right to Food Ten Year review (CFS 2014/41/7). For CFS 42 all session documents are on track to be available within the eight week deadline. Policy recommendations endorsed at. V A para 53 Principles for Responsible Investment in Agriculture and Food Systems The Committee took note of the update provided in document CFS/2013/40/6 and endorsed the proposed schedule for the way forward as outlined in paragraph 6. The Principles were endorsed at (see Highlights).

8 8 CFS/2015/42/Inf.13 Rev.2 V B para 55 c V C 58 c Framework for Action for Food Security and Nutrition in Protracted Crises (FFA) Global Strategic Framework takes note of the update provided in document CFS 2013/40/7 and endorses the schedule proposed for the way forward as outlined in para 15. agreed that the statistical figures included in Section 1 of the GSF should be updated annually to be in line with those of the SOFI reports. The consultative process continued during the period October The third version of the GSF (2014) was updated accordingly at. V D para 64 a Rules of Procedure mandated the Bureau to consider which of the selection criteria for the appointment of Members of the HLPE Steering Committee, mentioned in paragraph 43 of the CFS Reform Document and paragraph 10 of the Rules and Procedure of the Work of the HLPE, should be included in Rule V of the CFS Rules of Procedure with a view to submitting a proposal to the Committee during its Plenary Session in October The amendments to Rule V of the CFS Rules of Procedure were submitted to for endorsement. V D para 61 b endorsed the modalities and requirements for inclusion in the CFS Secretariat, through secondment of staff of other UN entities directly concerned with food security and nutrition. The possibility of other UN entities' inclusion remains a resourcing option, depending on the needs of the Secretariat. V D para 61 c requested FAO, IFAD and WFP to proceed with the process of recruitment of the CFS Secretary as soon as possible. A full time Secretary for CFS started on 6 October 2014.

9 CFS/2015/42/Inf.13 Rev.2 9 V D para 63 a endorsed the proposed amendment to Rule XXXIII of the General Rules of the Organization (GRO) and requested that the FAO Council, forward these to the Thirty-Ninth Session of the Conference (Rome, 6-13 June 2015) for approval. The FAO Council forwarded these amendments to Rule XXXIII of the General Rules of the Organization (GRO) to the Thirty-Ninth Session of the Conference, which took place in Rome on 6-13 June 2015, for approval. D para 64 b mandated the Bureau in consultation with the Advisory Group to urgently analyze the role of the Advisory Group, its composition, categories and the selection process for each category in order to strengthen its contribution. The Bureau will submit a proposal to the Committee during its Plenary Session in October Amendments were made to Rule IV of the CFS Rules of Procedure re additional roles for the Advisory Group, the possibility to appoint adhoc Participants and reporting exercise to be carried out by Advisory Group constituencies at the end of each intersessional period. The Bureau decided to retain the five categories of the Advisory Group unchanged and maintain its present composition and number of seats as well as the current practice for the selection of its members. The Committee also endorsed the recommendation of the Bureau to allow representatives of academia to participate as Observers in CFS meetings. D para 64 c Rules of Procedure mandated the Bureau to further clarify the CFS Reform Document regarding the distinction between CFS Participants and Observers with a view to submitting a proposal to the Committee at its next Plenary Session in October Given that it was not possible to find consensus, the Bureau requested further discussions with a view to presenting a proposal at CFS 42.

10 10 CFS/2015/42/Inf.13 Rev.2 V E 66 e Monitoring endorsed the proposal for a plan of action to disseminate the CFS decisions in the context of the CFS communication strategy. The OEWG on Monitoring continued its work during the period as requested. V E 66 f endorsed the proposal to focus the CFS monitoring on the Committee's major, strategic and catalytic products. V E 66 g V E 66 i endorsed the conduct of periodic assessments of the CFS effectiveness in improving policy frameworks and in promoting participation of and coherence among stakeholders on food security and nutrition. Specifically it recommended carrying out a baseline survey. requested/recommended that the OEWG on Monitoring continue its work in 2014 as outlined in paragraph 5 of document CFS 2013/40/8 and report back to CFS at its 41st Session, subject to available resources. V E 66 j underlined the need to use monitoring and evaluation to improve the work of CFS and the formulation of future CFS recommendations bearing in mind that they should be simple, precise, concise, actionable and time bound. V G c Communication strategy endorsed the elements of the strategy as presented and recommended and urged that an implementation plan including the budget be worked out by the Secretariat in close collaboration with the Bureau and Advisory Group. An implementation plan and budget was presented to CFS stakeholders at the Priority Information Session on Sep The Secretariat continued its communication and outreach activities (see highlights) and reported to (CFS 2014/41/10). V G d noted that communication should be an intrinsic part of all CFS workstreams. The Secretariat has continued to raise awareness of the work of CFS using the resources available.

11 CFS/2015/42/Inf.13 Rev.2 11 V F a MYPOW...recommended that it continues its work to further prioritize and streamline its programme of work and to implement the proposed process for selection and prioritization of CFS activities in the biennium. The OEWG continued its work and implemented the proposed process for selection and prioritization of CFS activities in the biennium V F b adopted the CFS MYPOW for including the proposed HLPE themes, major and other CFS workstreams. The MYPoW was implemented in the course of the biennium. V F c adopted the revised guidance note for selection and prioritization of CFS activities (annexed in the MYPOW). The MYPOW OEWG took note of the adoption of the revised guidance note. V F d the proposed CFS activities that have not been retained in the MYPoW will be included as part of the background, to be considered along with other inputs in the future process of selection and prioritization. The activities that were not retained in the MYPoW were considered during the process of selection and prioritization of CFS activities for the following biennium. VI 76 c Post 2015 CFS was encouraged to actively engage in the post-2015 development agenda process, bringing the unique experience of both its multiple- stakeholders and multi stakeholder platform to the debate; and to support the inclusion of a goal reflecting food security and nutrition issues among the sustainable development goals. The CFS Chair and the Secretariat carried out various fact finding and awareness raising activities related to the Post 2015 Development Agenda. VI 76 d All stakeholders were encouraged to do their part to ensure that the CFS vision of.a world free from hunger where countries implement the voluntary guidelines for the progressive realization of the right to adequate food in the context of national food security... is adequately reflected in the post-2015 development agenda.

12 12 CFS/2015/42/Inf.13 Rev.2 VI 76 c CFS was encouraged to actively engage in the post-2015 development agenda process, bringing the unique experience of both its multiple- stakeholders and multi stakeholder platform to the debate; and to support the inclusion of a goal reflecting food security and nutrition issues among the sustainable development goals. VII D...mandates the Bureau, in consultation with the Advisory Group, to explore ways for the CFS to provide inputs to the decision-making process on the post-2015 development agenda in New York. MYPOW MYPOW IV A 33 IV A 34 Post 2015 the Committee will start working in 2015 on its role in facilitating country-initiated multistakeholder assessments on sustainable food systems, food security and nutrition. This proposal stems from the Rio plus 20 Outcome Document and the Ministerial declaration of the 2012 ECOSOC high level segment which both reaffirmed the important work and inclusive nature of CFS. Enhance country level capacity in planning and implementing multistakeholder integrated assessments on sustainable food systems as a prerequisite for determining effective food security and nutrition strategies and actions which will be indispensable to achieve the post 2015 development goals. The Committee in 2013 decided that a possible CFS major workstream could be launched in 2016 to develop a framework for implementing the post development agenda on issues related to sustainable agriculture, food security and nutrition. A decision is expected to be taken by the Committee in In this regard, in the context of MYPoW, a proposal on a workstream concerning CFS engagement with Sustainable Development Goals is included in the MYPoW for that is presented for approval at CFS 42 in 2015 (CFS 2015/42/12). MYPOW IV A 36 Draft TORs for the preparatory phase should be prepared by the Secretariat for the Bur/Ag meeting in August 2014.

13 CFS/2015/42/Inf.13 Rev.2 13 MYPOW MYPOW MYPOW MYPOW MYPOW IV B 43 IV B 46 V B 46 IV B 47 IV B 51 Developing the knowledge, skills, and talent of youth to further food security and nutrition Connecting Smallholde rs to Markets HLPE A roundtable on the theme will be held during CFS 42 bringing together a diverse range of actors. Packages of existing recommendations should be scrutinized in order to highlight the most relevant and effective ones possibly based on presentations of successful experiences and best practices. A set of concrete policy recommendations for policy makers issued from this forum will then be presented to CFS 42 for endorsement. Draft TORs, including draft agenda and expected outcomes, should be prepared by the Secretariat, discussed by the Bureau/AG and agreed by the Bureau by August 2014 latest. HLPE to prepare report on Water and food security. Scheduled for CFS 42. The High-Level Forum on Connecting Smallholders to Markets was held on 25 June 2015 (see highlights). Within the MYPoW OEWG, it was decided that the outcomes of the High-Level Forum will be analyzed with a view to extrapolating lessons from good practices as well as identifying options for overcoming barriers and maximizing opportunities. The results of the work of the Task Team will be discussed by one-off Open-Ended Working Group that is intended to agree upon a set of policy recommendations and practices that evidence suggests can strengthen smallholder s access to markets. This agreed set of policy recommendations and practices will be presented for endorsement at CFS 43 in The report was launched on 15 May and will serve as a background for policy recommendations to be endorsed at CFS 42. IV B 20 f Principles for Responsibl e decided to transmit the Principles to the Governing Bodies of FAO, WFP and IFAD for their consideration. Transmitted to FAO.

14 14 CFS/2015/42/Inf.13 Rev.2 IV B 20 g Investment in Agriculture and Food Systems decided to request the United Nations General Assembly, through the Economic and Social Council, to consider, endorse and ensure the wide dissemination of the Principles to all relevant UN Organizations and Agencies (CFS41). Included in CFS Chair's to ECOSOC July IV B 20 h agreed to include the Principles in the process of updating the Global Strategic Framework for Food Security and Nutrition (GSF). Incorporated in the Fourth Version of the GSF being endorsed at CFS 42. IV C para 21 b IV C para 21 f Framework for Action for Food Security and Nutrition in Protracted Crises (FFA) recognized that additional time would be required to complete the process and endorsed its continuation and finalization. mandated the CFS Bureau, in consultation with the Advisory Group and with support from the Secretariat, to call for additional consultative and negotiation sessions with the intent of finalizing the document for presentation to and endorsement by the 42nd Session of the Committee. Additional consultation and negotiation time was allocated leading to consensus being reached (see highlights). IV C para 21 g Requested the CFS Secretariat to ensure that during the upcoming negotiations, interpretation in all official languages is provided and that the negotiated text is available in the aforementioned languages. The Secretariat ensured translations were available. VI A 41 c MYPoW recommended that the MYPoW OEWG continues its work with a view to presenting a proposal on the CFS activities to be carried out in the biennium for endorsement by the CFS Plenary in The OEWG continued its work.

15 CFS/2015/42/Inf.13 Rev.2 15 VI A 41 d requested the HLPE to undertake a study on Sustainable agricultural development for food security and nutrition, including the role of livestock to be presented to CFS Plenary in 2016 and a study on Sustainable forestry for food security and nutrition to be presented to CFS Plenary in These HLPE reports are under development. VI A 41 e requested the MYPoW OEWG to revise the Guidance note for selection and prioritization of CFS activities, included in Annex 1 of document CFS 2013/40/9, on the basis of lessons learned in the biennium with a view to presenting the revised version for approval at CFS 42. The OEWG prepared a revised version of the guidance note for the selection of CFS activities that is annexed to the MYPoW and presented for endorsement at CFS 42 (CFS 2015/42/11). VI B 42 b Communic ation strategy emphasized the importance of communication to support effective implementation and realization of CFS recommendations and decisions. The Secretariat increased its social media presence and expanded its external mailing list to approximately 5,000 recipients. VI B 42 c urged CFS stakeholders to take appropriate action to disseminate CFS products throughout their constituencies and to be active participants in raising awareness of CFS and its products. A new, more streamlined website allowing easy access to CFS products and supporting material launched for CFS 42. VI B 42 d urged the Rome-based Agencies (FAO, IFAD and WFP) to actively disseminate information about CFS products and their uses throughout their organizations both in Rome and in decentralized offices. On 18 March 2015 the Secretariat organized a workshop for regional staff of the Rome Based Agencies (see highlights). In April 2015 the CFS Chair wrote to the heads of the RBAs encouraging them to disseminate information on CFS and its products to their staff, in particular those in decentralized offices.

16 16 CFS/2015/42/Inf.13 Rev.2 VI B 42 e VI C 43 b ii Monitoring encouraged CFS stakeholders to ensure that communication activities are allocated sufficient resources. requested that the CFS Secretariat, in collaboration with the Open-Ended Working Group on Monitoring, conduct a baseline assessment of CFS effectiveness beginning with the implementation of an opinion survey of CFS stakeholders and provide an update including a report of the baseline survey results to CFS 42. Communication activities have a minimum level of resources in to support the plenary and selected awareness raising, and donors supported awareness raising activities for the RAI principles and FFA. The survey was undertaken and the results will be presented to CFS 42 (CFS 2015/42/10). VI C 43 b iii requested the CFS Secretariat, in collaboration with the Open- Ended Working Group on Monitoring, to complement the opinion survey of CFS stakeholders with the implementation of in-depth country level assessments on a voluntary basis, as described in the Methodological Proposal in Annex 1, subject to available resources. The Secretariat will support in-depth country level voluntary assessments, pending resources and volunteer countries. VI C 43 b iv encouraged CFS stakeholders to continue to share their experiences and best practices, and requested the Secretariat to explore and promote ways to organize events as indicated in paragraph 5 of the document (CFS 2014/41/11), subject to available resources. The Coordination and Linkages with CFS agenda item is intended for this purpose.

17 CFS/2015/42/Inf.13 Rev.2 17 VI E 49 b Global Strategic Framework endorsed the proposal to place the recommendations of the policy round tables that were adopted in Plenary in the main body of the Global Strategic Framework for Food Security and Nutrition (GSF). The policy recommendations on Food losses and waste in the context of sustainable food systems (: 2014) and Sustainable fisheries and aquaculture for food security and nutrition (: 2014) are included in the Fourth Version of the GSF being endorsed at CFS 42. IV D 47 b Rules of Procedure...mandated the Bureau to further review the matter [of civil society and private sector associations participation] with a view to ensure an effective involvement of CSOs/NGOs and the private sector representatives in CFS proceedings and work. Consensus was not found and further discussions were postponed until further notice pending additional information being available to take an informed decision (see document CFS 2015/42/Inf.17).

Funding for CFS in came from FAO, IFAD and WFP, who each contributed a third of the costs for plenary and regular workstreams. They also provide in-kind (not costed) contributions through technical support to the workstreams. CFS workstream funding was supported by the Bill and Melinda Gates Foundation, European Union, France, Germany, Sweden, and Switzerland. Funding partners for the High Level Panel of Experts have included Australia, European Union, France, Ireland, Norway, Russia, Spain, Switzerland and the United Kingdom. France has also provided in kind support (secondment for the position of HLPE Coordinator), the value of which is included in the budget above.
