In brief Programme summary: The Viet Nam Red Cross (VNRC) put itself in a stronger position through 2006 as a result of better assessment of vulnerabilities in-country and which of these it is best equipped to address. Better assessment and an independent review of capacity, gaps and opportunities enabled this. Viet Nam is one of the most dynamic and fast-changing countries in the world and the national society is better aware of the opportunities such a situation presents as well as some of the changes it needs to consider to continue increasing its effectiveness. 2 Current context The year 2006 was a challenging year for the Viet Nam Red Cross (VNRC) with three destructive typhoons striking the country: Chanchu (in April), Xangsane (in October) and Durian (in November) in addition to the threat of an avian influenza outbreak. The VNRC was stretched to respond to these emergencies while at the same time carry out planned activities as part of this appeal programme. The delayed organization of VNRC s national congress has also affected implementation. The national society is also working on revising its statutes. The VNRC received feedback from Geneva and the statutes will be finalized in The process will take time as it will be participatory with inputs from members and volunteers from various backgrounds. In 2006, with VNRC assistance, the delegation revamped the process to conclude a status agreement with the government of Viet Nam as a further means of enhancing its service and support to the membership. Nowadays, I am enclosing them with a fence - Chu Van Manh, in Ha Tay province Objectives: The health of vulnerable communities is improved by implementing community-based health and care activities 1. A major achievement of 2006 was the information campaign on avian influenza preparedness. The initiative was carried out throughout the year thanks to contributions from the German Red Cross, Netherlands Red Cross and response from other partners to the Federation s Global Appeal on avian influenza (AI). As a result of VNRC's efforts to increase the community s awareness of the danger of human exposure to AI, no outbreak occurred in the country for almost a year (from January to mid- December 2006). While the HIV/AIDS and road safety projects received no external funding from the Appeal, the former continued at local level with local funding with the road safety campaign being supported separately by French Red Cross. The avian influenza component partly contributed to the meeting of the programme objective, safeguarding the health and lives of communities from the disease. In the early months of 2006, Viet Nam remained high at risk of being the source of an avian influenza pandemic. Low awareness of its risks and poor hygiene among parts of the population still exist. Combined with the cold weather in the northern part of the country triggering a series of viral illnesses 1 This objective has been updated.

3 and the AI virus already endemic among poultry in most regions make Viet Nam a potential fertile ground for the virus to mutate. Given the challenge, VNRC prioritized education to improve people s hygiene habits. Red Cross volunteers and members were trained to educate communities, distribute leaflets and posters on AI prevention and provide information on prevention to the local media. Ten provinces were prioritized but 54 other non-targeted provinces also benefited with people learning how to protect themselves and their communities from exposure to avian influenza. While many other in-country international organizations and non-governmental organizations (NGO) were implementing AI prevention, the VNRC was recognized as a leading organization in outbreak control in the country. This was achieved through its extensive number of volunteers who could reach and educate those in remote and mountainous areas, including the minority groups. VNRC also has a wealth of experience on AI as a result of information sharing with other Red Cross Red Crescent societies and as a result, was consulted and had a stronger presence in several forums. The United Nations Development Programme (UNDP), World Health Organization (WHO), United Nations Children s Fund (UNICEF), and the Food and Agriculture Organization (FAO) frequently consulted VNRC on avian influenza. The VNRC, with Federation support, worked on a government-donor-ngo partnership framework which was finalised in November 2006 to establish a partnership for avian and human influenza in Viet Nam. The partnership agreement will be signed by the Federation in Additionally, monthly teleconferences chaired by the Federation secretariat in Geneva and the regional delegation in Bangkok provided a good opportunity for the VNRC to share experience and development updates. There was strengthened cooperation between the VNRC and neighbouring Red Cross national societies. The national society disseminated information on AI in the three provinces bordering China, Laos and Cambodia where chicken smuggling is widespread. A quick response to AI occurrence in several provinces in the Mekong river delta in late December 2006 tested the national society s capacity to respond to an epidemic. Within ten days of the outbreak, VNRC launched dissemination campaigns in the provinces of Tay Ninh (bordering Cambodia), Bac Lieu and Ca Mau where the disease was found. The VNRC's reputation prompted the Ministry of Health of Viet Nam to channel funds to VNRC to carry out marching campaigns in several avian influenza-prone provinces, such as Bac Giang, Bac Lieu and Ha Nam. This involves groups of people including Red Cross volunteers and staff walking through public and residential areas holding flags, banners and loudspeakers to disseminate information on AI. Picture games were also distributed in the 54 non-target provinces with communities being asked to select the correct pictures showing the do s and don ts of avian influenza prevention. In September 2006, New Zealand Red Cross made a contribution to the health programme, which has been carried forward to 2007 and will focus on community-based first aid. Disaster Management Goal: The vulnerability and suffering of selected communities are reduced, in accordance with the Fundamental Principles of the Red Cross and Red Crescent Movement Objective: The VNRC fulfils it s designed strategic and implementation role in the context of Viet Nam s disaster management network. In 2006, achievements were made in the disaster management (DM) programme With the VNRC carrying out planned activities under the mangrove disaster preparedness (DP) programme funded by Japanese Red Cross and the community-based disaster management (CBDM) funded by DFID. It also managed and monitored the rehabilitation of communities after the recent series of typhoons: Damrey (in late 2005), Chanchu, Xangsane and Durian (in 2006). With support from the Federation s country and regional delegations, VNRC s strengthened disaster management capacity enabled it to run current programmes such as the mangrove plantation

4 (emergency preparedness/response). There was also stronger representation at in-country DM forums while headquarters staff acquired better skills at regional DM training/seminars. At local level, chapter staff and community representatives were provided with knowledge and skills on developing risk reducing disaster preparedness plans through training on CBDM and hazard, vulnerability and capacity assessment (HVCA) funded by DFID. A total of 125 staff from Red Cross chapters and 400 people at the communes in the five project provinces of Quang Ninh, Bac Kan,Yen Bai, Ben Tre and Can Tho attended CBDM and HVCA courses. Four bridges were built to provide access to thousands of local people during the flooding season as a result of communities using HVCA in identifying appropriate risk reduction measures. During the 2006 typhoons volunteers led resource mobilization efforts. Community consultation and decision making also led to the construction of a kindergarten for 20 children which provided a healthy learning environment instead of a pesticide store that was previously used. A disaster response and dissemination centre for 60 local Red Cross volunteers, equipped with ten megaphones, and 60 life-vests and buoys to aid with search and rescue during the flooding season, was established in Can Tho province. The centre also provides daily shelter for 20 children. Some 100 poor children who use boats to go to school during the flooding season were provided with life-vests. A total of 67 people/30 households in Quang Ninh and 244 people/50 families in Can Tho (comprising 15 children and 16 woman-headed families) gained access to clean water instead of using water from the river. Likewise, 454 people (171 women and 113 children) benefited from a similar clean water project in Gio Linh district, Quang Tri province. In previous flood and drought seasons, people bought clean water from other villages that had clean water wells. Disaster preparedness skills and knowledge of school children, teachers and local authorities in selected provinces were enhanced thanks to the implementation of the mangrove plantation programme funded by Japanese Red Cross. Disaster preparedness courses were attended by 732 school teachers who in turn will teach 23,865 children at their schools. Some 226 Red Cross staff and local commune/district leaders also benefited from DP training and used newly gained planning skills in their annual DP plans while 19 Red Cross disaster response teams were trained in response, first aid and relief. Some 377 local people trained in mangrove and bamboo planting planted 8,000 bamboo trees, covering 200 ha of mangroves in six project provinces. And 200 families directly benefited from the planting and protection through the catch of seafood products. The mangrove forest was protected thanks to the commitment of local people. The communities and the government are mindful of the benefits mangroves play in reducing the number of human and physical losses caused by typhoon (Damrey typhoon in 2005 for instance), and generating income for the local people. The Red Cross has been nominated to protect and maintain the mangrove forests using the government s annual budget line for mangrove protection. To facilitate the monitoring and plantation of mangroves, the Federation delegation, at the start of 2006, printed 4,000 Red Cross calendars indicating the monthly tides. The calendar acts as a good reference to plant and maintain mangroves, and to plan monitoring visits. The calendars were distributed to the local authorities, provincial committees on flood and storm control, VNRC chapters, schools and other relevant agencies in the

5 eight provinces where the programme had been implemented. More significantly, the calendar was illustrated with pictures drawn by children from primary schools where the mangroves had been planted. To further promote the VNRC s role and image in disaster preparedness and response, the country delegation supported the national society to be more visible among the in-country disaster management network, diplomatic corps and media. Two press conferences on the launch of the typhoon emergencies appeal and the Federation s World Disasters Report in November and December, respectively with the participation of representatives from foreign embassies, international/local NGOs and mass media, helped to highlight the national society s work. Two delegations of Japanese Red Cross chapters and one delegation from Thai Red Cross headquarters visited Viet Nam to learn and share Red Cross experience on the mangrove disaster preparedness project. Through the visits, the VNRC hopes to develop better knowledge sharing and exchange as a step towards further cooperation with neighbouring national societies. Organisational Development Goal: The lives of the most vulnerable people in Viet Nam are improved Objective: VNRC meets the basic requirements of a well functioning national society 2 In 2006, given the limited funding to this component, the national society prioritized the start of cooperation agreement strategy (CAS) process and capacity building for the national society. Few, but crucial steps have been taken toward this process. Slow, but firm steps proved to be suitable within the context of VNRC. VNRC, with the support of the Federation delegation, carried out an analysis of its current structure and strengths, and identification of areas for improvement. As the result, a position paper defining the priorities of VNRC, its terms of cooperation, the roles and the responsibilities of the national society and its partners was developed. This provided a step towards the preparation of a cooperation agreement strategy (CAS) up until The internal analysis is also a reference point for the national society to develop a terms of reference (ToR) for its departments, identifying responsibilities and areas of work, which is a request of partner national societies (PNS). A CAS committee and working group were established within the national society. VNRC leaders and managers were given a CAS induction by the regional organizational development (OD) delegate from Bangkok. As a result, VNRC leaders and managers improved knowledge of CAS and improved their commitment to having it in place. Generally, initial preparation for the process has been made however, a lack of expertise and funds stalled the CAS process in the second half of nevertheless, VNRC s leaders have made CAS a priority and expressed their wish to finalize the process soon. To progress in 2007, the national society needs more support from the Federation. VNRC has received support from the Federation and PNS through training initiatives to build its capacity in designing and implementing programmes. In 2006, 33 people from the VNRC attended international training/regional knowledge sharing forums on various topics including avian influenza, disaster management. The Federation delegation constantly urges VNRC staff to put into use the knowledge acquired. At the Federation delegation's initiative, the VNRC, the Federation and PNS jointly mapped human resources to improve cooperation in Sectoral working groups in water and sanitation and first aid were set up to jointly plan initiatives. The Federation will support VNRC to be more confident in its coordinating role. By end of 2007, VNRC will host coordination meetings, currently chaired by the Federation delegation. 2 This objective has been updated.

6 Thanks to funds from DFID in the second half of 2006, 68 newly- elected/appointed chapters were trained on the Fundamental Principles, international humanitarian law and VNRC's Strategy 2010 and Vision Given the fact that Red Cross leaders at the same time bear other responsibilities in their respective local authorities, this kind of training is useful to facilitate their work in humanitarian activities. Also, there is a strong need to have regular refresher to enhance Red Cross knowledge at the local level, rather than simply having training courses when funds are available. There is also a need to standardize a set of Red Cross training manual for leaders and managers on principles and values. The delegation has found a Red Cross consultant to support VNRC on a volunteer basis. The work will continue in In addition, seven Red Cross teams were established in the central provinces which are prone to disasters. Red Cross chapters trained the teams, except for Quang Nam because of a lack of human resources. The teams are expected to be active in Red Cross activities as well as in disaster and health emergencies. A Red Cross team in Da Nang disseminated avian influenza prevention measures to the local people, contributing to reducing the risk in that province which was very vulnerable after Xangsane. This pilot project also helped to identify needs to support the implementation of activities if the national society is to replicate this model in other provinces. A database to record volunteer members needs to be established, and volunteer cards need to be standardized. A film to celebrate the 60th anniversary of the national society was also made under this funding. The film is aimed to promote the Red Cross. Although the national congress was postponed at the last minute, it was still good to have media coverage. Finance development funded by the capacity building fund (CBF) continued throughout 2006 to strengthen the knowledge of trained local staff, as well as to train new staff. The training provided district accountants with basic knowledge on finance management, procedures/regulations on finance management of the government, the VNRC and the donors. Training and field visits were also good opportunities to help VNRC headquarters identify areas of improvement in chapters requiring further support from the headquarters. Working in partnership Many initiatives to improve partnership within the Movement and outside partners were taken during A cooperation agreement was signed by Viet Nam Red Cross, Lao Red Cross and Cambodia Red Cross reflecting commitment toward effective programme cooperation and long-term partnership around similar challenges. The country delegation initiated regular coordination meetings between the VNRC and PNS to strengthen cooperation and improve coordinated support to beneficiaries. The aim is by end of 2007, VNRC will demonstrate clearly its leading role to manage partnership in-country. The country delegation also facilitated VNRC's representation at in-country forums on avian influenza and other emergencies, such as the typhoons, through technical advice to the national society. This resulted in more consultations with VNRC from UN agencies on avian influenza, and from in-country disaster management groups in typhoons relief operations. In order to have more effective partnership, more qualified human resources and sound cooperation mechanisms should be established within the VNRC. Contributing to longer-term impact The programme implemented in 2006 has contributed to the Federation's Global Agenda and the Millennium Development Goals (MDG). Involving volunteers from minority groups to educate/disseminate avian influenza prevention in areas where avian influenza information is targeted at their communities should be continued. Enhanced transparency in beneficiary selection through widespread posters and selection criteria focusing on women-headed families with children is the best way to strengthen the capacities at communes in beneficiary selection. This was achieved through the

7 typhoon relief operations. The disaster preparedness programmes contributed to building stronger communities and reducing poverty. For instance, the mangrove plantation project allowed the active participation of the local people by involving them in making decision on what should be planted and where, and subsequent protection of the trees. The community s living conditions has improved thanks to the income from planting fees and fishing. Through providing disaster preparedness skills/training to children, the disaster preparedness programme contributed to reducing the risk of school children to a variety of hazards. Looking Ahead Under health, VNRC will seek support to replicate avian flu activities in another ten targeted provinces. Other initiatives such as in HIV/AIDS and road safety received no funding in 2006 and will be carried forward to 2007 given the increasing need for support in these areas. One planned project is to create employment for affected people in five provinces to help them re-integrate into communities. In 2006, the disaster management programme lacked a clear mechanism to mobilize Red Cross members and volunteers to implement contingency plans and fill human resource gaps. In 2007, the disaster preparedness programme will support the setting-up of a national Red Cross disaster response team for each selected vulnerable commune. Teams will be trained to coordinate with other local organizations and be in a position to respond immediately to disasters. The programme will also concentrate on measures to reduce risks; for example the establishment of early warning systems and continuation of mangrove plantation in selected coastal provinces. This will enable disaster management to become an integrated part of local development plans and contribute to poverty reduction and save lives and livelihoods. Organizational development activities which were not implemented due to a lack of funds were revised and carried forward to 2007 with a focus on the development of a youth and volunteer team, fundamental to the Red Cross. These teams are expected to play an active role in supporting communities both in disaster and health emergencies. In 2007, the organizational development programme will focus on building VNRC capacities and resources both at headquarters and provincial levels. VNRC will refine its structure by improving responsibilities for its technical departments. Clearer defined responsibilities for individual departments will help the national society to better coordinate internally and with the Federation and partner national societies.
