2 2015 Department Bulletins related to LEP DB Limited English Proficient (LEP) Persons Data Tracking Pursuant to San Francisco's Language Access Ordinance (Administrative Code section 91.10), members shall collect and record LEP information when making contact with an LEP reportee, victim, witness, or suspect, whether or not the incident required a police report. Members who come into contact with reportees, victims, witnesses or suspects whose primary language is not English and whose ability to read, write, speak, or understand English is limited shall utilize a qualified bilingual member, qualified civilian interpreter, or the Language Line to provide an interpretation. Whenever a member uses a qualified bilingual member, qualified civilian interpreter, or the Language Line for an interpretation, the member shall document the language used and the name and star/identification number of the qualified bilingual member or qualified civilian interpreter, or the identification number of the Language Line interpreter, into the CAD system through a "K" comment. If the member handling the incident does not have access to a computer, he/she shall request Dispatch to make the "K" comment. Examples of "K" comment entries: a. K, LEP Cantonese, Language Line ID #1234 b. K, LEP Mandarin, PSA Jones #4700 c. K, LEP Spanish, Officer Smith #200 d. K, LEP Russian, Language Line ID #2345 e. K, LEP Tagalog, Officer Brown #136 DB Language Service Information Card To assist Police Service Aides (PSA) and station desk personnel when speaking to people with Limited English Proficiency (LEP), the Department has developed a Language Service Information Card in five languages: Chinese, Russian, Vietnamese, Spanish, and Tagalog. The laminated card shall be accessible at each station and anywhere a person may want to file a police report. This card shall remain at the station's front desk. If a person needs to make a police report but is unable to communicate effectively in English, the PSA or station desk personnel shall present the Language Service Information Card to the reportee. The card instructs the reportee to point to whether he/she has a medical (red) or police (blue) emergency. If the reportee is experiencing a medical emergency, the PSA or station desk personnel shall request medical assistance via dispatch.

3 If the issue is a police matter, turn the card over and direct the reportee to the section on the card that informs him/her that a police officer or PSA will take a report with the assistance of a certified interpreter or the use of Language Line Services ( , Client ID #501644). The PSA or desk personnel should encourage the reportee to remain present until a PSA or police officer is available to assist the reportee. DB Quick Reference Guide Wallet Card Language Line Solutions Pursuant to DGO 5.20, unless exigent circumstances exist, members shall provide language assistance to LEP persons in the following order. 1. Qualified Bilingual Member: SFPD members who identify themselves as "bilingual" must demonstrate, through a formal procedure which has been established by the Department of Human Resources (DHR), competency to communicate in the source language by demonstrating the ability to listen to a communication in one language (source language) and orally convert it to another language (target language) while retaining the same meaning. 2. Qualified Civilian Interpreter: A Qualified Civilian Interpreter is an individual who has been certified by the City or other designated qualifying agency. A Qualified Civilian Interpreter may be an employee of another city department or an outside agency contracted to provide language interpretation services to the Department. 3. Telephone Language Line Interpreter If a Qualified Bilingual Member or a Qualified Civilian Interpreter is not available or cannot respond to the location in a reasonable amount of time, members shall immediately call for a Language Line Interpreter. The Quick Reference Guide Wallet Card, (See page two), was created for easy access when utilizing Language Line. Members shall follow steps 1-4 while accessing an interpreter. DB Translation of Statements/Documents Prior to Completing Incident Reports and Booking Statements/Documents as Evidence

4 Members collecting written statements or other documents prepared in a foreign language shall ensure the documents are translated into English prior to filing an incident report and booking the documents into evidence. In accordance to Department General Order 5.20 III (D), the preferred order for members using translation resources are as follows: 1. Qualified Bilingual Member, 2. Qualified Civilian Interpreters, 3. Telephone Interpreters (Language Line Services ). Qualified Bilingual Members and Qualified Civilian Interpreters shall memorialize the translation of the documents from the foreign language into English by providing: a written English translation, or an audio taped English translation. DB DEM Language Skill In accordance with Department General Order 5.20, the Department continues to strive for timely and accurate communication with those with Limited English Proficiency (LEP). The Department of Emergency Management (DEM) is now able to identify all certified trained language officers in Spanish, Cantonese, Mandarin, and Russian. Additionally, they are able to identify officers who speak Tagalog and Vietnamese as well, even though these languages are not currently certified. DB Bilingual Testing for Department Members The Department of Human Resources conducts bilingual testing in Spanish, Chinese, Russian, and Filipino. Sworn members and non-sworn members who wish to take the examination must submit a written memorandum that includes their name, Civil Service Classification, star number if applicable, station or unit of assignment, and daytime telephone number. Members must specify the language in which they want to be tested. (Members testing in Chinese must indicate the dialect.) Looking Forward

5 We were able to add Tagalog as one of the additional certified languages. Currently have 22 certified SFPD members in Tagalog. The Limited English Proficiency (LEP) class for SFPD Recruits and PSAs are now two hours instead of one hour. The new extended training uses numerous community advocacy groups to assist in the class. Their assistance helps to reduce some of the LEP issues when making contact with SFPD members. Officers, Recruits, PSAs (Police Service Aides) and SFPD cadets are issued language line solutions quick reference guide with step by step instructions on how to access language line. In addition they are instructed on the best way to use the interpreter by setting guidelines with the operator. They are also advised that if thing are not going well with the interpretation to request a new operator for interpretation. DEM is now able to check which on-duty officer is certified in Cantonese, Mandarin, Spanish, Russian, and Tagalog. Also check for on duty SFPD Vietnamese officers. However we are still working with DEM to re-train their Dispatcher to use the certified list oppose to going out on an all. For tracking purposes, DEM is now using a K comment which allows us to track which officer conducted the translation and in what language. We now identify which SFPD recruits are bilingual and certify them in their specific language while they are in the police academy. Monthly Meetings working with OCC (Samara Marion), DEM, DV Consortium, DA s Office and other Community Advocates. Once a month, these members, as well as Lt. Troy Dangerfield and Officer Jamie Garon get together to discuss LEP topics and ways the Department can improve its efforts with our LEP community. Current Projects Roll call training with LEP training video along with an A bulletin. Report writing (Crime Data Warehouse) will include a mandatory check box for translation. SFPD members will not be allowed to proceed in their report writing if they do not check the box. For the SFPD recruits we will be incorporating a scenario base incident for their report writing exercise. There will be a training for certified bilingual officers in subject interview. This will teach the proper way to translate verbatim while conducting an interview.
