1 WELCOME TO NEW MEXICO Your hosts: Cindy Vigil RDH BS, President NM Dental Hygienists Association Rudy Blea, Program Director, NM Office of Oral Health New Mexico has 219,512 Indian citizens, which represent nearly 10.5% of the state's entire population. There are 23 Indian tribes located in New Mexico - nineteen Pueblos, three Apache tribes (the Fort Sill Apache Tribe, the Jicarilla Apache Nation and the Mescalero Apache Tribe), and the Navajo Nation, and a considerable urban Indian population which is also served by the Indian Affairs Department. The nineteen Pueblos are comprised of the Pueblos of Acoma, Cochiti, Isleta, Jemez, Laguna, Nambe, Ohkay Owingeh, Picuris, Pojoaque, Sandia, San Felipe, San Ildefonso, Santa Ana, Santa Clara, Santo Domingo, Taos, Tesuque, Zuni and Zia. Each Tribe is a sovereign nation with its own government, life-ways, traditions, and culture; and each tribe has a unique relationship with the federal and state governments. 1

2 The twenty-three tribes in New Mexico are actively engaged un promoting quality education and health care for all members, especially their youth and elders. Economic development as a means to achieve these goals is important to Tribal leadership as is homeland security and housing for their communities. 6 Advocacy Organizations in New Mexico The NM Dental Association Mission of Mercy (5) NM Dental Association Foundation 7-year plan they call Oral Health Focus 2020 o It identifies priorities related to prevention, economics, education & workforce with more specific goals in each area. o Prevention for instance, focuses on implementing state incentives for community water fluoridation, requiring a dental exam prior to enrolling in pubic schools in order to encourage establishment of a dental home. o Economics involves Medicaid reform, a dental benefits patient "bill of rights" to limit insurance & other benefit practices that impede care rather than facilitate it, and elimination of gross receipts tax on dental services. o Education goals involve incremental progress toward an in-state dental school. o Workforce goals involve implementation & expansion of Community Dental Health Coordinators, expand opportunities for student & start-up loan repayment through community funding & tax incentives in underserved areas, and explore the use of other expanded function dental team members in piloted settings. Mission Statement To represent dental hygienists in continuing to improve the oral health of our community by being innovative in increasing access to quality oral healthcare. Vision Statement To elevate the dental hygiene profession by promoting education, expanding the opportunities for practice, and enhancing access to quality oral healthcare. Collaborative Practice Limited Prescriptive Authority Assessment for sealant and fluoride application varnish without a dental exam and without supervision Midlevel provider (ongoing legislative process dental therapist) Medicaid provider status and local anesthesia General Supervision Self-Regulation Licensure by credentials All of the achievements improve the oral health care of our community be expanding the opportunities to practice and enhance access to quality oral health care. 6

7 NM Oral Health Coalition The New Mexico Oral Health Coalition is an alliance of partners who believe oral health is an essential part of overall health care Coalition comprised of 35 NM organizations. NMOHC / Health Action New Mexico All people in New Mexico will have the opportunity to lead a healthy life in a healthy environment with full and equal access to quality, affordable, and culturally respectful health care To bring together organizations &consumers to influence policy that affects the health of all people living in NM; to develop policy solutions to improve access to health care; to promote leadership & a consumer voice on health issues; & to share tools & resources for advocacy 7
