10 Over Arching Principles Cannabis/cannabis infused products are neither food nor drug Dual licensing: local control is at the core of the regulatory framework Public Health & Safety State responsible for inspection, enforcement, product safety, labeling and safe packaging, etc. State sets minimum standards, locals can be stricter 10
