2 INTRODUCTION Shelter Scotland is Scotland s national housing and homelessness charity. We understand the harm caused by bad housing and homelessness, and believe that everyone has the right to a safe, secure and affordable home. We are unrelenting in our fight to make this a reality. Every year, over half a million people come to us for help with homelessness and bad housing. We provide advice and support through our website, our national helpline and our network of local housing advice centres. We also campaign to improve policy and practice at a national and local level that will improve the lot of people in housing need. Scotland has a proud history of rights around homelessness; after the establishment of the Scottish Parliament in 1999, the new government laid the foundations for a nation in which homelessness had no place. But after 18 years, people still find themselves without a safe, secure and affordable home on a daily basis. Every 19 minutes a household in Scotland becomes homeless. At Shelter Scotland we think it is a disgrace that in one of the richest countries in the world, we still can t provide a home for everyone. Scotland is facing a housing crisis In 2016/17, there were: 10,873 households in temporary accommodation. 3,250 families in temporary accommodation, including 6,041 children. In 44% of assessments, the applicant had at least one additional support need identified. (An increase of 330 households) (Increases of 13% and 16% respectively) (An increase of 5%) Homelessness: Far From Fixed 2
3 We also know that: The average time spent in temporary accommodation was 24 weeks. Every 19 minutes a household in Scotland becomes homeless. There has been a 10% rise in the number of rough sleepers applying as homeless. Furthermore, certain demographics are hugely overrepresented in the homelessness statistics; 46% of homelessness assessments are single men, and 15.1 in every 1000 under 25s have experienced homelessness, compared to just 9.4 in every year olds. We think these figures are unacceptable. Homelessness: Far From Fixed 3
4 ABOUT THE CAMPAIGN In September 2016, Shelter Scotland launched a national campaign, Homelessness: Far From Fixed in Glasgow. We aimed to put homelessness firmly on the political agenda, to educate and raise awareness of the issue, and we called on the Scottish Government to develop a National Homelessness Strategy. We are campaigning because homelessness can happen to anyone in Scotland; it is chance, not choice, that leads to someone losing their home. We see firsthand the complex mix of factors contributing to homelessness; from austerity and government budget cuts, to stagnant wages and a huge lack of affordable housing supply across the country. Over the past year, we have campaigned across the country to share the message that today, in 2017, homelessness is still #FarFromFixed Homelessness: Far From Fixed 4
5 Out and about In order to raise awareness and engage the public, supporters and politicans, we created a giant Snakes and Ladders board game called Chance not Choice, helping people to understand that homelessness can happen to anyone. With this, and a team of dedicated volunteers, we have travelled across the country and held campaign days in many towns and cities including: Dundee, Glasgow, Peterhead, Elgin, Edinburgh and Stirling to name but a few! In order to influence policy at a national and local level, we have been meeting with politicians from all areas and all parties talking about the issues around homelessness and hearing about issues in their local areas. We have a number of councillors and Members of the Scottish (MSPs) Parliament who back the campaign. Social media and comms In addition to our in-person campaigning, our Far From Fixed campaign has reached supporters and the general public in other ways. We ve sent regular mailouts to our supporter base of nearly 10,000 people, keeping them updated as to our progress on a national and local level. Join the fight using the hashtag #FarFromFixed We ve also achieved significant media coverage of each campaign day in local press, both print/online, radio and TV. The campaign has been mentioned 220 times in the media, generating 22.2 million opportunities to view! Sign ups In order to keep our supporters updated and continue to spread our message, we have ongoing promotion on all our social media channels: Facebook, Twitter and Instagram. Over the course of the campaign, our Far From Fixed posts on Facebook have enjoyed 5,636 clicks, and 2,890 likes and shares! The campaign has been supported by many different people and organisations, up and down the country, across the political spectrum, within the housing sector and beyond: 1,300+ sign ups in total, through campaign days, in our shops, and online 76 politicians, including councillors, MPs and MSPs 4 political parties 11 celebrities and Scottish bands Homelessness: Far From Fixed 5
6 Success of the campaign One of the core aims of the Far From Fixed campaign is to put homelessness firmly on the political agenda as a national and local priority. It can be difficult to get housing on the agenda against so many competing priorities, but when the First Minister announced the 2017/18 Programme for Government on 5 September 2017, it became clear that much of what we ve been calling for over the past 12 months has been met. Nicola Sturgeon announced that the Scottish Government would: set a clear national objective to eradicate rough sleeping, recognising that it requires more than just the provision of housing and that every individual will have their own unique needs and challenges establish a homelessness and rough sleeping action group to lead change in this area and identify the actions, services and legislative changes required to end rough sleeping and transform the use of temporary accommodation create an Ending Homelessness Together Fund of 50 million over a five-year period to support anti-homelessness initiatives and pilot solutions to drive faster change invest an additional 20 million in alcohol and drug services These commitments begin to address many of our calls for action, funding and mechanisms for change. 7 So what now? The announcements in the Programme for Government are very welcome, but we don t feel we can celebrate yet. We ve seen time and again how legislation doesn t always have impact on the ground. We know that people still fall through the gaps and desperately need our help. We understand that homelessness is rarely caused by just one issue; there are many, interrelating factors that lead to someone losing their home. We know our work is far from over. Over the next year, we will be back out on the streets raising awareness among the public, engaging media and politicians, and fighting to ensure that everyone in Scotland has a safe, secure and affordable home. What we want to achieve Our work is always influenced by the experience of people who come to us for help, so our aims are based on concrete evidence too. We want to see: Leadership and action to ensure that housing and homelessness policy is effectively implemented in practice Cohesive, joined up support that considers a range of needs together, rather than treating each one in silo A home for everyone because everyone needs a safe, secure and affordable home Homelessness: Far From Fixed 7
