Information about all care services is available on our website at This service registered with the Care Inspectorate on 1 December, Requirements and recommendations Childminder inspection report If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service, but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of Regulations, Orders or Conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; page 3 of 12

4 and included. They are often referred to as the SHANARRI indicators, We use these indicators at inspection, to assess how services are making a positive difference for children. Mrs Anderson's service (known as Nettie's Cheeky Monkeys) provides a care service to a maximum of six children at any one time under the age of 16. This means there should be no more than three that are not yet attending primary school and no more than one under 12 months old. Numbers are inclusive of children of the childminder's family. At the time of the inspection the childminder had two children on her register. One child is one and half years old and the other four and a half years of age. At the time of our inspection only the four and half-year old child was present. Mrs Anderson operates the service from the family home in Edinburgh. Her home is well situated to access a range of amenities including schools, nurseries, playgroups, parks, library and shops. What we did during our inspection We wrote this report following a short announced inspection that was carried out by an inspector on 02 February 2016 between the hours of 12:00 noon and 2:00 pm. During the inspection we gathered evidence from a variety of sources including discussion around relevant policies and records such as, Child Protection and Children's Personal Plans. We observed how she interacted with the child. We considered the general environment and equipment used in the provision of the childcare service. Parents provided us with comments through s. We received two s all commenting on the wonderful service provided by Mrs Anderson. Comments from parents are included within the report. Views of people using the service We met with one child during the inspection. The child commented he liked coming to Nettie's (the childminder). He liked Nettie and the toys he gets to play with. page 4 of 12

5 We could see that there was a caring relationship with the child and the childminder. The child was very settled in his surroundings. The parents said they were extremely happy with the care the childminder was providing. Parents' comments showed their views were clearly respected by the child minder. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The Care Inspectorate received a fully completed self-assessment document from the provider. We were satisfied with the way the provider completed this and with the relevant information included for each heading that we grade services under. The provider identified what it thought the service did well, some areas for development and any changes it had planned. The provider told us how the people who used the care service had taken part in the self-assessment process. What the service did well Mrs Anderson offers families a very good service. The key to her success for the child and their family is building professional caring relationships. Children made progress with the support from Mrs Anderson and the splendid communication she has with parents and carers. She provides a nurturing, safe, stimulating and fun environment for children. The Childminder is committed to progressing her personal development and applying this to her daily practice. page 5 of 12

6 What the service could do better To continue to evolve the service with parents and children's input. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. We decided this on the basis of parents' feedback and our time spent observing and speaking with the childminder. We also viewed some records she kept and spoke about how the children spent their time with her. The childminder has worked as a Mental Health worker and is a parent. She has applied her experience and knowledge of people and life to her daily practice when working with the children. Parents told us; "Annette is naturally very kind and practices a firm but fair approach to discipline. She also does her utmost to instil good manners and behaviour in the children she cares for". Parents' comments told us; the childminder was respectful and caring to the children in her care. The childminder has developed children's individual personal folders with input from the parents. We could see that children's achievements were celebrated by the childminder, for example, being kind to one another and being happy. page 6 of 12

7 She provided the children with materials and resources that supported creativity and learning. This showed she had a very good knowledge of children's individual interests and needs. Children's personal plans showed the childminder identified and promoted children's needs, for example, a child's daily sleep routine, potty training and healthy eating. The childminder respected and recognised how important it is to the child and family to have a positive experience when attending her service. We could see that the children took part in fun activities while attending the childminder, such as, soft play, going to parks and the cinema, using public transport and children taking part in bird watching (identifying birds and feeding birds). Parents provided us with the following comments which showed they considered her service to be professional and reliable: "Annette is loving and friendly and it is obvious to me that she cares deeply for the children in her care". "She provides a wide range of activities for the children; my son particularly likes story time. He takes books to the childminder when he wants a story read. He also loves getting out to the park". "The big thing I like about Annette's service is she keeps a folder on my child's progress so you can see how far he's come whilst being there". We could see the childminder gave children responsibility according to age and stage of development. Children and parents were consulted in menu planning. The childminder found this encouraged children to eat healthily and supported parents to provide their child with what they liked to eat, including healthy food options. We signposted the childminder to the good practice document 'Setting the Table' to support her ideas for healthy eating. Overall, the childminder ensured that children and parents/carers had their say about the quality of their care and the outcomes for children and families were of a very high standard. Children were cared for in safe, caring, warm and comfortable surroundings. The environment was comfortable and homely for the children to use. The childminder had very good risk assessments in place to ensure the safety of the children when using these areas. Risk assessments included the family cat. Children had easy access to a variety of toys and equipment suitable for their stage of development and interest, such as, games, jigsaws and books. Resources indoors and outdoors challenged the children supporting their next step of development. The children had very good opportunities for energetic physical play, for example, visiting parks and community play projects. This provided a wide range of positive experiences for the children. Parents commented they liked their child using the outdoors and sometimes walking to services. Again, suitable risk assessments were in place to ensure the safety of the children when using other services outwith the childminder's home. Children's work was displayed showing that the childminder valued and respected the achievements of the children. This helped to create a child friendly environment where children could appreciate a sense of belonging. We found that the childminder carefully considered risks in her service and took suitable steps to reduce these where possible, for example, ensuring cleaning materials or medication was not in children's reach and the family cat was page 8 of 12

9 properly supervised at all times. The childminder had very good practice in place in regard to recording accidents and incidents. She had a sound knowledge and a suitable procedure in place in regard to the administration of medication. Overall we found the childminder's home provided a very welcoming, nurturing and stimulating learning environment. Grade The quality of environment is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection We found that the quality of management and leadership was good. We suggested to the childminder to seek out further training in relation to childminding to support her practice even further. Parents expressed a very high level of confidence in the service and in the childminder's skills and knowledge in meeting children's needs. Discussion with the childminder showed she delivered a service very much required by the parents/carers. page 9 of 12

10 The childminder has some knowledge with regard to the publication 'Getting it Right for Every Child' (GIRFEC) and told us she found it helpful and used this as a framework to record information in children's personal plans and the indicators were rooted in her everyday practice when working with children and families. We signposted the childminder to the national guidance document; Building the Ambition and how this may support her service even further. The childminder attended some childminding training to support her to keep up to date with childcare practice, such as, positive behaviour and promoting children's well-being. She had also attended some training through working for the National Health Service, such as Child Protection and Health and Safety. This supported her knowledge and understanding in providing a good service. The childminder drew upon the care standards and looked at the inspection reports for other settings to evaluate her service and identify possible improvements. This regular evaluation supported positive outcomes for children.
