2 Dear Community Member, I started Americans for Safe Access (ASA) in 2002 for the purpose of building a strong grassroots movement to protect patients and their rights to safe and legal access. At the time there were only 11 medical cannabis dispensaries in the nation and they were all operating outside of the law. The national debate on medical cannabis centered on the legality and ethics of arresting and prosecuting patients for usage, but said little about safe and legal access. Patients were being arrested and harassed by local law enforcement and state officials were refusing ti implement medical marijuana laws. By bringing the patient s voice to the table through ASA, we shifted the debate to the real concerns of patients: access and patients civil rights. We created a vision for what safe access should look like, and the legal framework to support that vision, through the passing of state and local laws and numerous court battles. Our extensive monitoring of law enforcement activity has helped thousands of patients to navigate the legal system, help law enforcement accountable for their actions, and established major policy changes in the California Highway Patrol and other law enforcement organizations. On Capital Hill we have fought back attempts to further undermine our state laws and we continue to work with members of Congress and the Administration to resolve the federal conflict. The goal of ASA is to bring safe access to medical cannabis to every patient who needs it in America. Your support and participation is critical in helping to realize this goal. We want to make access to medical cannabis as safe and reliable as any other medicine. ASA provides free information through publications and online resources. The Patients Rights Project protects and expands legal and civil rights for patients and providers by providing raid preparedness support, legal services, and a toll free legal support hotline. 30% Local Grassroots Development ASA s grassroots movement is the frontline of defense for medical cannabis patients and providers. Our activists attend important council and board of supervisor meetings, organize rallies and court support, and lobby their local, state, and federal lawmakers. 20% Policy Shop ASA s Medical Cannabis Policy Shop provides a space for ASA to help activists analyze and improve pending laws and regulations. ASA evaluates the legislation and proposes changes that incorporate what the local patients need, including providing a legal distribution system for medical cannabis. 20% Federal Representation ASA is the only organization working fulltime in Washington, D.C., exclusively on medical cannabis issues. We fight for issues you care about,such as ending federal interference in states laws through rescheduling cannabis and working with federal agencies to release favorable policies. 5% Administration and Overhead Being thoughtful conservators of our resources, ASA operates on a meager budget, and we ethically minimize our overhead to ensure your money directly helps advance our mission and programs in a thoughtful and strategic manner. ASA is a 501(c)(4) organization, which allows us to engage in political work. Contributions to ASA are not tax-deductible. However, you may send a check payable to ASA Foundation, a 501(c)(3) organization, to support our education and legal support work. Contributions to ASAF are tax-deductible.
