1 Who are we? The Warrington Safeguarding Children (WSCB) is a strategic partnership that monitors what is done by agencies in Warrington to safeguard and promote the welfare of children and young people of Warrington. It s chaired by Richard Strachan. The purpose of this business plan is to direct our work on local priorities where we want to achieve improvements that make a real difference to the safety and welfare of our children and young people. This plan allows children, young people, their families and the Warrington community to understand what we are doing and to hold us to account. Our Vision Every child and young person in Warrington should be able to grow up safe from maltreatment, neglect, bullying, discrimination and crime -receiving help when they need it in a timely and effective manner Our Statutory duty Section 14 of the Children Act 2004 sets out the objectives of LSCBs, which are: A. to coordinate what is done by each person or body represented on the for the purposes of safeguarding and promoting the welfare of children in the area; and B. to ensure the effectiveness of what is done by each such person or body for those purposes. 1

2 Structure The WSCB is made up of a number of groups, each one with a different focus and function. Each of these groups undertakes work from this business plan to progress in the year. You can see an overview of our structure in our annual report on our website by clicking here. These sub groups report to the Mainboard who are senior managers from partner organisations around Warrington. For example, Cheshire Police, Warrington Clinical Commissioning Group, NSPCC and Warrington Borough Council are just a few of our partners. The Mainboard meet quarterly to look at issues and successes identified by the Executive sub group. We also check on our progress by having an annual development day session with Mainboard members. In that session we review our priorities and progress to ensure what we set out to do is making a difference and is still important to our local community. We work with the Local Safeguarding Adult as a critical friend in this process so that we are challenged regarding the activity we identify to take forward. When checking on our progress we use data that can show the multi-agency performance across a range of issues. This data helps the to identify its emerging concerns. LSCB priorities The priorities for the board are outlined below. These have been chosen by the Mainboard from multi-agency discussions regarding key local challenges and issues. To ensure we are focusing on relevant areas the WSCB annual report and half yearly updates are also provided to other Strategic partnerships in Warrington to encourage challenge and oversight. For example, the Health & Wellbeing and the Council Scrutiny Committee receive the annual report. As there is alignment of some of our priorities these bodies assist us to remain appropriately focused. We also ask the Impact group and Children in Care Council representatives to comment on our work to ensure our local children and young people are influencing our activity. 2

3 Priority 1 - Reduce the emotional and physical impact of neglect on children s health and development Harm to children and young people who experience neglectful parenting is recognised, responded to and reduced Priority 2 - Protecting children from domestic abuse Reduce the emotional and physical impact of domestic violence on children s health and development Priority 3 - Promoting the safety and wellbeing of the most vulnerable Reduce the emotional and physical impact of harm including from the risk of things such as Child Sexual Exploitation, Missing, Trafficking, Modern Slavery, FGM, Forced Marriage and Radicalisation on our most vulnerable children s health and development Priority 4 - Improving the quality and consistency of safeguarding practice Support the improved health and development of all children through consistently good safeguarding practice 3

4 Business plan The plan on a page on the next page represents the work plan identified by the partnership in its Development Day session with the Warrington Safeguarding Adults (WSAB). Activity has been identified against each priority that aims to progress the WSCB desire to address the priority and secure better outcomes for children and young people. It was also an opportunity to consider areas of joint work both s could take forward. As progress needs to be monitored we will also create a performance report for focused on these areas. This is to support the WSCB Mainboard to oversee progress within each financial year and identify where further challenge or resource is required. The work plan is a living document that changes as the year progresses and an updated version is taken to board every meeting. Day to Day Business Alongside the Business Plan outlined below the WSCB also has day to day activity to meet its statutory duties and basic functions. These include: Carrying out Serious Case Reviews / Case Reviews when needed Conducting Multi-agency case audits or Deep dive audits Delivering a training programme free of charge to local professionals Making links with other key protective partnerships in the Borough and Pan-Cheshire: Domestic Abuse Forum, Community Safety Partnership, Warrington Ethnic Communities Association, Pan-Cheshire Harmful Practices group Creating WSCB and Pan-Cheshire Policies and procedures to guide safeguarding practice Hold annual WSAB / WSCB development day with members and advisors Producing Annual reports and updating the Business Plan The WSCB team managers are also regularly meeting with partners to support them to lead on WSCB priority activity Rosie Lyden Manager & Mark Tasker Deputy Manager 4
