2 The service Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Diane Beveridge (referred to as the childminder throughout this report) is registered as a childminder with the following conditions:- Number(s) and Age(s) of person(s) to whom service may be provided: 1. To provide a care service to a maximum of six children at any one time under the age of 16, of whom no more than three are not yet attending primary school, and of whom no more than one is under 12 months. Numbers are inclusive of the childminder's family. Any other conditions unique to the service: 2. Minded children cannot be cared for by persons other than those named on the certificate. 3. Overnight care will not be provided. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection to assess how services are making a positive difference for children. What we did during our inspection We wrote this report following an announced inspection at short notice to the childminder. The inspection took place on Friday 8th September 2017 between 11:30 and 1:30. The inspection was carried out by a Care Inspectorate Early Years Inspector. As part of the inspection, we took account of the completed annual return and self-assessment that we asked the childminder to complete and submit to us. We sent four care standards questionnaires to the childminder to distribute to parents. We received two completed questionnaires before writing this report. page 2 of 10

3 During this inspection process, we spoke to the childminder and made observations of her interactions with the child in her care. We considered the experiences and activities available to children. We looked at some policies, procedures and records that gave some indication of how the childminder managed her service and planned to meet the individual needs of children in her care. We considered how the childminder promoted positive outcomes for children linked to the Shanarri wellbeing indicators (safe, healthy, achieving, nurtured, active, respected, responsible and included). Views of people using the service In the care standards questionnaire we received, parents strongly agreed that they were overall happy with the quality of care and support their children received at the service. They strongly agreed that they were happy with the range of activities, the quality of the environment and their level of involvement in the service. At the time of inspection there was one child aged 18 months present. We observed the child in the care of the childminder. We considered the child was very happy, secure and content within the environment. Self assessment The childminder submitted a completed self-assessment for her service. The childminder told us about some of the things she did well and some areas she planned to develop in her service. This provided a useful insight to the service before we carried out our inspection. What the service did well The childminder provided a caring and nurturing environment, the child present was relaxed and was seen to interact very well with the childminder. She was promoting language development and the child's knowledge and understanding of their world. She made effective use of the community to support children to be healthy, active and included. She planned well to meet children's individual needs and this contributed to positive outcomes, for example, children learning new skills and developing confidence and independence. What the service could do better The childminder should continue to look for opportunities to keep her skills and knowledge up to date, for instance, through training, reading or other learning. 4 Findings from the inspection We found that the quality of care and support continued to be very good. In questionnaires, parents strongly agreed that the childminder asked for their views about how they wanted their children to be cared for and involved them in reviewing this information regularly. We found that the childminder gathered a range of relevant information about the children in her care and used this well to develop routines and activities to meet their individual needs. She had developed personal plans for children that showed how she supported them individually and some of the progress and outcomes achieved. She kept parents informed of daily routines and developmental progress electronically through an interactive app., 'Daily Connect'. We saw that the childminder was nurturing, responsive and caring to the child present. A close bond had been established and the child was confident and happy throughout the inspection. We saw evidence of older children's involvement in choosing activities and outings also their views being recorded and valued. The childminder made good use of local groups and the local environment. Children benefitted from fresh air and exercise daily. Social interactions and skills were promoted by taking the children to toddle groups and book bugs. The childminder was aware of her roles and responsibilities in protecting children. The childminder had appropriate record keeping in place for accidents and incidents and shared this information with parents. We found that medication policies, procedures and record keeping was appropriate. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection We found the childminder's home to be safe, very clean, in very good decorative order and smoke free. There was ample space within the lounge and dining kitchen for the children to move safely and engage in varied activities. There was a secure back garden suitable for supervised play. The childminder had a daily check list for all areas to ensure the areas indoors and outdoors were kept clean and safe. page 4 of 10

5 The childminder confirmed she had exclusion periods for illness and adhered to these. This meant the risk of cross-infection in children was minimised. All play resources were safe and suitable for the ages and stages of development of minded children. The childminder ensured there were very good hygiene procedures in place e.g for handwashing and toilet and nappy routines. The childminder had been trained in Elementary Food Hygiene and ensured safe storage, preparation and serving food. Children benefitted from healthy food choices and menus reflected a varied and healthy diet. The childminder had attended Child Protection and Safeguarding Children courses and was aware of signs and symptoms of abuse and her policy described the correct procedures she would follow should she suspect any form of child abuse. A daily register ensured there was a record of which children were present at all times and who was present in the premises. This meant that records were available to track children's attendance and ensure all children would be accounted for in the event of an emergency. The childminder took the children to local groups, parks and outings for example to castles. Her outings policy described measures she took to ensure safety measures were in place for children. Quality of management and leadership Findings from the inspection We considered the childminder was enthusiastic about childcare and committed to providing very good outcomes for children in her care. The childminder was well organised with regard to paperwork necessary for the provision of the service. The range of information about children and the service was meaningful and effective. page 5 of 10

6 The childminder was proactive about training and gathering information. She held a qualification at SVQ Level 3 in Early Years Childcare and Education. She had since shown her commitment to her on-going professional development by continuing to undertake a large variety of training courses to keep her knowledge up to date. The childminder was up to date with current good practice guidance published by the Care Inspectorate (Care News) and The Scottish Childminding Association. She was a member of a local childminding group. They met regularly to discuss and share ideas for good practice. We suggested she should also access the Care Inspectorate hub, hub.careinspectorate.com. Public liability insurance was in place as appropriate. The childminder adhered to the conditions of her registration. The self assessment had been completed for our visit. It was of a good standard and gave a good overview of the service and how the childminder met children's needs. We have commented on the responsive nature of the childminder's service and parents confirmed that they are asked frequently about their view of the service and if they have ideas or suggestions. This evidences a proactive approach to meeting the needs of children and parents through communication with them. 7 What the service has done to meet any recommendations we made at or since the last inspection Previous recommendations Recommendation 1 We recommend that Mrs Beveridge continue to develop and maintain a system which will provide parents and children with regular opportunities to give their views and make suggestions for improving all aspects of her child minding service. Results and any action taken should be fed back to parents. National Care Standards 13 Early Education and Childcare up to the age of 16 - Improving the Service. This recommendation was made on 15 August Action taken on previous recommendation The childminder uses an interactive electronic app called 'Daily Connect'. This keeps parents informed of children's progress and provides an opportunity for parents to make comments and suggestions. Recommendation 2 We recommend that the provider review care plans when the provider is requested to do so by the service user or if there is any significant change a child's health, welfare or safety needs and at least once in every six month period. We advised she now needs to ensure there is a written record kept showing parents have been involved at least 6 monthly in reviewing all the personal information held. Recommendation 3 We recommend the child minder develops individual development records to record children's progress and next steps. 8 Action taken on previous recommendation Within the childminder's outings policy she lists measures to be taken to ensure she is equipped for taking children on outings and that they are kept safe. Recommendation 5 We recommend that Mrs Beveridge should review and improve the medication form to reflect that parents have administered the first dose of any new medication and any triggers leading to use of long-term medication.
