2 Introduction The Care Inspectorate regulates care services in Scotland. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Mrs Dorothy Jarrett referred to as the childminder throughout this report, operates her childminding service from her home which is located in a quiet residential area of Edinburgh. Her home is close to local amenities and public transport. Her husband, Paul Jarrett, is named on the Certificate of Registration as a joint provider. The areas of her home used to provide her service are the lounge/diner, upstairs bathroom and supervised access to the kitchen. There is a garden to the rear of the property which is fully enclosed. The childminder is registered to provide a care service to a maximum of six children under the age of sixteen years, of whom a maximum of six will be under twelve years, of whom no more than three are not yet attending primary school and of whom no more than one is under twelve months. These numbers are inclusive of the childminder's family. From 3 November 2014 until 31 August 2016, on a Tuesday, Wednesday and Thursday only, the service may be provided to a maximum of six children at any one time under the age of 16, of whom no more than four are not yet attending primary school, and of whom no more than one is under twelve months. Should any of the children currently attending leave the service, numbers will revert to those above. The aims for the service include the following: 'To provide a happy, caring and safe homely place where each child is able to develop his/her social, emotional, physical and intellectual skills at his/her own pace. An environment where parents/carers are relaxed and happy to be here and to be involved in the development of the children and to promote confidence and independence in the children.' The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it Right for Every Child (also known as GIRFEC). Set up by the Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. GIRFEC is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of GIRFEC. They are: safe, healthy, achieving, nurtured, active, respected, responsible and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. What we did during our inspection We wrote this report following an unannounced inspection which took place on Monday 3 September We gave feedback to the childminder on the day of the inspection. page 2 of 9

3 As part of the inspection, we took account of the completed annual return and self assessment forms that we asked the childminder to complete and submit to us. We sent three Care Inspectorate care standards questionnaires to the childminder to distribute to parents. Parents returned two completed questionnaires before the inspection. During this inspection process, we gathered evidence from various sources, including the following: We looked at: - a sample of children's files - the childminder's annual return - a sample of the childminder's policies and procedures - medication recording system - accidents/incidents recording system - public liability insurance - resources, toys and environment. We spoke with the childminder and observed her interactions with the minded children present during the inspection. Views of people using the service There are eight children registered with the service who all attended on a part-time basis. Two children were present during the inspection who were aged two years and two years six months. They both responded positively to the childminder and happily ate their snack whilst drawing pictures at the dining table. They appeared happy to in their environment and were able to choose the toys they wanted to play with. Self assessment The Care Inspectorate received a fully completed self assessment from the childminder. We were satisfied with the way she completed this and with the relevant information included for each heading we grade services under. What the service did well The childminder was skilled in responding to the needs of the minded children. She used a variety of information to help her provide a nurturing and stimulating service. This included feedback from parents, children's views and her observations of the children. What the service could do better The childminder should continue to refer to best practice when reflecting on and improving her service. 4 Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good not assessed 5 - Very Good Quality of care and support Findings from the inspection The childminder described the ways in which she worked in partnership with parents to help meet and support children's individual care needs. This included speaking with parents daily to discuss care routines and the activities that their child had taken part in. These processes helped to support the sharing of information and building positive relationships with parents and children. Parents told us: 'We discuss my child every day and highlight if anything is needing altered in any way.' and 'She uses the information to ensure my child has consistent routines when in her care. This communication allows consistency in boundary setting, activities as well as ensuring that his needs are met in accordance with his age and stage of development'. The childminder was caring, respectful and demonstrated that she had a positive relationship with the minded children. She gently reminded the children of the boundaries she promoted and used positive behaviour strategies to help support and encourage them during their play. The childminder supported the children during their chosen play and meal routines. She used encouragement and lots of praise to support the children's independence and acknowledge their achievements. This helped to support the children's confidence and selfesteem. The childminder demonstrated that she knew the children in her care well and informed us how she met their individual care needs and interests. Children's personal plan information was linked to the wellbeing indicators and were reviewed in consultation with parents. These were to be recorded and carried out a minimum of once every six months in line with legislation. A medication system was in place to record parental permission for the childminder to administer medication, if required, and to record when this had been carried out. A medication policy informed parents about the childminder's practice and informed them that the first dose of any new medication had to be administered by them in case their child had an adverse reaction. The childminder had a child protection policy which was shared with parents. She had completed child protection training which helped her to be clear about her role and responsibilities to protect children in her care. The childminder chatted with children about how they could keep themselves safe when they were out and about with her which included road safety. This helped to ensure children were protected and kept safe from abuse. Requirements Number of requirements: 0 page 4 of 9

5 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection The childminder's home offered children a comfortable, homely environment where they were cared for and nurtured. Daily risk assessments ensured the areas used for childminding purposes were free from hazards and ensured that children were cared for in a safe and well maintained environment. A parent told us: 'Her home is always neat and clean and warm and I have no concerns about him running out as the doors and gates are always secure'. The childminder told us about the procedures she had in place to minimise the spread of infection. Children were supported routinely to wash their hands before eating and after going to the toilet or after having their nappy changed. This meant that children were supported to develop an understanding of the importance of good hygiene routines. Exclusion periods for illness were shared with parents should their child be ill. Accident and incident forms were used to inform parents about what had happened to their child and the actions taken by the childminder. Parents signed to confirm they had been told about the accident. Activities and resources were age and stage appropriate for the children attending each day and were regularly rotated to meet children's interests and changing needs. The toys were easily accessible and allowed the children to play independently. Children were supported throughout their play by the childminder. She offered the children choices and listened to their requests which allowed them to be included and active participants in their learning and development. The childminder was aware of the importance of children experiencing fresh air and active play. She described the outdoor experiences for children within the wider community including toddler groups, playgroups, local parks, soft play, Gorgie Farm and Edinburgh Zoo. Outdoor experiences helped the children to learn how to assess hazards and ways to keep themselves safe with the support of the childminder. Quality of management and leadership Findings from the inspection The childminder demonstrated a committed approach to her childminding service. She was confident in her ability to meet children's needs and had continued with her own professional development by using online training courses to help support positive outcomes for them. The childminder's husband also took part in the online training to further his knowledge and help support the care of the children. The childminder told us that links with other childminders in her local area helped her to keep up to date with best practice and new legislation. She was a member of the Scottish Childminding Association (SCMA) and received their magazine and alerts. We directed the childminder to 'My creative journey' which contains information about arts and craft experiences linked to the wellbeing indicators to help further support her knowledge, policies and practice. The childminder kept in communication with parents through using a mobile phone messaging application and text messages. This meant that parents could be kept informed about activities, experiences and photographs linked to their child's day. The childminder encouraged parents and children to give their views about the service through verbal discussion. A complaints procedure informed parents about the actions they could take if they were unhappy about the service provided. In the two completed Care Inspectorate care standard questionnaires received from parents they indicated 'strongly agree' with the following statement: - Overall, I am happy with the quality of care my child receives in this service. Parents' written comments included: 'Dorothy's has built a strong bond with my son who loves and looks forward to seeing her. She has been a strong support for my family. My son's needs are met consistently and he continues to thrive. We are happy with the care he receives but most importantly, he is happy and enjoys his time at Dorothy's'.
