Anne Dunkelberg, Center for Public and Policy Priorities Liz Hagan, Associate Director of Coverage Initiatives, Families USA 10:15 AM -12:00 PM The Future of Enrollment Assisters & Effective Messaging During Challenging Times The Affordable Care Act is still the law of the land and outreach and enrollment services are still needed. This session will provide an overview of the latest CMS changes to the Health Insurance Marketplace, what we know about changes to the healthcare landscape and ideas for how how to adjust programs and plans to better serve consumers given these changes and future uncertainties. Heather Bates, Director of Community Engagement, Families USA Liz Hagan, Associate Director of Coverage Initiatives, Families USA BREAKOUTS *Breakouts will repeat and occur on Wednesday only. Participants will choose two to attend. 1:30 PM - 2:30 PM and 2:45 PM - 3:45 PM BREAKOUT SESSION I Marketplace Plan Selection: Educating Consumers in a Shorter Enrollment Period Recent changes to the Marketplace open enrollment period means that consumers have a smaller window to apply for health insurance and assisters will have to work extra hard to help facilitate enrollment. This refresher course will help assisters gain an understanding of the components of private insurance plans in the Marketplace, how to explain plan features and terms to consumers, key issues to
4 consider during the plan shopping experience, and strategies to help consumers identify and select the plan that best meets their needs. Dave Chandrasekaran, Independent Consultant BREAKOUT SESSION II What You Need to Know to Better Serve Your Veteran Patients This session will provide a brief overview of the Veterans Choice Program and the importance of the program to health centers and their Veteran patients. Participants will then receive military cultural competency training and learn of some best practices for reaching out and working collaboratively with other local entities serving Veterans. Finally other important Veteran resources for health center OE staff will be shared. Christopher Araujo, Peer Service Coordinator (Capital Area) Military Veteran Peer Network, Texas Veterans Commission BREAKOUT SESSION III Immigration and Access to Care This session will review immigrants access to health care and benefit programs and discuss current legislative actions that may have implications on their access to care. Participants will learn about immigrant families rights and eligibility for health, food and other programs and how to speak to families seeking these services. Matthew Lopas, Policy Attorney, National Immigration Law Center BREAKOUT SESSION IV Women s Health: What Programs Are Available, What Questions Can I Ask and Who s Eligible? HHSC will discuss the latest updates on the Healthy Texas Women program and provide an overview on the Family Planning and Breast and Cervical Cancer Services programs to help assisters learn to screen for and help individuals apply. Viveca Martinez, Director, Office of Women s Health & Education Services, Health and Human Services Commission

Advancing the Role of Outreach and Enrollment Outreach and enrollment has been a long-standing service within community health centers and assisters have a unique role in addressing individuals beyond their health care needs. In this session, participants will share new and adaptable ways to enhance your outreach and enrollment activities and advance the role of assisters through new skills and services.
