2 The service Introduction The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting it Right for Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It's a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting it right for every child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. In Scotland, the Getting it right for every child (GIRFEC) approach puts wellbeing at the very heart of its approach. The eight 'indicators' of wellbeing that form the basis of GIRFEC are - safe, healthy, achieving, nurtured, active, respected, responsible and included - often referred to as 'SHANARRI'. The childminder is registered to provide a care service to a maximum of 7 children at any one time under the age of 16, of whom a maximum of 6 will be under 12, of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. The numbers are inclusive of the childminders own family. From 1 July 2015 to 31 August 2017 or until a pre-school aged child who is currently using the service leaves, on a Monday and Thursday between the hours of 9am and 5pm the service can provide a care service to a maximum of 7 children at any one time under the age of 16, of whom a maximum of 6 will be under 12, of whom no more than 4 are not yet attending primary school and of whom no more than 1 is under 12 months. The numbers are inclusive of the childminders own family. At the time of our inspection, the childminder was caring for six children with varying patterns of attendance. The service operates from the childminder's family home in Musselburgh close to local shops, schools/nurseries, parks and places of interest. What we did during our inspection We carried out a short notice announced inspection of this service on Monday 28 November 2016 between 9.30 am At the time of our inspection the childminder was minding 2 children aged 3 and 4 years. Throughout our inspection we spoke with the childminder and the 2 minded children. We observed the care given by the childminder and looked at a number of documents including children's personal plans, sections of policies and procedures and insurance certificates. Views of people using the service The two children using the service during our inspection visit appeared very happy and comfortable with the childminder. They told us about the time they spent with the childminder. Some of their comments included: 'we are inside the igloo.' for Addie, Joanna page 2 of 8

3 'remember we saw that funny thing at the shops?' 'I love the fireman's pole at the park.' 'we made a fire at the beach, it was great fun' We received to care inspectorate questionnaires from parents. Parents commented very positively about the service. Self assessment We received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. What the service did well The childminder provided a very comfortable, nurturing environment for children. She knew children well and was committed to developing and improving her knowledge and skills as well as developing the quality of the service she provided. What the service could do better The childminder should continue to use GIRFEC health and well-being indicators in her monitoring and recording of children's progress and development. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good not assessed 5 - Very Good Quality of care and support Findings from the inspection The childminder demonstrated a very calm and nurturing nature. She enjoyed her work and took pride in the quality of the service she provided. We observed very positive relationships between the childminder and the minded children. Children were respectful of the childminder and benefited from the rules and boundaries she had set. The childminder had a behaviour management policy in place which parents were aware of which supported her to deal with challenging situations. for Addie, Joanna page 3 of 8

4 The childminder was very responsive to children's individual needs and interests. She told us that discussions with children and observations informed her of their likes and dislikes. Children's ideas were recorded on a black board in the playroom. This enabled parents to see what children were suggesting and showed how the childminder listened to their individual requests. Children told us that the childminder took them to places that were of interest to them. Parents confirmed in care inspectorate questionnaires that their children benefited from regular outings in the local community and to places of interest. Nutritious and well-balanced snacks and lunches were provided by the childminder. One parent made the following comment in a care inspectorate questionnaire; ' Joanna always provides a range of meals. They make fresh bread every morning and is always encouraging my child to try new things as well as eat his fruit and vegetables. She also only provides milk or water which we are very happy with.' The childminder had an effective 'working in partnership with parents policy'. This policy explained to parents the childminders expectations of how they could be involved in the service and of the importance of effective communication between home and the childminding setting. An informative online blog was a very good way of what was going on in the service and gave parents the opportunity to make comments and suggestions about the service. The childminder was very organised in the way she gathered information about children. Each child had their own file 'personal plan' which contained information about their individual needs, emergency contact information, medical and dietary requirements. By sampling some of the children's files we could see that the childminder updated information about children as she was made aware of their individual routines changing. The childminder had included GIRFEC health and wellbeing indicators within each child's file, she should now begin to use these indicators more within observations and recording of children's progress and development. Effective systems and policies were in place to ensure the safe recording, storage and administration of medication. Children were comfortable in the childminders home and moved about freely and confidently. for Addie, Joanna page 4 of 8

5 We observed the childminders home to be clean, bright and well maintained. Regular checks and updates of the safety of her home and garden were undertaken. We could see that the childminder updated and developed risk assessments as new risks or hazards presented. Regularly checking the safety of her home and garden contributed to the health and safety of children using the service. We noted that the childminders home and activities were well set out and prepared for children arriving at the service. Children had access to a playroom, large kitchen/dining room, living room, downstairs toilet and secure rear garden. The playroom provided a cosy place where children could play and choose resources, opportunities for arts and crafts and construction/ small world play were available in the kitchen/dining room. The childminder told us that children could relax or experience quiet time in the living room area. At the time of our inspection the children that were attending did not require sleep during their time at the childminders, however the childminder told us that she had a travel cot and was familiar with safe sleeping practices. The childminder had good systems in place to minimise the spread of infection. We observed the childminder reminding and supporting children to wash their hands after using the toilet and before eating. The childminder had a copy of current best practice guidance 'Infection prevention and control in day care and childminding settings.' In addition to this the childminder displayed NHS guidance about exclusion criteria for childhood illness and ailments. This kept parents up to date and ensured that children who were unwell did not attend the service. All of these systems contributed to the health and wellbeing of children. Accidents that had occurred when children were in the care of the childminder were well recorded and shared with parents. The childminder held a current pediatric first aid certificate and was confident in dealing and treating minor injures. 6 Quality of management and leadership Findings from the inspection The childminder was very committed to her own personal development. We noted that she had undertaken a range of relevant training to support the work she does and had begun to maintain an online learning log where she recorded the impact of the training she had done. Membership of the Scottish Childminding Association helped the childminder keep up to date with current best practice, policy and legislation. In addition to this she told us that she received and read information from the care inspectorate and used the care inspectorate hub ( an online resource that supports providers of care services to deliver high quality care.) The childminder identified as an area for improvement how she could involve children and families more formally in improving and assessing the quality of the service she provided. She told us that currently most of the communication she had been via phone, text and , however she had previously used questionnaires to gather parents opinions of the quality of the service but had not done so for some time. The childminder had a range of policies and procedures in place which parents were given at enrolment. The childminder had appropriate and valid public liability and car insurance in place as well as an effective complaints policy in place.
