1 Disaster Preparedness and Response Non-profit and Faith-based Organizations Preparedness Identify facilities, resources and people to support a disaster event. Provide volunteers, financial contributions and supplies to the Red Cross and other voluntary organizations to support the disaster relief effort. Response Provide coordination of the overall relief effort. Provide public health services, fire and police protection to the disasteraffected area. Inspect facilities for safety and health codes. Provide ongoing social services for the community. Repair public buildings, sewage and water systems and streets and highways.

4 Global Red Cross and Red Crescent Network Fundamental Principles humanity impartiality neutrality independence voluntary service unity universality The Red Cross, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavors in its international and national capacity to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples. It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress. In order to continue to enjoy the confidence of all, the Red Cross may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature. The Red Cross is independent. The national societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with Red Cross principles. The Red Cross is a voluntary relief movement not prompted in any manner by desire for gain. There can be only one Red Cross society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory. The Red Cross is a worldwide institution in which all societies have equal status and share equal responsibilities and duties in helping each other. The American Red Cross is part of the global Red Cross and Red Crescent network, which works to prevent and alleviate human suffering around the world. This network includes national Red Cross and Red Crescent societies like the American Red Cross in almost every country; the International Federation of Red Cross and Red Crescent Societies, which coordinates international assistance; and the International Committee of the Red Cross, which focuses exclusively on areas of armed conflict. The network is united by a shared commitment to the fundamental principles listed above. H /12

5 Fundamental Principles at Work Instructions: Match the fundamental principle to the statements about Disaster Services. Write the number of the principle on the blank line. More than one principle may apply. Fundamental Principles 1. Humanity: Endeavors to prevent and alleviate human suffering wherever it may be found, ensures respect for all humans, and promotes mutual understanding, friendship, cooperation and lasting peace among all people. 2. Impartiality: Makes no discrimination as to nationality, race, religious beliefs, class or political opinions; endeavors to relieve the suffering of individuals guided solely by their needs and giving priority to the most urgent cases of distress. 3. Neutrality: To continue to enjoy the confidence of all, the Movement may not take sides in hostilities and engage in controversies of a political, racial, religious or ideological nature 4. Independence: Works cooperatively as an auxiliary in the humanitarian services of each country s government, while still maintaining autonomy to act in accordance with the Principles of the Movement. 5. Voluntary Service: A voluntary relief movement; not prompted, in any manner, by desire for gain. 6. Unity: There is only one Red Cross or Red Crescent Society in any one country; it is open to all and carries out its humanitarian work throughout its territory. 7. Universality: All societies, worldwide, have equal status and share equal responsibilities and duties in helping each other. Disaster Services American Red Cross shelters are open to everyone. Organizations who partner with the Red Cross to provide services, such as faith-based community partners, do not distribute flyers about their religious practices or services while providing assistance on a disaster relief operation. Red Cross responds to all disasters, not just the ones in the headlines. On international relief efforts, the American Red Cross works through the national society of the affected country, following its requests for aid and support. Shelter workers do not accept cash tips. Disaster workers are careful not to display religious or political affiliations. Red Cross Societies work as equal partners on international operations. Red Cross disaster policy is not dictated by local, state or national government. Relief supplies are distributed equitably and according to need. Shelter volunteers do not check the immigration status of the people staying in a shelter. When providing meals in a shelter, Red Cross volunteers plan menus to meet different dietary needs.

7 The Chapter Responds One afternoon, your chapter was notified by the fire department about a large apartment fire. Six apartment units were burned, but the fire department stated that the entire building of 148 units needs to be evacuated because of concerns with structural damage to the building. A disaster action team (DAT) and feeding team were sent to the apartment building by the chapter. Immediate assistance When the feeding team arrives on the scene, they immediately begin to hand out snacks and bottled water to the evacuated residents standing out on the street and to the fire fighters and first responders. Sheltering The DAT finds out from the fire department that the residents cannot return to their apartments because of possible structural damage to the building. Many of the residents find relatives or friends to take them in; however 100 residents will need temporary housing. The DAT contacts the chapter staff, who activates the shelter team. The shelter team, working with volunteers and staff at the chapter, arranges for the city s recreation center to become the shelter facility. The shelter team also procures supplies, recruits additional volunteers, sets up the sleeping and eating areas, communicates the location of the shelter to the apartment residents and informs the feeding team of the sheltering plans. Feeding The feeding team must now think about providing meals to the shelter residents, beginning with a dinner meal this evening. The feeding team plans the menus, determines how to get the food and creates a meal schedule. Meals will be provided as long as the shelter stays open. Disaster assessment Once the fire department has put out the fire and the building is deemed safe to walk through, the disaster assessment team can begin to assess the damage to the affected units. They work with the fire department to find out the number of residents affected, number of damaged apartments, extent of the damage to each apartment and when residents can return home. Communications This is the biggest fire in the area in the last 30 years and the media are covering it on all the evening news programs. The chapter needs to communicate to the media and public what the Red Cross is doing to help the apartment residents and how the impacted population can access Red Cross services. Public Affairs volunteers gather this information and write news releases and talking points. Fundraising volunteers ask the public to donate money or specific items to help with disaster relief efforts. (Continued on next page)

8 Staffing the emergency operations center (EOC) and coordinating with local partners A number of factors, such as the size of the fire, the large number of people displaced, possible road closures and damage to electric and gas lines have all contributed to the decision that the local government will open an emergency operations center (EOC) to serve as a coordinating center for information and services the day after the fire. A government liaison volunteer is sent to represent the Red Cross chapter at the EOC to share information on the services the Red Cross is providing to the apartment residents. The chapter also connects with its community partners to coordinate other services the apartment residents may need, such as preparation or donation of meals, donation of clothing or household items or gift cards to purchase these items. Returning home Two days later, the chapter is informed by the building inspector that the building structure is safe and the residents whose units were not burned can return to their apartments the following day. The residents whose apartments were near the burned units will return home to water damaged apartments. For these residents, a logistics team will organize the distribution of cleanup kits containing items such as brooms, mops, work gloves, bleach and trash bags. Client Casework volunteers will interview the residents whose apartments were burned to help them identify their emergency needs. When all of the shelter residents have either returned to their apartments or have found temporary places to live, the chapter will close the shelter and the relief operation. Scenario Questions 1.
