2 Presenter Biographies Gwendolyn Williams, MSW Ms.Williams serves as a Program Manager in the Demonstration Programs Division of the Office of Juvenile Justice and Delinquency Prevention (OJJDP), Office of Justice Programs, at the Department of Justice. She is the lead staff and team leader for the Juvenile and Family Drug Court Programs. She has also served as team leader and played a major role in developing and implementing the OJJDP Juvenile Mentoring Programs. During her tenure at OJJDP, she also served as a Social Science Program Specialist with the Drug Free Communities Support Program. Prior to joining the Department of Justice, she served as a consultant to the District of Columbia Housing Authority in providing guidance and technical assistance in organizational development to nonprofits that were serving public housing residents. She has an extensive background in providing training, guidance and technical assistance to community and faith-based organizations. At the National Center for Neighborhood Enterprise in Washington, D.C., she directed a national program that provided grants, training, and technical assistance to community and faith-based organizations across the country; she also assisted in the development of a national training institute that served national grassroots leaders and also developed a national model for community-based grant programs. She served as Executive Director of the Fishing School, Inc. (a local faith-based after school program in Washington, D.C.) and established and implemented the Washington, D.C. Communities in Schools (Cities in Schools) Program. Ms. Williams served as Senior Program Analyst at the Greater Washington Urban League (GWUL) from , and was responsible for the process and impact evaluations of all programs and services. During her tenure at the GWUL, she participated in the design and implementation of community needs assessment surveys and established an agencywide MIS (management information system) that supported the program management and evaluation efforts. Ms. Williams holds a B.S.W. and M.S.W. from Howard University. She is an active Board Member of the Alliance of Concerned Men, Inc., a local gang intervention and youth service organization in Washington, D.C. and has served as a volunteer with youth correctional facilities in Washington, D.C. and Montgomery County, Maryland. Nancy K. Young, PhD Nancy K. Young is Director of Children and Family Futures, a Californiabased research and policy institute that works to improve outcomes for children and families, particularly those affected by alcohol and other drugs and involved in the welfare and child welfare systems. She currently serves as the Director of the federally-funded National Center on Substance Abuse and Child Welfare, which provides technical assistance to states in support of their efforts to enhance cross-system collaboration for the benefit of affected families, and develops and disseminates information on advances in policy and practice in this field. She also serves as the Director of the federally-funded Regional Partnership Grantee Support Contract, which provides guidance and 2

3 technical assistance to grantees striving to improve safety and permanency outcomes for children affected by methamphetamine or other substance abuse. She has been involved in numerous projects related to alcohol and other drug issues in the welfare and child welfare systems. These projects include: development of a CSAT-funded technical assistance publication on substance abuse and child welfare; a report on policy issues and effectiveness of substance abuse treatment for welfare reform published by the National Association of State Alcohol and Drug Abuse Directors (NASADAD); development of a guidebook for state welfare and substance abuse directors on the substance abuse implications of welfare reform; and the development of a policymakers guidebook on substance abuse issues for the Child Welfare League of America titled Responding to Alcohol and Other Drug Problems in Child Welfare. Dr. Young is a graduate of Cal State Fullerton and received a Masters of Social Work degree and her Ph.D. from the USC School of Social Work. During her doctoral studies, she was the recipient of a pre-doctoral fellowship with the National Institute on Drug Abuse focused on the public policy and research issues affecting children of substance abusers. Phil Breitenbucher serves as the Program Director of the Office of Juvenile Justice and Delinquency Prevention Family Drug Court Technical Assistance Program at Children and Family Futures. His primary areas of responsibility include management of the FDC TTA program, serving as Project co-director for the SAMHSA Children Affected by Methamphetamine (CAM) grant program, and serving as a TAT consultant to states and communities through the National Center on Substance Abuse and Child Welfare and OJJDP projects. Mr. Breitenbucher has nearly 15 years of experience in the management of public child welfare and community-based prevention services, including the implementation and management of three FDC sites, four Family Resource Centers as well as various prevention, diversion and early intervention programs. His management and leadership skills are reflected in several accomplishments, including the completion of a National TAT needs assessment for FDCs and the development of quality workshops and plenary sessions on FDCs. Mr. Breitenbucher manages the design and implementation of an effective TAT model, utilizing a wide range of computer-based and communications technologies, including a virtual learning community comprised of 15 webinars and a blog that allows participants to dialogue with experts and peers. He also works with national experts and State FDC Coordinators on the development of FDC Guidelines and Mentor Courts. Mr. Breitenbucher received his Master of Social Work from California State University, San Bernardino and his Bachelor of Arts in Psychology from California Baptist University. 3

4 Jane Pfeifer, MPA Jane Pfeifer currently serves as Senior Program Associate at Children and Family Futures. In this role, Ms. Pfeifer leads the Family Drug Court Peer Learning Court Project and the Family Drug Court Guidelines Project, and provides training and technical assistance to jurisdictions across the U.S. Previously she has worked in the justice system, focusing on systems improvement and collaborative justice. Ms. Pfeifer has over 20 years of experience with the California Probation/Corrections systems and 13 years of experience working with drug courts at the local, State and national level. As a Drug Court Program Manager, Ms. Pfeifer oversaw the day to day fiscal, programmatic and administrative operations of the Adult and Juvenile Drug Court Programs, including evaluation of program components. She served as Lead Faculty for the National Drug Court Institute and the National Council of Juvenile and Family Court Judges, providing TAT to drug court teams across the country on FDCs. Ms. Pfeifer is a highly skilled trainer, providing computer-based and onsite training to local, state and national teams on a range of drug court models, with a focus on the needs of rural jurisdictions. She is an Adjunct Professor at California State University, Chico, Department of Political Science and serves as the Policy Director for the Chief Probation Officers of California identifying strategies for improving adult and juvenile health, mental health and substance abuse outcomes. Ms. Pfeifer holds Bachelor s Degrees in Social Work and Psychology, and a Master s Degree in Public Administration. Russ Bermejo, MSW Russ Bermejo currently serves as a Program Associate with the National Center on Substance Abuse and Child Welfare at Children and Family Futures (CFF). In this capacity, he facilitates technical assistance regarding child welfare and substance abuse related issues for multiple projects. His responsibilities include the FDC Learning Academy and serving as a Performance Management Liaison to six CAM grantee sites. Mr. Bermejo has 12 years of experience in public child welfare practice, including nearly 10 years as a Senior Social Worker with Orange County Children and Family Services. Mr. Bermejo casework primarily focused on family reunification, family maintenance, or permanency planning. Mr. Bermejo has extensive experience in working with children and families involved in the juvenile dependency court system. Prior to joining Children and Family Futures, Mr. Bermejo served in the Philippines as an Aftercare Fellow for International Justice Mission, where he worked on a project aimed in preparing sex trafficking survivors for vocational training and employment. Mr. Bermejo also researched and drafted best practices for reintegration of trafficking survivors, conducted think 4

5 tank discussions and training in the aftercare community, and served as a clinical director of a safe house for newly rescued victims. Mr. Bermejo earned a BA in Sociology from the University of California, Los Angeles and a Masters in Social Work, from California State University, San Bernardino. Theresa Lemus, MBA, RN, LADC Theresa Lemus serves as a Program Associate and Performance Liaison for the National Center of Substance Abuse and Child Welfare and Children and Family Futures. Ms. Lemus has over 18 years of professional experience administering and providing direct clinical services in the Health and Human Services field. Her experience includes working with children, youth, adults and the elderly in various settings including mental and physical healthcare, substance abuse prevention and treatment services, child welfare, early care and education. In her current position as Performance Management Liaison, she serves as an expert advisor and technical consultant to 14 RPG and six CAM grant sites. She consistently draws upon her expansive knowledge of substance use and mental health prevention and treatment services, health care, child welfare, development of problem solving courts and collaborative practice programs, needs assessments, program and resource development, and selection and implementation of evidence-based models and program evaluation to provide the highest quality support for these sites. Ms. Lemus is a skilled facilitator who regularly uses a combination of web-based communication technologies and onsite facilitation to provide the appropriate level of TAT and support. She has also served as a peer reviewer for SAMHSA and for the Bureau of Justice Assistance. Ms. Lemus received a Masters of Business from the University of Phoenix and a Bachelor of Science in Nursing from Washburn University. She maintains her licenses as a Registered Nurse and Alcohol and Drug Counselor. Alexis Balkey, BA, RAS Alexis Balkey serves as a Program Associate with the National Center on Substance Abuse and Child Welfare and Children and Family Futures. In this role, Ms. Balkey facilitates technical assistance regarding child welfare and substance abuse related issues for multiple projects. She has over five years of experience in management of FDCs and provision of TA, with demonstrated excellence in program enhancement, implementation of evidencebased practices, data analysis, development and delivery of training programs, strategic planning and responding to federal grant requirements. Ms. Balkey previously managed an FDC with multiple funding streams, including a SAMHSA CAM federal grant. This previous experience enhances her current capacity to deliver TTA to CAM grantees and FDC programs. As a Registered Addiction Specialist, Ms. Balkey has a robust knowledge of alcohol and other drug treatment 5

6 programs, services for women, co-occurring disorders and recovery support services. She is a certified trainer, with demonstrated excellence in utilizing web-based technology, such as webinars and video conferencing, to deliver TTA. Ms. Balkey exhibits competency in working with specific cultural groups, including women, fathers and the LGBTQ community. Ms. Balkey received a Bachelor of Arts degree in Psychology and Bachelor of Arts in Criminal Justice from Temple University. Ms. Balkey is also a certified Drug and Alcohol Counselor by the Breining Institute, College for the Advanced Study of Addictive Disorders. 6
