2 The service Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service, but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of Regulations, Orders or Conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Mrs Bruce is registered to provide a care service: 1. To provide a care service to a maximum of 6 children at any one time under the age of 16, of whom a maximum of 6 will be under 12, of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. Numbers are inclusive of children of the childminder's family. 2. The parts of the premises not to be used are two of the bedrooms on the upper floor of the house. 3. 3 The service operates from Mrs Bruce's home in Bridge of Allan. Minded children had access to the living room, hall, kitchen and bathroom which are situated on the ground floor. There was direct access to a large enclosed garden area, although this was not being used at the moment as there were plans to improve the area. What we did during our inspection We wrote this report after an unannounced inspection took place on Thursday 06 October 2016 between 12:45pm and 2:15pm. During this inspection process we looked around the areas of the childminder's home used by minded children and gathered evidence from: - The childminder's annual return - Children's information folders - Journal childminder kept about her service including activities children were involved in - Training records - Photographs - Risk assessments for the environment and outings - Observation of practice Views of people using the service Two pre-school children were present during the inspection. One was too young to verbally give their views and the other watched television and played with a range of imaginative toys. They were both happy and contented in the care of Mrs Bruce. We saw that the children had good relationships with Mrs Bruce and happily approached her when they wanted something. We received two completed questionnaires from parents. They confirmed they were very happy with the service they received from Mrs Bruce. They told us; 'Grace provides a broad range of activities to suit the weather conditions and interests of my child'. 'Grace and I speak every day where she informs me what is going on and lets me know her plans for the following day'. 'Grace has a wide range of toys to meet the age groups of my children. I like the fact that she rotates them often'. Self assessment We did not receive a self assessment before this inspection. What the service did well The childminder provided children with a range of activities and outings that promoted their development. She had developed very good relationships with parents and communicated with them effectively. for Bruce, Grace page 3 of 10

4 What the service could do better The childminder needs to ensure all children have personal plans in place. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 4 - Good 5 - Very Good not assessed 4 - Good Quality of care and support Findings from the inspection Through discussion, the childminder demonstrated that she had a good understanding of children's needs. As a result she planned a range of activities which supported their development and learning, as well as having fun. She had started to record information about activities the children were involved in and the benefits to them using the well-being indicators. We saw that children had learned about being safe on outings, encouraged to make choices about what they wanted to do and had developed in confidence. Almost all children had personal plans in place. We advised the childminder that each child's plan should be compiled six weeks after they start using her service. She should ensure that plans are formally reviewed with parents at least on a six monthly basis. They should be encouraged to give their views and asked to sign the document. See recommendation 1. The childminder knew the benefits of children using the outdoors and provided opportunities for them to participate in outdoor activities which included going to the park where they played games and used the large equipment. Parents told us that the childminder was approachable and they had the opportunity to speak with her every day about their children or the service. They liked that she sent photographs of the children involved in the activities they did while in her care. Within the journal she kept the childminder recorded children's achievements and let parents know if any new children were starting so they were kept up to date about the service. This open communication promoted good, respectful relationships. Requirements Number of requirements: 0 Recommendations Number of recommendations: 1 1. The childminder should ensure children have personal plans in place to show how children's health, well-being and safety needs are being supported six weeks after starting to use her service. 5 all care plans at the request of the service user or if there is any significant change to a child's individual needs. In line with legislation they need to be reviewed at least once in every six month period. National Care Standards - Early Education and Childcare up to the age of 16. Standard Health and Well-being. Grade: 4 - good Quality of environment Findings from the inspection The childminder continued to provide a homely environment for children which was welcoming and friendly. By checking the environment before the children arrived, the childminder had ensured all areas used by children were clean, safe and hygienic. Very good use was made of the local community as parents had given permission for children to be taken on outings. Children regularly went to the play parks; made use of the school playground, playgroup, sports centre and soft play where they could play on a range of large equipment and physical games. Risk assessments were in place to promote children's safety. All toys and games used by children were in a good state of repair and suitable for their use. Children could choose what thy wanted to do and knew what was available for them. They organised their own games and played well together. The back garden had been renovated with decking being added to the area. This now offered a safe place for children to play. There were plans to add artificial grass which would further improve the area for children. The childminder had good systems in place to promote infection control. For example using gloves and aprons when changing children and encouraging hand washing. 6 Quality of management and leadership Findings from the inspection The childminder had undertaken training in First Aid, Building the Ambition and infection control. She talked about developments she had made since her last inspection which included recording information in a journal about the service and what children were doing. This helped keep parents up to date and know about children's achievements. The childminder should continue to develop her service and identify areas for her continued professional development. The childminder routinely involved parents and children within her service and welcomed feedback from them. Parents were told about of any changes within the service and were confident they could approach the childminder about any concerns they had. Children were able to say what they liked about the service and give suggestions about things they would like to do. One child had given the childminder a recipe for party food which would be made for the Halloween party. A range of policies and procedures were in place and shared with parents so they know what to expect from the service. We reminded the childminder to complete a self-assessment for her service as it is a useful evaluation tool. The childminder should review all care plans at the request of the service user or if there is any significant change to a child's individual needs. Standard Health and Well-being. This recommendation was made on 17 December Action taken on previous recommendation The chldminder had personal plans in place for almost all children. We will continue this recommendation as all children should have plans and the should be reviewed on a six monthly basis. Recommendation 2 The childminder should ensure that written consent is in place if parents want her to apply any creams to children. Reference: National Care Standards - Early education and childcare up to the age of 16. Standard 3.6 Health and Well-being This recommendation was made on 17 December Action taken on previous recommendation If children require any creams the childminder would get consent, Recommendation 3 The childminder should access training or show how she is keeping up to date with current best practice.
