1 MARCH 2016 GUIDELINES FOR ALABAMA/NW FLORIDA AL-ANON/ALATEEN AREA ASSEMBLY NOTE: THE FOLLOWING MOTIONS GUIDE US IN OUR CURRENT MEETINGS AND BUSINESS. AT TIMES WE MAY AMEND OR CLARIFY A MOTION. A DATE THAT IS BRACKETED, BOLDED, AND UNDERLINED [1996 JAN.], MEANS ANOTHER GUIDELINE HAS BEEN ESTABLISHED TO REPLACE THAT ONE. ANYWHERE YOU SEE A GUIDELINE THAT HAS UNDERLINED TEXT AT THE END AND IS FOLLOWED BY (AMENDED - DATE) MEANS TEXT HAS BEEN ADDED TO THE GUIDELINE. A COPY OF THESE GUIDELINES IS DISTRIBUTED TO THE OFFICERS, COORDINATORS, CURRENT AND PAST DELEGATES AND DISTRICT REPRESENTATIVES (DR) AT AREA ASSEMBLY. THE DR IS REQUESTED TO MAKE COPIES FOR THE GROUP REPRESENTATIVES IN HIS/HER DISTRICT. TO AVOID UNNECESSARY EXPENSE, SUBSEQUENT COPIES WILL BE DISTRIBUTED ONLY WHEN THERE IS A CHANGE. ASSEMBLY MEETINGS 1978 JUL- MINUTES OF THE AREA ASSEMBLY WILL BE SENT AT LEAST THREE (3) WEEKS PRIOR TO THE NEXT ASSEMBLY MEETING APR- THE ALTERNATE DELEGATE WILL KEEP A SEPARATE RECORD (GUIDELINES AND STANDING MOTIONS) OF ALL MOTIONS APPROVED BY THE ASSEMBLY APR- THE ALTERNATE DELEGATE WILL BE RESPONSIBLE FOR KEEPING ALL GUIDELINES UPDATED APR- ALL MOTIONS MADE AT THE WORLD SERVICE COMMITTEE MEETINGS WILL BE MADE AND VOTED ON AT THE AFTERNOON ASSEMBLY BUSINESS MEETING JAN- THE SECRETARY WILL SEND A COPY OF THE MINUTES TO ALL WORLD SERVICE COMMITTEE MEMBERS MAR- ROLL WILL BE RECORDED BY THE GROUP REPRESENTATIVES SIGNING IN AS THEY ENTER THE BUSINESS MEETING JUL- PAST DELEGATES WILL BE RECOGNIZED AT EACH ASSEMBLY BY CALLING THEIR NAMES FROM THE PODIUM JUL- THE ALABAMA/NW FLORIDA AREA ASSEMBLY AFFIRMS THE TRADITIONS WILL BE FOLLOWED AND CONFERENCE APPROVED LITERATURE WILL BE USED AT AREA ASSEMBLY MEETINGS OCT- ALABAMA/NW FLORIDA AREA ASSEMBLY WILL HAVE A FINANCE COMMITTEE. THE FINANCE COMMITTEE HEADED BY THE TREASURER WILL BE MADE UP OF THE DELEGATE, ALTERNATE DELEGATE, CHAIRPERSON AND SECRETARY. THEY WILL HELP THE TREASURER MAKE THE PROPOSED YEARLY BUDGET. (AMENDED 1994 JAN) THE PROPOSED BUDGET WILL BE PRESENTED TO AREA ASSEMBLY AT THE LAST MEETING PRIOR TO THE NEW BUDGET YEAR (AMENDED OCT 2002) 1990 JAN- WORLD SERVICE COMMITTEE MEETING WILL BE OPEN TO ALL AL-ANON MEMBERS BUT DISCUSSION AND VOTING IS LIMITED TO VOTING MEMBERS ONLY JUL- THE MEETINGS AT AREA ASSEMBLY WILL BE CLOSED WITH PRAYING THE LORD S PRAYER AND NOTHING SAID AFTERWARDS. 1

(NOTE: OCT 2009, COORDINATORS ONLY PER AGENDA) 1994 JAN- THE DELEGATE AND THE ALTERNATE DELEGATE WILL BE ALLOWED SIX (6) MINUTES EACH TO GIVE THEIR REPORT AT THE AFTERNOON BUSINESS MEETING OF THE AREA ASSEMBLY APR- THE ALABAMA/NW FLORIDA AL-ANON/ALATEEN AREA ASSEMBLY WILL BE NON-SMOKING OCT- CHAIRMANSHIP FOR THE SERVICE MANUAL STUDY/ ASK-IT-BASKET WILL NUMERICALLY ROTATE THROUGH THE DISTRICTS. (NOTE: OCT 2009 AGENDA SEE BELOW) 1995 OCT- THE AREA ASSEMBLY CHAIRPERSON WILL APPOINT A CHAIRPERSON FOR THE SATURDAY MORNING SHARING SESSION AND WILL CHOOSE THE FRIDAY NIGHT SPEAKER JAN- AN AREA INVENTORY WILL BE DONE IN THE SECOND YEAR AFTER ELECTIONS OF NEW OFFICERS MAR- OFFICERS OR COORDINATORS MISSING TWO CONSECUTIVE AREA ASSEMBLIES WITHOUT CONTACTING THE AREA ASSEMBLY CHAIRPERSON WILL BE REPLACED APR- THE ALABAMA/NW FLORIDA AREA ASSEMBLY CONSOLIDATE THE CPC, PI AND INSTITUTIONS COORDINATOR POSITIONS INTO ONE PUBLIC OUTREACH COORDINATOR POSITION BEGINNING JANUARY THE PUBLIC OUTREACH COORDINATOR MAY APPOINT CHAIRPERSONS IN EACH OF THESE AREAS TO ASSIST HER/HIM WITH ESTABLISHING AND IMPLEMENTING GUIDELINES JUL- THE AREA GROUP RECORDS RESPONSIBILITIES BE INCLUDED IN THE ALTERNATE DELEGATE S DUTIES AND THE FORUM RESPONSIBILITIES BE INCLUDED WITH LITERATURE COORDINATOR S DUTIES, EFFECTIVE JANUARY OCT THE AREA CHAIRPERSON ANNOUNCES THOSE ELIGIBLE TO VOTE AT THE AREA WORLD SERVICE COMMITTEE MEETING AND THE BUSINESS MEETING. 4 1999 OCT- ALABAMA/NW FLORIDA AL-ANON AREA ASSEMBLY PAY AN AMOUNT NOT TO EXCEED ACTUAL EXPENSES AS REQUESTED BY THE WSO FOR THE DELEGATE TO ATTEND THE ANNUAL WORLD SERVICE CONFERENCE JUL- THE LOVE GIFT GIVEN TO THE DELEGATE BE KEPT ANONYMOUS AND NOT BE MADE PART OF THE TREASURER S REPORT JUL- AN ANNUAL AMOUNT OF $200 WILL BE ADDED TO THE BUDGET FOR THE ALATEEN COORDINATOR TO PURCHASE ALATEEN LITERATURE OCT- REIMBURSE ALTERNATE DELEGATE, OFFICERS, COORDINATORS AND PAST DELEGATES $130 TO ATTEND AREA ASSEMBLY BEGINNING JANUARY APR- THE TREASURER WILL MAIL OUT TWO APPEAL LETTERS PER YEAR: ONE IN MARCH AND ONE IN SEPTEMBER WITH A SUGGESTED FIVE DOLLAR CONTRIBUTION PER MEMBER MAR A BASKET BE PASSED FOR COLLECTION AT FRIDAY AREA ASSEMBLY MEETING, SATURDAY MORNING AT THE WORLD SERVICE COMMITTEE (AWSC) MEETING, AND SATURDAY AFTERNOON'S BUSINESS MEETING JUNE ASSEMBLY WILL REIMBURSE POSITION EXPENSES FOR THE SECRETARY UP TO $100 PER YEAR JUNE ASSEMBLY WILL REIMBURSE POSITION EXPENSES FOR THE TREASURER UP TO $250 PER YEAR JUNE ASSEMBLY WILL REIMBURSE POSITION EXPENSES FOR THE PUBLIC OUTREACH COORDINATOR UP TO $50 PER YEAR JUNE ASSEMBLY WILL REIMBURSE LITERATURE COORDINATOR UP TO $1000 FOR PURCHASE OF LITERATURE PER YEAR OCT ANY OFFICER OR COORDINATOR EXPENSES NOT IN THE AREA GUIDELINES OR IN THE CURRENT BUDGET WILL BE BROUGHT BEFORE THE ASSEMBLY FOR PRIOR DISCUSSION AND APPROVAL JUNE IN OBSERVANCE OF THE SPIRIT OF THE TRADITIONS AND CONCEPTS, WE WILL ESTABLISH A SUFFICIENT RESERVE OVER OUR GENERAL OPERATING FUND MAINTAINING 30% OF THE CURRENT ANNUAL BUDGET JUNE BEGINNING 2016, THAT OUR ALTERNATE DELEGATE S EXPENSES TO THE SOUTH EAST REGIONAL DELEGATES GET-TOGETHER BE COVERED IN THE FIRST YEAR OF THEIR TERM IN OFFICE JUNE ASSEMBLY WILL REIMBURSE POSITION EXPENSES FOR THE CONVENTION COORDINATOR UP TO $50 PER YEAR OCT THE ASSEMBLY WILL APPOINT A COMMITTEE CHAIRED BY THE PUBLIC OUTREACH COORDINATORTO INVESTIGATE IDEAS FOR AREA PUBLIC OUTREACH PROJECTS TO BE FUNDED BY ANY EXCESS FUNDS IN THE AREA BANK ACCOUNT MAR IN RESPONSE TO CHAIRMAN OF BOARD LETTER 2015, "WHAT IS OUR AREA WILLING TO DO TO HELP WITH THE DEFICIT"?, MOTION TO REVISE MARCH 1999 GUIDELINE UNDER "ASSEMBLY EXPENSES" TO CHANGE $125 QUARTERLY DONATION ($500 PER YEAR) TO WSO TO $ QUARTERLY DONATION ($750 PER YEAR) TO ACCOUNT FOR INFLATION SINCE MAR REIMBURSE REGINA C., FACILITIES COORDINATOR, FOR THE NEW MICROPHONE AND CLIP IN THE AMOUNT OF $

MINIMUM SAFETY AND BEHAVIORAL REQUIREMENTS 1. EVERY AL-ANON MEMBER INVOLVED WITH ALATEEN SERVICE MUST A. BE AN AL-ANON MEMBER REGULARLY ATTENDING AL-ANON MEETINGS. B. BE AT LEAST 21 YEARS OLD. C. HAVE AT LEAST TWO YEARS IN AL-ANON IN ADDITION TO ANY TIME SPENT IN ALATEEN. D. NOT HAVE BEEN CONVICTED OF A FELONY AND NOT HAVE BEEN CHARGED WITH CHILD ABUSE OR ANY OTHER INAPPROPRIATE SEXUAL BEHAVIOR AND NOT DEMONSTRATED EMOTIONAL PROBLEMS, WHICH COULD RESULT IN HARM TO ALATEEN MEMBERS. 2. THERE MUST BE AT LEAST ONE ALATEEN SPONSOR AT EVERY ALATEEN MEETING. 3. THE AREA 64 REQUIREMENT PROHIBITS OVERT AND COVERT SEXUAL INTERACTION BETWEEN ANY ADULT AND ALATEEN MEMBER. 4. THE AREA 64 REQUIREMENT PROHIBITS CONDUCT CONTRARY TO APPLICABLE LAWS. 5. THE AREA 64 REQUIREMENT PROCEDURES REQUIRE PARENTS /GUARDIAN S PERMISSION SLIPS BE SIGNED FOR EACH ALATEEN AT EACH AREA ASSEMBLY OR EVENT INCLUDING A MEDICAL CONSENT FORM THAT WILL BE NOTARIZED. 6. THE AREA 64 REQUIREMENTS HAVE BEEN REVIEWED BY LOCAL COUNSEL JAN AMEND THE OCT ALATEEN SAFETY AND BEHAVIORAL REQUIREMENTS TO REMOVE THE FIRST PARAGRAPH AND REPLACE WITH THE ANNUAL PROCESS OUTLINED WITH THE NOTED CORRECTIONS MADE APR- THE INFORMATION AND PERMISSION FORM AND MEDICAL FORM DEVELOPED BY WSO IN GUIDE LINE G-34 WILL BE SUBSTITUTED FOR AREA 64 FORMS USED FOR THE SAME PURPOSE. THE AREA 64 ALATEEN PROCESS PERSON IS APPOINTED BY THE AREA CHAIRPERSON. (AMENDED JAN 2008) AREA 64 ANNUAL PROCESS FOR CERTIFICATION OR REMOVAL FROM ACTIVE STATUS OF AL-ANON MEMBERS INVOLVED WITH ALATEEN SERVICE. 1. ALL AL-ANON MEMBERS WHO PARTICIPATE AS ALATEEN SPONSORS OR VOLUNTEERS WILL COMPLETE AN AL-ANON INVOLVED WITH ALATEEN SERVICE FORM. 2. FORM WILL BE SIGNED BY THE DISTRICT REPRESENTATIVE CERTIFYING THAT THE AL-ANON MEMBER DOES MEET THE AREA REQUIREMENTS. THE DISTRICT REPRESENTIVE WILL SEND IT TO THE AREA 64 AREA ALATEEN PROCESS PERSON (AAPP). 3. THE AREA 64 APP WILL SIGN AND PROCESS THE AL-ANON MEMBER INVOLVED WITH ALATEEN SERVICE FORM AND FORWARD IT TO THE WORLD SERVICE OFFICE AREA ALATEEN PROCESS PERSON CONTACT. (WSOAAPPC) 4. THE WSOAAPPC WILL REVIEW AND RETURN ALL PROCESSED AND UNPROCESSED FORMS TO THE AREA 64 APP. 5. WHEN CERTIFIED AL-ANON MEMBER INVOLVED WITH ALATEEN SERVICE PROVES TO BE INACTIVE OR REMOVED FROM ACTIVE STATUS, THE AREA 64 APP WILL NOTIFY THE WSOAAPPC. 5

7 AREA 64 ANNUAL PROCESS FOR VERIFICATION OF NEW ALATEEN GROUP REGISTRATIONS AND CHANGES: 1. EACH AREA 64 ALATEEN GROUP WILL COMPLETE AN ALATEEN GROUP REGISTRATION AND FORWARD COMPLETED FORM TO THE DISTRICT REPRESENTATIVE. 2. THE DISTRICT REPRESENTATIVE WILL REVIEW THE ALATEEN REGISTRATION FORM FOR COMPLETENESS AND SEND TO THE AREA 64 APP. 3. THE AREA 64 APP WILL FORWARD ALATEEN REGISTRATION FORM TO THE WSOAAPPC. 4. ONCE ALATEEN REGISTRATION FORM HAS BEEN PROCESSED AND GROUP IS ADDED TO AREA 64 ALATEEN GROUP LISTING, THE FORM WILL BE RETURNED TO THE AREA 64 APP. 5. ONCE THE ALATEEN GROUP IS REGISTERED, ANY GROUP CHANGES WILL BE PROCESSED AS ABOVE JUNE AL-ANON MEMBERS INVOLVED IN ALATEEN SERVICE BE RECERTIFIED BY AREA 64 EVERY 3 YEARS WITH A NEW AL-ANON MEMBER INVOLVED IN ALATEEN SERVICE FORM (AMIAS FORM) BY THE DR AND SUBMITTED TO THE AAPP PRIOR TO THE ELECTION ASSEMBLY JUNE THAT THE ANNUAL UPDATE OF ALATEEN GROUP RECORDS BE COMPLETED AT THE MARCH AREA ASSEMBLY AND MAILED OR UPDATED ON-LINE BY MAY 1 ST ANNUALLY. CONVENTIONS 1979 MAR- BIDS FOR THE AL-ANON CONVENTION BE SET TWO YEARS IN ADVANCE MAR- ALL CONVENTIONS WILL PROVIDE A MEETING ROOM AND PROGRAM FOR ALATEENS MAR- CONVENTIONS WILL BE KNOWN AS ALABAMA/NW FLORIDA AL-ANON/ALATEEN CONVENTIONS MAR- GROUPS MAY BE CONTACTED THROUGH THE GROUP REPRESENTATIVES FOR DONATIONS TO THE CONVENTION FUND BUT NO APPEAL LETTERS SHOULD BE SENT. DONATIONS ARE VOLUNTARY APR- ONLY ACTIVE MEMBERS IN AL-ANON, ALATEEN AND AA WILL BE ASKED TO PARTICIPATE AS SPEAKERS, VOICE, CHAIRPERSON, ETC. AT THE CONVENTION JUL- LOCATION OF AREA CONVENTIONS WILL BE LEFT UP TO THE HOST OF THE CONVENTION JAN- WE WILL NOT REFUND CONVENTION REGISTRATIONS FEES APR- THE CONVENTION ADVISORY COMMITTEE WILL BE REACTIVATED. THE COMMITTEE WILL CONSIST OF THE PAST TWO CONVENTION CHAIRPERSONS, THE PRESENT CONVENTION CHAIRPERSON AND THE CONVENTION COORDINATOR. THE COMMITTEE WILL ROTATE WITH THE LONGEST SERVING CHAIRPERSON RETIRING AS A NEW CONVENTION IS SELECTED. THE COORDINATOR WILL HAVE THE RESPONSIBILITY OF MAINTAINING A CALENDAR OF REGIONAL AL-ANON AND A.A. EVENTS. THE AREA ASSEMBLY GUIDELINES BE AMENDED TO INCLUDE ON THE CONVENTION ADVISORY COMMITTEE EACH NEW CONVENTION CHAIRPERSON AS HE/SHE IS APPOINTED. (AMENDED 1992 MAR) 1989 OCT- CONVENTION FUND RAISING AT AREA ASSEMBLY WILL BE LIMITED TO OCTOBER AREA ASSEMBLY APR- THE AL-ANON CONVENTION WILL BE HELD DURING THE TIME FRAME OF FEBRUARY, MARCH, OR APRIL OF EACH YEAR MAR- THE CONVENTION FUND MONEY WILL BE KEPT IN THE SAME CHECKING ACCOUNT AS THE GENERAL FUND WITH A SEPARATE REPORT TO THE AREA ASSEMBLY. THE CONVENTION FUND WILL BE KEPT AT $3, OR UNDER JUL- SEE ASSEMBLY EXPENSES (1993 JULY) CONCERNING LITERATURE AT AL-ANON CONVENTION. 7
