TAX RATE HEARING 6:30 p.m. A. Tax Rate Ceiling as Determined by State Auditor for of B. Assessed Valuation (AV) as Certified by the County Clerk The total is $242,561,447 in AV. Of this amount, $1,175,900 is attributed to new real estate construction. C. Levies Required 1. Operating (Incidental & Teachers) Funds A levy of $ fulfills the minimum levy requirement in SB Debt Service Fund We are eligible to accumulate a balance in the Debt Service Fund equal to one year s payment. To do this we could establish a levy of $1.0298(debt service fund ceiling). Establishing a $.9493 levy will allow for sufficient balances to meet district obligations. 3. Capital Projects Fund Existing balances are sufficient to meet the district planned capital expenditures for FY 14.

2 D. Prop C Rollback Calculation With the passage of a full waiver for Proposition C in April of 1998, we are not required to roll back our tax rate ceiling. E. August Athletes of the Month: Melissa Porterhouse (Volleyball) A Junior, Melissa Porterhouse is off to a great start this season. Coach Thompson said Melissa is hardworking both on and off the volleyball court and involved in school. Melissa is a member of the National Honor Society, Wing Team, and French Club. Melissa carries a 4.0 G.P.A. and is in the top 1% of her junior class. Trey Terry (Football) A Junior, Trey Terry in August had 35 carries for 255 yards and 4 TD s. Coach Freeman said Trey has an awesome work ethic and is a great student athlete. Trey carries a G.P.A and is a member of the Baseball team. 4 Statement of Issue: Primary School Parents/Guardians request that a Parent-Teacher Organization (PTO) called, Guardian Hawks, be formed at the Primary School. The formation of the PTO is the direct result of a grass-roots effort started by Mrs. Kate Deters, First Grade Parent. Mrs. Deters was concerned that there was not a formal organization for parents to partner with the school at Hillsboro R-III. Mrs. Deters researched the requirements to start a PTO and volunteered to spearhead the development of an organization. Primary Parents were invited to attend an informational meeting on starting a PTO on September 9, The meeting was well attended. Thirty-nine parents expressed interested in joining a PTO in writing. Rational of Purpose and Justification for Need: The Guardian Hawks, PTO, will provide a formal structure for parents, teachers and community stakeholders to collaborate and work for the betterment of Hillsboro Primary. Hillsboro R-III does not have a PTO or Parent Teacher Association (PTA). The Mother s Club disbanded in the spring of 2014 and the PTA disbanded several years ago. Guardian Hawks, PTO, would support Hillsboro Primary by fulfilling the following roles as an independent organization: Encouraging parents involvement in their individual children s lives, education, class, and school Providing feedback and suggestions for school programs Coordinating programs and projects that will support or enrich the curriculum Support the educational programs and extracurricular activities of the school Encourage/fund the increased exposure of students to technology Organize fundraising efforts to support some additional programs, equipment, and services not covered in the school budget Support the educational goals of the school and assist with attaining those goals through parent and community volunteerism Recruit volunteers and coordinate volunteer efforts to staff PTO functions and assist with school programs Stay aware of legislation and political issues that may impact education and schools A Mission and Vision for the Guardian Hawks, PTO, was developed at the September 9th meeting by Parents, Teachers and Primary School Administrators: Mission: The Guardian Hawks are organized for the purpose of supporting the education of the children at Hillsboro Primary by fostering relationships among school, guardians, teachers and the community. Vision: The Guardian Hawks will support the education of the children at Hillsboro Primary by: Developing a closer connection between school, home and the community by encouraging family involvement. Enhancing the educational experience by supporting academic and enrichment activities.

5 Improving the environment at Hillsboro Primary by providing volunteer and financial support. Increasing student safety and security. Guardian Hawks, PTO, will operate as an independent organization separate from the Hillsboro R-III District. The inaugural meeting of the Guardian Hawks will be facilitated by the Primary Administrators until officers are elected. After Officer Election, the PTO will adopt its own Bylaws/Procedures and operate meetings with Robert s Rules of Order. Guardian Hawks Officers will be responsible for applying for Tax-Exempt Status, obtaining an IRS Employer Identification Number, and incorporating Guardian Hawks as a PTO. There will not be a membership fee/due to join the Guardian Hawks, PTO. (Sample Bylaws/Procedures and overview of Roberts Rules of Order were distributed at the September 9th meeting for parents to review prior to the inaugural Guardian Hawks meeting.) Cost Analysis: There will be an initial cost of $199 for a membership to PTO Today. PTO Today provides legal guidance on starting a PTO and support resources. Hillsboro Primary will pay for the PTO Today Plus membership for the inaugural year of the Guardian Hawks out of the Primary Activities Account. Guardian Hawks will be self-funded and run independently from Hillsboro R-3 after the initial startup financial support. Recommendation: It is recommended the Board of Education support the development of the Guardian Hawks, a Parent Teacher Organization at the Primary School. Guardian Hawks will be self-regulated and run separate from the Hillsboro R-3 School District.
