Apologies Apologies were received from Alison Cook, Mandy Owen, Penni Pollard, Lynette Rentoul, Anna Trewhella and Christine Walker Booth. 2. Minutes and Matters Arising It was advised that the COSS (Co-ordination of Suicides Support) meeting planned for 14 th March 2014 was cancelled. It was noted that the date of the next meeting is 2 nd May 2014, minutes from the meeting held on 17 th January 2014 will then be circulated to the board for information. / The suicide prevention strategy has been included on the board agenda. EW advised that heads up training in schools was in progress. advised that the CAMHs transition protocol was still currently in review and small changes were needed to be made to the learning disabilities transition protocol. to follow up copies of the transition protocols, to be distributed to the board. has met with Kim Hager regarding links to the DAAT, but still needs to meet with Michelle Davis regarding Domestic Violence. It was reported that there is a potential gap in dual diagnosis if a child has a drug and a mental health problem, as CFT do not have specialist drug experience, agreed to feedback to Kim Hager. Team around the school scope of the service was still to be shared with the board, agreed to follow up. It was advised that this service is about early detection and prevention for children and families. It was noted that there is a multi-agency meeting led by Bernie Doyle at Cornwall Council. It was reported that there are 12 pilots in whole country, and Council of the Isles of Scilly are not involved in the service. 1
2 CFT undertook the audit in relation to tier 3 CAMHs service in February 2014 and added the three areas of the toxic triangle prevention, substance misuse and domestic violence, which will be shared at the next board meeting. Cornwall Autism Partnership meeting planned to take place in March 2014 was cancelled and future dates are to be arranged. Links with educational psychologists and schools will be added to the next Cornwall Autism Partnership meeting agenda, once a date has been finalised. It was noted that Outlook Southwest are attending a Cornwall Association of Secondary Headteachers meeting on 28 th March 2014 to give a presentation, who have been developing an emotional resilience training for children and staff and the pilot was successful. Training includes anxiety, depression and possible suicidal thoughts and is based on American research. EWMH strategy will be discussed under the work programme agenda item. Minutes were agreed as a true and accurate record. 3. Terms of Reference reported that the terms of reference for the board has been revised, as was out of date. It was requested for 3.2 to be amended to include Children s Trust Board s so it also covers Council of the Isles of Scilly. It was asked for the board to feedback any further comments to, who will update and re-circulate the terms of reference. ALL 4. Stop Stigma Campaign KP reported that the stop stigma campaign pilot was launched in June 2012, is part of healthy schools and has been rolled out in Cornwall to reduce the stigma and discrimination around mental health. A survey has been developed and has been distributed to all schools and training has been offered. Some schools use the training more than once and some do not use at all. Training is being provided to 2 to 3 schools each school term. An educational resource is available to each secondary school in Cornwall and the Isles of Scilly, which includes understanding mental health importance of stigma, mental health problems and stigma. This is available on the stop stigma campaign website and is updated regularly. It was noted that there has been a request for a primary school version. It was advised that Public Health England are about to launch rise above aimed at year olds about resilience and risk management. It was asked that communication to Cornwall Association of Secondary Headteachers is made via Jane Black, as headteachers do not always 2
3 read school messenger. It was advised that not all secondary schools are part of healthy schools, even though engaging. It was requested that a list of schools would be useful to signpost to other schools on the activities being undertaken, it was felt useful for this to be added to the board s work programme, agreed to add. It was mentioned that Robyn Newport is in post for school start wellbeing and offers access to counselling for all primary and secondary schools, including health checks and signposting such as how to set up a running club in school. It was advised that the SHEU survey which includes data for individual schools provided useful and valuable feedback from schools who completed the survey. It was noted that more than half of secondary schools engaged. Data could be used as part of commissioning. 5. Work Programme reported that the work programme will be presented to Cornwall Council s Children s Trust Board tomorrow, which sets out the reasons for the EWMH strategy being delayed. It was requested for the work programme to also be presented to the Council of the Isles of Scilly Children s Trust Board in May 2014, JS to advise of the meeting date. JS/ It was advised that the website to improve access to information online for young people has not been launched yet. It was noted that the website covers the Isles of Scilly. The work programme will be kept as a live document. It was asked for the progress column of the self-harm strategy to be amended to scope, rather than assess needs. It was advised that resources will need to put into developing the self-harm strategy and people will need training, but no timescale at present. It was suggested for a task and finish group to be set up and to include Jenny Booth from CFT. It was stated that the numbers are increasing in self-harm. It was advised to have a look at what is happening nationally, as currently appears to be a national trend, but to also have a look on what is being said locally. It was advised that a clinical lead will be appointed to NHS Kernow within the next couple of months, however, it was agreed for Public Health to lead on self-harm. 6. Headstart Funding BON reported that Headstart is a new Big Lottery funded project aimed at year olds to help equip young people to deal better with difficult circumstances in their lives so as to prevent them experiencing common mental health problems. 3
4 The project is being led by Cornwall Council. It was advised that Cornwall are through phase 1 submission for 10K, and currently moving into phase 2 submission to bid for 500K for initial project to test out new approaches and if successful in phase 3 submission 10M will be awarded to develop the initial projects into full projects in 5 6 areas. Task and finish groups have been set up as part of the project. It was advised that children and young people will very much be engaged and would like to engage with schools. It was requested that BON attends the Cornwall Association of Secondary Headteachers meeting on 20 th June BON/ 7. Update on Development of a Tier Two Forum EW advised that the T2 Forum had been arranged for April and Liz Myers had agreed to chair it. There had been a lot of interest but were trying to keep it to a manageable number. 8. Engagement - Feedback from meeting with Shadow CAMHs Board EW reported that the website was nearing completion. It was hoped that it would be launched at the same time as the Strategy. The group discussed the launch of this website and how it fitted in with EEFO and other websites 9. Feedback on IAPT Developments reported that IAPT was progressing and the first cohort would be going through training and there was also training for leaders in the service. 10. Suicide Prevention Strategy referred to the universal actions within the suicide prevention strategy. 2 Fits into what recommending as part of EWMH strategy. 3 A group was included that includes healthy schools. It was suggested to raise through Children s Trust Board. 4 EEFO and young people CAMHs website could be used. 5 Needs work engaging with media. 6 EEFO and young people CAMHs website could be used. 7 s responsibility within Public Health to undertake the action. It was suggested for to get involved in local safeguarding commissioning board meetings. (Jane Black left the meeting at 4.35pm). It was agreed for and to go through the suicide prevention strategy and add the relevant actions to the EWMH work programme. It was felt that actions 8, 10, 14 and 16 were to be led by the board. / 4

It was advised that the suicide prevention strategy is reported to the Mental Health Reference Group and will be presented to Cornwall Council s Children s Trust Board in April Integrated Health Centres It was reported that three more schools are being involved. It was advised that there lacks strategic view points on priorities and needs. 12. Commissioning Intentions NHS Kernow Item deferred until the next meeting. to add to agenda. 13. Commissioning Intentions Cornwall Council It was advised that the Scallywags service will be de-commissioned from 1 st April service was referred to and it was advised that feedback has been received from 500 young people to come up with an outcomes framework, which consists of very broad outcomes. Indicators have been developed and may be presented to the Cornwall Council s Children s Trust Board tomorrow. The process for what will be doing next year has just started. It was requested for the peer research and outcomes framework to be shared with the board. 14. CPFTs Service Development Plans Item deferred until the next meeting. to add to agenda. MC/ 15. Feedback from CAMHs Select Committee It was reported that the findings will be available in May The session on day one was fine, however, there were issues with the draft EWMH strategy and how formulated, as cannot say that one person can lead on CAMHs. The strategy may have to be written differently. It was mainly CFT and healthwatch delivering on day two. Tier 4 CAMHs to be delivered in county rather than out of county, but there was debate on whether the demand would increase. 16. Any other Business No any other business was discussed. 17.
