3 1 Introduction The Care Inspectorate regulates care services in Scotland. Information in relation to all services is available on our website at The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure that they have the best start in life, are ready to succeed and live longer healthier lives. We check that services are meeting the principles of Getting It Right For Every Child (GIRFEC). Set up by the Scottish Government GIRFEC is a national approach to working with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. GIRFEC is being woven into all policy, practice, strategy and legislation that effects children, young people and their families. There are eight wellbeing indicators at the heart of GIRFEC. They are, safe, healthy, achieving, nurtured, active, respected, responsible and included. They are often refereed to as SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Mrs Julie Anderson referred to as the childminder throughout this report, provides her childminding service from her family home in the town of Rosewell Midlothian. Her home is close to local amenities. The parts of the family home used by minded children are the living room, playroom bathroom and kitchen. At the time of the inspection the garden was not being used because part of the boundary fence was damaged. The childminder is registered to provide a care service: Childminder inspection report A maximum of six children at any one time under the age of 16, of whom no more than three are aged one year to not yet attending primary school, of whom no more than one is under 12 months. Numbers are inclusive of the childminder's family. Minded children cannot be cared for by persons other than those named on the certificate. Overnight service will not be provided. page 3 of 11

4 What we did during our inspection We wrote this report following an inspection which took place on Friday 10 June 2016 between the hours of 1.30pm and 3.15pm. We fed back to the childminder on the day of the inspection. As part of the inspection we took account of information in the completed self assessment and the annual return documents that we asked the childminder to submit to us before the inspection took place. We sent two Care Standards Questionnaires to the childminder to give to families using the service before the inspection took place. None of these were returned however we were able to speak to the families on the telephone for their views on the service. During the inspection we gathered information from sources including: - A walk around the parts of the home used by minded children. - Children's information and records. - Accident and incident forms. - Information given to families. - Safety equipment. - Polices and procedures. We spoke to the childminder and observed the quality of the interaction between her and the minded children present on the day of the inspection. Views of people using the service On the day of the inspection two minded children were present. The younger of the two children was to young to express a view of the service they received however we could see that they shared a close and affectionate bond with the childminder who was attentive to the child and supported them in their play. The older child moved confidently between the living room and the play room choosing the toys and activities they wanted to play with. It was apparent that they to had a close and supportive relationship with the childminder. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. page 4 of 11

5 The self assessment was completed and returned before the inspection took place. We were satisfied with the overall quality of the information it contained. What the service did well The childminder provided a comfortable family home for the children in her care. She was confident in talking about the needs and interests of the children. She used the resources in her community well to support these needs and had a variety of toys and resources in her home which they could choose freely. What the service could do better The childminder should continue to look for ways to maintain and develop the overall quality of the service provided. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. They told us they were happy with the range of opportunities they had to express their views on the service and felt the childminder would do all that she could to ensure that any suggestions they made would be acted upon. She respected children's right to make choices by asking them about their interests in order to make sure they were reflected in the activities and outings planned. page 5 of 11

6 Children's personal folders showed that the childminder had a clear understanding of the needs and interests of the children in her care. Parents told us the childminder spent time with them discussing their children's needs, home routines and interests and how she could meet them through the service she provided. This information was reviewed at least once every six months. Comments included: "She's so supportive she takes time to talk to us and knows the children really well. She is totally committed to them." A parent told us: "I could tell that my child really liked our childminder. We were very happy. She always kept us up to date with what was happening and had a lot of good information." In discussion it was apparent that the childminder understood her responsibility to promote children's general wellbeing and to keep them safe from harm. Procedures were in place for recording accidents and incidents. Meals and snacks were based on best practice guidance and effective hygiene routines were promoted. A parent told us: "We had some issues with eating. Our childminder changed lunch and dinner plans to support us with this." We reminded the childminder that she needed parents written confirmation that they had given the first dose of any medication to be administered by her. The childminder agreed to do this. Children were given a variety of experiences and activities because the childminder offered a balance of indoor and outdoor activities, attendance at appropriate groups and opportunities to take part in outings in the wider community. Comments from parents included: "The interaction with the children is always really good and children get a variety of things to do. There's a good balance between home and time spent outdoors." 7 Recommendations Number of recommendations Quality of environment Findings from the inspection During the inspection we looked around the parts of the childminder's home used by minded children. We found her home was clean, well maintained and comfortable. Toys were cleaned on a regular basis and a daily visual risk assessment took place. Parents using the service told us they were happy with the overall standard of maintenance and found the childminder's home provided their children with a safe and homely environment. Safety equipment including a carbon monoxide detector, fire extinguisher and safety gates were in place. Systems were in place for recording accidents and incidents. Families using the service confirmed they were kept informed of any incidents involving their children. Children were encouraged to follow good personal care routines including washing their hands at regular points in the day. This helped to prevent the spread of infection and developed good habits for life. In addition to her living room the childminder had a playroom. This allowed children of different ages and interests to take part in different types of play at the same time. A parent told us: "There were always plenty of suitable toys for my child to play with." At the time of the inspection the childminder had risk assessed her back garden and decided it was not safe for use because the boundary fence was damaged. She ensured that children were not disadvantaged by this and had access to fresh air and outdoor play on a daily basis by using local parks and walks. 8 Requirements Number of requirements - 0 Recommendations Number of recommendations Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection This is the first inspection of the childminder's service since its registration. In that time the childminder had taken part in training in: - First Aid. - Baby First Aid. - Food Hygiene. The childminder had previously worked as a pediatric nurse and was able to use the knowledge she gained in this role to support families. The childminder had not yet had the opportunity to take part in training in Child Protection training, this was her next training goal. Although the childminder had not yet taken part in formal training in GIRFEC and the SHANARRI principles she had an understanding, from personal study, of their role and impact on her childcare. She valued and respected the children in her care and was committed to supporting their development through respectful nurturing interaction. As a member of the Scottish Childminding Association the childminder received their regular magazine. She told us she found this a useful way of keeping up to date with current issues in childcare and for receiving ideas for activities with children. page 8 of 11

9 The childminder was aware of the HUB and told us she found it a useful source of information particularly in relation to new policies and procedures. A complaints procedure was in place. This was shared with families and told them about the options available to them if they had any concerns about the service. Parents we talked to during the inspection confirmed that the childminder frequently consulted them for ideas and feedback about the service which she used to support its development.
