1 The Seattle Area of Narcotics Anonymous Outreach Subcommittee Operating Guidelines November 9, 2010 I. DESCRIPTION We are part of the Public Relations subcommittee of the Seattle Area of Narcotics Anonymous Area Service Committee (SASC), and therefore directly responsible to the SASC. II. III. IV. PURPOSE The purpose of the Outreach Subcommittee is to strengthen the unity of the Seattle Area groups and the service structure in keeping with the 12 Traditions and 12 Concepts of Service. Outreach Subcommittee members offer support, compassion, and guidance in accordance with the Traditions and Concepts of NA. We are not here to fix, police, or act as a watchdog of groups. FUNCTIONS Respond to the needs of the groups upon their request. Assist "new" groups to register with SASC and the World Service Office (WSO). Present Outreach workshops at learning events. Upon a group's request, conduct workshops for individual groups on group level service. Attending groups not represented at SASC, sharing the importance of group involvement in the area, and welcoming them to the SASC. Maintain lines of communication between this subcommittee and Public Relations by attending the monthly Public Relations meeting and providing written and verbal reports. Maintain lines of communication and work closely with the SASC by sending a liaison to the monthly SASC meeting. To hold a regular monthly subcommittee meeting at a time and place that is preannounced and accessible to the local fellowship. Develop a reference database of possible meeting facilities. Facilitates new GSR orientation at monthly SASC meeting. To facilitate the Newcomer Workshops. PARTICIPANTS This subcommittee will be open to all interested members of Narcotics Anonymous. NA members are encouraged to attend the subcommittee meetings. Administrative Officers will be the Chairperson, Vice-Chairperson, Secretary, Treasurer, Group Liaison Coordinator, Workshop Coordinator, and Gypsy Caravan Coordinator

2 To become an active participant one must attend two consecutive subcommittee meetings. Active participant status is automatically removed when one misses three consecutive subcommittee meetings or if one fails to fulfill the duties or requirements of one's position. 1. GENERAL REQUIREMENTS FOR POSITIONS Commitment to service, the willingness, time and resources to do the job. A working knowledge of the 12 Steps, 12 Traditions, and 12 Concepts of Service. Complete abstinence as defined by NA is a requirement. Anything other than complete abstinence constitutes an automatic resignation from any elected position. Attends all subcommittee meetings and contacts Chairperson when unable to attend. 2. POSITION REQUIREMENTS & DUTIES A. CHAIRPERSON: The Chairperson is elected by the Public Relations sub-committee. a. Minimum two (2) year clean. b. Willingness and means to commit to the position for one (1) year. c. Have a working knowledge of the 12 Traditions and 12 Concepts NA Service. d. One (1) year prior related service experience. e. Ability to organize sub-committee and give sub-committee direction and encouragement. a. Attends and facilitates all meetings of the sub-committee. b. Attends the Public Relations Sub-Committee every month and gives a report. c. Coordinates, delegates, and is accountable for training and work done by the sub-committee. d. Coordinates meeting location. e. Responsible for paying rent. f. Furnishes information to section coordinators as needed. g. Prepares agenda for sub-committee meetings

3 B. VICE-CHAIRPERSON: The Vice-Chairperson is elected by the Outreach Sub-Committee a. Minimum one (1) year clean. b. Willingness to become chairperson after one (1) year of service as Vice-Chairperson. c. Have a working knowledge of the 12 Traditions and 12 Concepts NA Service. d. Assist Chairperson in guidance and training of new outreach subcommittee members. a. In the absence of the Chairperson, the Vice-Chairperson will perform the duties of the Chairperson. b. Attends all sub-committee meetings. c. Is responsible for acquiring and distributing any needed flyers, notices, or guidelines for the sub-committee. C. SECRETARY: The Secretary is elected by the Outreach Sub-Committee a. Minimum of six (6) months clean. b. Willingness and means to commit to the position for one (1) year. d. Clerical skills necessary to do the job. e. Organizes and keeps records, files, and archives of this subcommittee. f. Keeps an updated phone/ list of all active members in the Outreach Subcommittee. a. Keeps accurate minutes of each regular subcommittee meetings. b. Distributes minutes of the subcommittee meetings to subcommittee participants. c. Maintain updated copies of the Outreach Subcommittee Guidelines. d. Maintains the reference database of possible meeting facilities

4 D. GROUP LIAISON COORDINATOR The Group Liaison Coordinator is elected by the Outreach Sub- Committee. a. Minimum three (3) years clean. b. Willingness and means to commit to the position for one year. d. One (1) year prior related service experience. e. Ability to interact with public entities and individuals and groups within the fellowship in a professional manner and abides by PI protocol. a. To respond to the needs of the groups upon the groups request. b. Respond to the needs of the SASC in the spirit of strengthening and serving our fellowship. c. Coordinates contact with groups that have missed three (3) consecutive SASC meetings. Attending groups not represented at SASC, sharing the importance of group involvement in the area, and welcoming them to the SASC. d. Works with Secretary to maintain the reference database of possible meeting facilities. e. Must attend all sub-committee meetings. f. Creates and maintains a pool of volunteers to respond to groups who are in need of support, compassion and guidance. E. WORKSHOP COORDINATOR The Workshop Coordinator is elected by the Outreach Sub-Committee. a. Minimum of three (3) years clean. b. Willingness and means to commit to the position for one year. d. Compassionate to the needs of the newcomer. e. Ability to carry a clear, concise NA message. f. Ability to facilitate Newcomer Workshop keeping it focused and flowing. g. One (1) year prior related service experience. a. Responsible for conducting Newcomer Workshops. b. Abides by Newcomer Workshop format. c. Creates and maintains a pool of volunteers that have attended the Newcomer Workshop and have been oriented by Coordinator to participate in workshops

5 V. Operations d. Conducts the Newcomer Workshop Volunteer orientations. e. Responsible for conducting new GSR orientation at SASC. f. Attends SASC every month and gives a report. g. Attends all sub-committee meetings. F. GYPSY CARAVAN COORDINATOR The Gypsy Caravan Coordinator is elected by the Outreach Sub- Committee. a. Minimum of one (1) year clean. b. Willing to commit to position for one (1) year. a. Will provide a group of volunteers to support meetings as needed. b. The subcommittee will maintain a volunteer sign-up sheet with contact information. c. Maintain the volunteer log for the Gypsy Caravan. d. Call all the volunteers and let them know the date, time, and location of the meetings as soon as possible. e. Attends the Outreach Sub-Committee every month and gives a report. Consensus Based Decision Making Business will be conducted by consensus. During business, any participant may bring forward a subject or concern. After full discussion, being mindful to listen to the minority point of view, a consensus is reached. Either a motion or no action being taken may express the consensus. A simple majority rules. Voting Procedures Voting participants include all active participants. All voting participants may make a motion. Any member of NA may speak to a motion when recognized by the Chair. Elections All administrative members will be elected each year in (month). No member will hold the same position more than two (2) consecutive terms. Nominees for any elected position must be present to state qualifications and answer questions at the time of the nominations and election. for the new trusted servants begin immediately after the election and continue until the next election for their respective positions. In the case that a trusted servant fails to fulfill the term of office, a special election is held to fill the remaining portion of the term
